Erbil (Kurdistan 24) - Deputy Speaker of the Iraqi Parliament Bashir Al-Haddad said that the delay in implementing the Federal General Budget Law will prompt Parliament to question Finance Minister Ali Allawi and hold him accountable for the reasons for stumbling in the implementation of the law, a step that may precede the withdrawal of confidence in him.
Since the approval of the [url=https://www.kurdistan24.net/ar/tag/%D9%85%D9%88%D8%A7%D8%B2%D9%86%D8%A9 2021]2021 budget[/url] , neither the Kurdistan Region nor the Iraqi governorates or the federal ministries have received a single dinar, which has created a new tension at a time when the country is preparing to hold legislative elections next October in light of political, financial and health crises.

In the past few days, the negotiating delegation of the Kurdistan Region held talks with Baghdad about the reasons for delaying the implementation of the law, and concluded that there was no justification for the Ministry of Finance's refusal to send financial dues to the region, which was repeated by [You must be registered and logged in to see this link.] .
Al-Haddad said in an interview with Kurdistan 24, that he does not believe that the problem lies with the Ministry of Finance as much as it is a problem with the system in general, especially since the quotas of all ministries and governorates have not been sent and not only the Kurdistan Region, "which means that the general budget law has not yet been implemented." ".
In March 2021, the Iraqi parliament voted on the budget law, including the [You must be registered and logged in to see this link.] after disputes and negotiations that extended for many months.
Al-Haddad indicated that Parliament held a special session on Thursday and stressed the need to implement [You must be registered and logged in to see this link.] , and held the Ministries of Finance and Planning and the Government responsible for not implementing the law, whether for the Kurdistan Region or the rest of the Iraqi provinces, in addition to all ministries.

He continued, "Through the Parliamentary Finance Committee (in a session yesterday, Thursday), we issued a strong warning to the Ministry of Finance, that if the budget law is not implemented as soon as possible, we will have to invite the Minister of Finance to Parliament with the aim of questioning him, which may withhold confidence in him." .
In the interview, Al-Haddad said, speaking from Baghdad, that the Kurdistan Region did not leave any legal or political problem without dealing with the federal government, as well as the technical problem that was discussed in the meetings held by the delegation of the Kurdistan Region in recent days with the relevant ministries.
And he added, "Everything has been settled and there is no justification left, especially since the Kurdistan Regional Government has expressed full readiness to implement the conditions related to the budget law."
Al-Haddad expected that the delay in not implementing [You must be registered and logged in to see this link.] related to some extent to the file of the upcoming elections, and revealed that there is a move to host Prime Minister Mustafa Al-Kazemi and five ministers from his government in the upcoming parliamentary sessions to question them about the rates of implementing the government program of work.
The deputy speaker of parliament confirmed that the prime minister's invitation to the parliament is not a new issue regarding the implementation of the agenda, about a year after the formation of the government.
He pointed out that many parliamentary committees indicate that the Al-Kazemi government did not implement its work program as it should, and was not able to fight corruption as it says.
The Iraqi parliament succeeded in passing the budget after Erbil and Baghdad reached an agreement on thorny issues, particularly oil sales and non-oil revenues.
The Rapporteur of the Finance Committee in the Iraqi Parliament, Ahmed Al-Saffar, said in an interview with Kurdistan 24, that the implementation of the budget law is “binding” for both governments in Erbil and Baghdad.

He talked about the existence of points in the budget law that the Kurdistan Region is obliged to implement, and related to the price of oil according to the SOMO pricing, and the fulfillment of 50 percent of the non-oil revenues in addition to the Iraqi Trade Bank loan file, stressing that the total amounts are deducted after being calculated by the "clearing system".

Al-Saffar ruled out that the delay in implementing the [You must be registered and logged in to see this link.] law is related to the upcoming legislative elections or to trying to invest in them during electoral campaigns.
The value of the general budget amounted to 164.4 trillion dinars (about 112 billion dollars) and a financial deficit of 63 trillion dinars (about 43 billion dollars).
