    The President of the Republic, Barham Salih, stressed, on Saturday, the need to appeal to the people in reforming the country's conditions through fair elections, stressing the importance of joining forces to combat corruption and unify the national ranks.

    The President of the Republic, Barham Salih stressed, during a speech at the fourth annual conference of civil society organizations, which was followed by "People", (May 29, 2021), the "important role that civil society organizations play in consolidating and stabilizing the project of a capable national state, the rule of law and good governance." All governmental and political institutions to "support the environment of civil society."  
    He added, "The country is going through a sensitive and dangerous phase of the political experience in Iraq, and it has great national entitlements that require the benevolent and those keen on the security and sovereignty of the country to meet these requirements, the most prominent of which is the holding of early elections as scheduled in next October, which is a national entitlement that cannot be procrastinated." A popular demand, and a political imperative to move to the stage of drafting a new political contract that enables Iraqis to elect a capable national government.  
    The president pointed out that "the security and economic challenges that the country is witnessing require referring to the people through fair and transparent elections. It is not possible to bet on the patience of our people and our unemployed youth who are looking for a situation that secures their needs in a free and decent life, and this is stalled on the foot towards real structural reforms." Bridging the deep gap between it and the people as a result of the existence of political obstacles that require political review and bold and resolute constitutional and legal amendments.  
    The President of the Republic affirmed that "the basic and fundamental task on the basis of which the current government was formed is to conduct elections, which is a great national responsibility that does not stop with the government only, but also bears the responsibility for the political forces that have contributed to forming the government in highly complex and sensitive circumstances, and also requires community solidarity through Civil society organizations in community mobilization and the formation of monitoring networks to ensure the integrity of the elections and enable citizens to exercise their democratic right to elect whomever they deem appropriate to run the country without guardianship or custody.  
    Saleh stressed "the need to fight administrative and financial and political corruption, which will enter, as in previous times, the political situation and elections, and this requires serious legal measures and supportive political positions."The House of Representatives recently drafted a law to recover the proceeds of corruption and prosecute those wanted and convicted of corruption inside and outside Iraq.  
    He called on all political forces and institutions concerned to "unify the national ranks, arbitrate the language of reason and national logic, present the country's supreme interests over any other considerations, and emphasize reliance on law and legal procedures at this dangerous stage."  
      
    The following is the text of the speech of the President of the Republic, Barham Salih, at the fourth annual conference of civil society organizations:  
      
