    [size=45]Yesterday, Wednesday, the Economy and Investment Committee in the House of Representatives reported that the implementation of the budget showed mismanagement in state institutions, indicating that its paragraphs include the largest sums of money since 2003, but it spoke about the complaint of ministers and governors about not allocating enough to carry out projects, noting that The first victim of the law is the citizen as a result of the increase in the dollar exchange rate and the continuous high prices in the markets.[/size]
    [size=45]Committee member Mazen Al-Faili said, in an interview with Al-Mada, that "the budget entered into force since the first days of voting on it and as soon as it was approved, and then its law was published in the Iraqi facts."[/size]
    [size=45]Al-Faili, a representative of the National Nahj bloc, added that "ten paragraphs have been suspended, and the reason is the government's appeal to the Federal Supreme Court, and the delay caused damage, especially to the oil-producing provinces and the farmers segment."[/size]
    [size=45]He pointed out, "The observers did not notice an effect on the ground after implementing the budget, which we previously warned against; It involves major errors related to social and economic aspects that will appear in the future.”[/size]
    [size=45]Al-Faili pointed out that "the parliament had made many hostings for the governors, and most of them complained about the lack of money and their inability to benefit from what was allocated to them."[/size]
    [size=45]He stressed, "The hosts also included the ministers of labor and social affairs, defense, electricity, and others, and all of them expressed the same position that they complained about the lack of financial allocation."[/size]
    [size=45]He stressed, "The budget is the largest in the history of the Iraqi state since 2003 until the present time, in terms of the amounts allocated to operational aspects in particular."[/size]
    [size=45]Al-Faili continues, "The implementation led us to the conclusion that the problem in the current government is not related to money, but to mismanagement and distribution, with unnecessary entertainment clauses for which money is spent."[/size]
    [size=45]And he added, "The preparation of a supplementary budget for this year is contingent on filling the deficit from the oil price difference between what is in the current law and what is officially sold, which is currently excluded."[/size]
    [size=45]Al-Faili finds that “the most prominent problem that the citizen suffers from is the rise in the dollar exchange rate in the budget, whose first pretext was the drop in oil prices, and this pretext ended with the recovery of oil prices and their reaching levels that they did not reach three years ago.”[/size]
    [size=45]And he added, "Other excuses were put in place to raise the exchange rate, not all of which were achieved, such as supporting the local product, handling the currency auction, and supporting the industry."[/size]
    [size=45]Al-Faili went on to say, "The entirety of the budget is to harm the simple citizen through high prices and a bad economic situation, in exchange for not achieving any of the achievements previously promised by the government."[/size]
    [size=45]For his part, committee member Falah Al-Khafaji said, in a statement to Al-Mada, that “disrupting the budget depends on the articles that were objected to by the government, and the rest will be implemented.”[/size]
    [size=45]Al-Khafaji, a representative of the Victory bloc, added that "the most controversial paragraph in the budget was the issue of raising the dollar exchange rate, which greatly affected the Iraqi citizen, and its justification was the drop in the price of a barrel of oil."[/size]
    [size=45]He pointed out, "The situation can no longer bear more than that, and the government must take urgent measures in order to confront the continuous rise in the daily primary goods of the citizen."[/size]
    [size=45]Al-Khafaji concluded, “The simple citizen has not felt any positive impact of the budget until the present time, despite what was talked about in terms of support, especially for the national product and industries, and confronting imported goods.”[/size]
