Baghdad - Mawazine News
The Federal Service Council announced, today, Monday, that it is awaiting the completion of the preparation of the beneficiaries of Article 12 of the budget law regarding the provision of job grades for holders of higher degrees and first students.

The Media Department of the House of Representatives stated in a statement that Mawazine News received a copy of it, that "the Finance Committee headed by Representative Haitham Al-Jubouri, Chairman of the Committee, and the presence of its members, hosted today the Chairman of the Federal Service Council Mahmoud Al-Tamimi and representatives of the holders of higher degrees to discuss the delay in implementing Article (12) which It stipulates their appointment in the federal budget for 2021.

She added that "during the hosting, which was held at the committee's headquarters, in the presence of the Undersecretary of the Ministry of Finance and a representative of the Ministry of Higher Education, the reasons for the delay in appointing the first students and holders of higher degrees, which were guaranteed by the Finance Committee in Article (12) of the State's General Federal Budget Law, were discussed."

The committee stressed, according to the statement, to "transform this issue from paper to reality," calling for "urgency to resolve this file as soon as possible."

In turn, the representatives of the certificate holders and the first students made it clear that "for a year and a half, they have been protesting, and this sit-in led to the Parliament's interest in them by adding Article 12, which guarantees them the right to be appointed to government institutions, demanding that their issue be resolved soon."

Meanwhile, the Chairman of the Federal Service Council confirmed that “Article (12) of the Budget Law explicitly provides job grades for holders of higher degrees and first students, and that the basis of this article is paragraph (6),” noting that “waiting for the completion of preparation for the beneficiaries of this article after the Ministry sends it.” Higher Education and Scientific Research for the Service Council," noting "the importance of knowing their qualifications so that it can distribute them according to the ministries' needs for their services and educational attainment."

The committee also decided, according to the statement, "to send a letter to the Ministry of Interior to find out the number of manpower in Iraq, as well as its decision to send a letter to the Ministry of Oil to find out the volume of revenues entering during this period, provided that the two ministries will bear if they find errors that cause a waste of public money."
