    The head of the Border Ports Authority, Major General Omar Adnan Al-Waeli, said in a press interview, that "Cabinet Resolution No. 61 of 2018 provides for the allocation of the revenue collected by the border crossings and the disbursement of 50% of them to the employees, and as we know that the ports in 2020 stopped and were not implemented. The decision was made by the Ministry of Finance in the previous budget, due to the absence of a legal justification, as the authority is a supervisory body.
    He added, "After that, it was discussed between the Director of Administrative Affairs in the Ports Authority and the Deputy Minister of Finance, Taif Sami, about the reason for not implementing the decision and giving employees allocations from the budget and not from revenues. The Budget Law 2021 was issued, which stipulated in one of its articles that any revenue achieved by any department goes to The state (Ministry of Finance) and in this case, the allocations for border crossings employees were canceled because the previous administration linked them with revenues.
    Major General Al-Waeli continued, "To protect the border crossing staff, who receive monthly salaries ranging from (500 to 600) thousand dinars per month and work in ports where large sums of money and goods pass in front of them, so we should have sought to improve their living situation, so we rushed and personally to send a book To the General Secretariat of the Council of Ministers and to the Prime Minister, and the issue was raised urgently in one of the Council of Ministers sessions.
    He said: "Indeed, Resolution 61 of 2018 has been amended and another resolution has been issued stating that the allocations for civil border crossing employees will be from the authority's federal budget, meaning that they will be guaranteed allocations similar to their salaries and have nothing to do with revenues."
