[size=45]Yesterday, Monday, the Parliamentary Finance Committee reported that the government justified the challenge to the budget law for the current year by violating the ministerial curriculum, but confirmed that the paragraphs objected to came in coordination with officials of spending units in state institutions, expressing its fear of delaying the articles related to providing dues to poor governorates.[/size]
[size=45]Member of the Committee, Representative Mahmoud Al-Shabki, said, in an interview with (Al-Mada), that “the basis for appealing to the Federal Supreme Court in some paragraphs of the budget is that the government has a ministerial platform that the House of Representatives voted on, and it says that the executive work should proceed according to what is stated in it. of items.”[/size]
[size=45]Al-Shabki continued, "When the government challenged some paragraphs of the budget, it argued that it contradicts this curriculum, and that it also violates the provisions of the constitution related to the mechanism of legislating laws of a financial nature."[/size]
[size=45]He pointed out, “One of the parliament’s responses to government challenges regarding the budget is that when the paragraphs were discussed before they were passed, all officials of government spending units in ministries and official institutions were briefed on them.”[/size]
[size=45]And Al-Shabki added, "The budget was also discussed with the President of the Republic, Barham Salih, and Prime Minister Mustafa Al-Kazemi, in addition to Parliament Speaker Muhammad Al-Halbousi."[/size]
[size=45]He stressed, "The members of the Finance Committee, and after them the members of the House of Representatives, expressed great surprise at the government's resort to appealing the budget, despite the fact that the law came in a previous agreement with the executive authority."[/size]
[size=45]Al-Shabki expresses his regret that “those appeals may take time and disrupt the implementation of some paragraphs of the budget, especially those related to financial rights allocated to providing services in poor governorates.”[/size]
[size=45]And he added, "One of the most prominent government appeals involved the formation of petrodollar funds for the oil and gas-producing governorates, although it is an accounting entry related to previous laws that were approved, which is not new."[/size]
[size=45]Al-Shabki pointed out that “the procedure set by the House of Representatives in the budget is intended to control the dues received, and not to add any new financial allocation.”[/size]
[size=45]He noted that "the second objection included the issue of linking similar departments to the Federal Service Council in state institutions to this council; To develop expertise, job stability, and structure the administrative sector.[/size]
[size=45]Al-Shabki stated, "The government appealed this measure, but in the cabinet meeting two weeks ago, it approved it."[/size]
[size=45]Al-Shabki went on to say that "the third objection included raising farmers' dues on the grounds that Parliament can reduce and transfer expenditures and does not have the authority to increase it."[/size]
[size=45]For his part, the other committee member, MP Ahmed Hama Rashid, said in a statement to (Al Mada), that "when the government sent us the draft budget for the current year, it was made up of tables and it cannot be adopted in this way and turned into law."[/size]
[size=45]Rashid added, "The committee made great efforts in drafting the project again, and there were dozens of meetings with the executive authorities for the purpose of coming up with a law that can be relied upon at the current stage."[/size]
[size=45]He pointed out, "The size of the deficit was very large, and we reduced about 40% of it, and all the paragraphs that were voted on came in coordination with the relevant executive authorities."[/size]
[size=45]Rasheed continues, "There is a real fear among many that this appeal will contribute to the failure to implement many of the paragraphs, even though the constitution does not allow this procedure."[/size]
[size=45]He looks forward to "the Federal Supreme Court to resolve this appeal as quickly as possible, and we are fully prepared to defend our point of view."[/size]
[size=45]Rashid concluded, “The House of Representatives used its constitutional powers to deal with the law through reduction and transfer, and even the increase that is being talked about, it was done in coordination and meeting with the relevant executive authorities.”[/size]
