[size=45]The new council, which will be chaired by the Prime Minister, will be tasked with implementing large strategic projects for which the budget has been allocated an estimated 500 billion dinars.[/size]
[size=45]Abbas Yaber Al-Atafi, a member of the Parliamentary Services Committee, said in a statement to Al-Mada that "it is expected that the law of the Council of Reconstruction will be presented to the vote in the next session after completing its scrutiny by the Parliamentary Services Committee," noting that there are some notes that will be added before it is passed.[/size]
[size=45]The idea of ​​forming the Council of Reconstruction goes back to the previous government of Adel Abdul-Mahdi, after it agreed with the House of Representatives to urgently pass it in order to complete a number of projects that require the formation of such a council with financial and administrative powers to complete major projects.[/size]
[size=45]Al-Atafi continues that “the Council of Reconstruction will work in accordance with the Investment Law and has allocated a budget of (500) billion dinars as a minimum, and its task will be to draw up strategic plans for the country, as well as provide great job opportunities for young people,” noting that the new amendments and additions that were placed on the draft law are Adding the Ministry of Labor and Housing to the membership of this council.[/size]
[size=45]On September 17, 2019, the Council of Ministers approved the draft law on the Reconstruction Council and submitted it to the House of Representatives for approval. The law enjoys wide support among the circles interested in reconstruction.[/size]
[size=45]Iraq has suffered since 2003 from major economic obstacles that came as a result of poor planning and the absence of a clear economic strategy, and this problem led to the lack of a real vision for the implementation of projects.[/size]
[size=45]And the deputy from Wasit Governorate continues that "there is a difference of opinion regarding the addition of five or three personalities from the private sector to the membership of this council," noting that the council will resolve this paragraph or the difference by voting in the next parliamentary session.[/size]
[size=45]During the Maliki era, the Council of Reconstruction Law was enacted by Parliament in 1951 and made a qualitative leap in the field of strategic projects that included irrigation, dams, bridges, hospitals, factories, housing projects and others.[/size]
[size=45]One of the most prominent projects of the Council of Reconstruction during the royal era was planning the construction of the Tharthar Dam, which was erected between the governorates of Salah al-Din and Anbar, at which time Baghdad was saved from the flood disaster every year, in addition to the construction of plans for many bridges in Baghdad and the current Iraqi Museum building.[/size]
[size=45]The Council was dissolved with the end of the monarchy in Iraq and the transition of the country to republican rule in 1958, but successive governments benefited greatly from the plans and statements drawn up by the Reconstruction Council and completed a number of important projects.[/size]
[size=45]And MP Al-Atafi adds that «the new council will be headed by the Prime Minister and the membership of the ministries of finance, planning and construction and the Investment Authority, with representatives from the private sector», noting that the huge and large projects will be managed by this council.[/size]
[size=45]On July 1, the Parliamentary Services and Construction Committee discussed the project. The committee examined the texts of the law in its current form and articles related to the presidency of the council and its executive directors, who will be involved according to the law in its management from both the public and private sectors, in addition to the mechanisms for organizing its tasks that are related to the titles of contracting, control, sobriety and quality, as well as its investment and non-investment strategy that moves away from bureaucracy and routine.[/size]