    In the name of of Allah the Merciful  
    Gentlemen and ladies of the audience ..  
    Peace, mercy and blessings of God  
    It is a pleasure to witness the organization of such qualitative conferences that contribute to consolidating and highlighting the role of the most important civil institutions in society .. We are proud of organizing such vital forums, and we thank His Eminence Mr. Ammar Al-Hakim for hosting this conference and for the organizers and organizers of its work.  
    We also hope that the recommendations of the conference will be taken effectively and seriously, in order to achieve the noble purpose of establishing this honorable forum.  
    Civilization, brothers and sisters, is a thought, a method and a responsibility, before it was a specific form or behavior, and it has been entrenched in the depths of Iraqi society for a long time because of the depth of humanity and a civilized history that extends for thousands of years .. This is confirmed by the Iraqis ’adherence to the behavior of the civil state and the concept of citizenship. The ages passed, despite their exposure to various kinds of persecution, abuse and misinformation.  
    Civil society means a society of citizenship ... and a society of citizenship means a state society in which rights and duties are equal .. and in which nationalities, religions and sects are equal under the state's umbrella and inclusive of societal pluralism and that governs into a constitution that expresses a social and political contract based on the legitimacy of the people.  
    Therefore, all governmental and political institutions must support the environment of civil society and enable its institutions and organizations to activate their noble roles and goals. There is no strong state without a civil society .. nor good governance without real citizenship.  
    Allow me, ladies and gentlemen, to seize the opportunity in the presence of this elite vanguard in our society on which we hope to consolidate and consolidate the project of a capable nation-state ... the rule of law ... and the concept of good governance in our beloved country.  
    Especially since national responsibility is a collective responsibility that does not concern one party alone, or a specific political or community sector, but everyone is concerned with that responsibility according to the role and position he represents.  
    Civil society organizations have a great responsibility to spread and educate the concepts of civil behavior that are explicitly represented in the spirit of citizenship and its consolidation among sectors of society, as well as its effective oversight role in evaluating and evaluating the performance of state institutions and government and even political bodies.  
    The imbalance that plagues us today is not limited to political behavior only, we also have a defect in media behavior and practice, and it is also expanding to non-governmental organizations. The desired reform includes everyone .. It is everyone's responsibility at the same time.  
    We are passing through a sensitive and dangerous stage in the life of the political experience in Iraq, and that we have before us great national entitlements that require the benevolent and those keen on the security and sovereignty of the country to meet these requirements and to create a safe and appropriate environment for their realization.  
    The most prominent of these entitlements is the holding of early elections on the scheduled date in October of this year. This is a national entitlement that cannot be procrastinated .. it is a popular demand .. and a national entitlement .. and a political imperative to move to the stage of drafting a new political contract that enables Iraqis to elect a government A capable patriotism capable of meeting what befits Iraq and its people.  
    Stopping the political hemorrhage that we are going through today ... and what we are witnessing in terms of affecting the security and sovereignty of the state ... and the serious economic and security challenges we are facing ... and what threatens the legitimacy of the political system and the people's trust in it .. All of this requires us to turn to the people and return to Citizens and their recourse to them through fair and transparent elections, as it is not possible to bet on the patience of our people and our unemployed youth ... who are looking for a situation that secures for them their needs in a free and decent life in productive factories, cultivated lands, profitable investments and active sectors, and invests in the country's idle energies and the creative competencies of its youth.  
    All of this is contingent on embarking on real structural reforms that bridge the deep gap between it and the people as a result of the existence of political obstacles that require political review and bold and resolute constitutional and legal amendments.  
    The basic and fundamental task on the basis of which the current government was formed is to conduct elections, which is a great national responsibility that does not stop with the government only, but also bears responsibility for the national political forces that have contributed to the formation of the government in highly complex and sensitive circumstances, and also requires community solidarity, and at the forefront of that is the work of societies Civilian and non-governmental organizations, which can have an active and fundamental role at this stage as we prepare for the upcoming elections, your role in community mobilization and your role in forming monitoring networks to ensure the integrity of the elections and enable citizens to exercise their democratic right to elect whoever they deem appropriate to run their country without guardianship or guardianship, This is an important role, and a national role, and civil society organizations in this sensitive stage should play a decisive role in favoring the option of democratic and civil development in our country towards what the Iraqis aspire to in terms of a safe, stable and prosperous country.  
    In this context, we must be serious about fighting political money that will enter, as in previous times, the political situation and elections, as it requires us to take a serious stand in fighting corruption and curbing this dangerous scourge that threatens our society and our country and threatens the future of our generations.  
    This requires serious legal procedures and supportive political positions, and we recently sent a draft law to the House of Representatives to recover the proceeds of corruption and prosecute those wanted and convicted of corruption inside and outside Iraq, and we very much look forward to cooperating with the esteemed parliament in approving this law and providing the appropriate mechanisms to implement it on the ground.

    I do not doubt that the faithful in this country are unanimous in the priority of supporting and strengthening the state, and not allowing its policy to be targeted  
    Or to undermine it, so I call on all political forces and institutions concerned to unify the national ranks, to arbitrate the language of reason and national logic, to present the country's supreme interests over any other considerations, and to emphasize the reliance on law and legal procedures at this dangerous stage and the basis for the future of our country.  
    Iraq deserves a lot from us .. and our people are waiting for the last opportunity in the desired reform and correcting the path of building a state of citizenship and good governance.  
    May God protect Iraq and its people from all evil
