We were in a very difficult situation in the last months of 2018, before the start of the rain wave, but we were able to manage it properly and we got out of the crisis.”
    He explained, "Water years consist of three types, the first is a wet year or a flood year, such as what happened in 2019, where the rate of water revenues was around 140%, and the second type is a moderate year in which water revenues are at natural rates as happened in 2020, while the other type is It is the dry year, as in the years 2017 and 2017, and usually its revenues are low.”
    "We are now living in these conditions, where there is a lack of water revenues that come from upstream countries and from the people due to climatic changes such as high temperature and other climatic factors, and there are also technical factors, but climate changes are the biggest factor causing the lack of water revenues."

    He stressed, "We now have very good water storage, and there are no problems in the current summer season, as the water is fully secured, as well as the winter season to some extent. Also, quantities are available, but if water revenues continue to decrease from the upstream countries and in the event of the arrival of a dry water year, it will certainly affect A lot on water storage and on the situation of providing water to projects."
    The Director of Information of the Ministry of Resources pointed out, "Today, we are in a constant movement of discussions with upstream countries, whether with Turkey, Syria or Iran, in order to agree on securing fair shares for Iraq, in addition to a very important topic, which is {sharing the damage in times of shortage}, where it is not reasonable to The upstream countries take their full shares of the water, and the downstream countries are in the event of an outcome. This matter is not acceptable according to international charters and agreements, and according to norms and human rights. The damage must be shared between the upstream and downstream countries.
