[size=45]In an interview with the Atlantic Council Iraq Initiative, for political and economic studies in Washington, Deputy Prime Minister and Minister of Finance, Ali Allawi, spoke about the visit of the Iraqi delegation to the United States and the delegation touched on the white paper on economic reform and Iraqi political and economic developments as well as On the main mission of the delegation, which revolved around the future presence of US forces in Iraq.[/size]
[size=45]Allawi said that the reactions from Baghdad about the agreement signed between US President Joe Biden and Iraqi Prime Minister Mustafa Al-Kazemi about the US combat forces leaving the country were largely supportive of this agreement by the Iraqi political circles. He pointed out that there are great benefits from the presence of American logistical and technical support instead of combat to limit terrorist activities.[/size]
[size=45]Regarding the economic aspect, Allawi talked about a series of intensive discussions he held with senior US economic institutions, especially his meeting with US Treasury Secretary Janet Yellen, and their discussion about the depth and extent of the US pledge to support Iraq's reform program.[/size]
[size=45]Allawi said, "We hope that the United States will expand its participation with the Iraqi economy and not be limited to the oil, gas and energy sectors, but also to the sectors of consumer goods production, construction and housing, as examples of other areas in which the United States can contribute more."[/size]
[size=45]With regard to the White Paper initiative for economic reforms, Allawi clarified that it is not a short-term plan, but rather a long-term initiative that seeks to overcome many problems that afflicted the Iraqi economy, stressing that this matter requires a radical and harsh change in order to follow the arduous task of reforming an economy that has been in decline since an era the seventies. Allawi says that the most important change that must take place to reform Iraq's economy is to achieve a major shift from dependence on oil only in the economy, pointing out that there is an urgent need to diversify the sources of the economy in a way that leads to benefit by looking forward to the changing environment of the regional and international economy. When talking about the introduction of the draft white paper, Allawi said that it was not the result of the effort of one person, but rather the result of cumulative studies that spanned for more than fifteen years, including the current problems that made it a comprehensive reform package.[/size]
[size=45]On the application of the reform paper, Allawi referred to the government's first decision to amend the currency exchange value, which was a difficult but necessary decision, pointing to the belief that the value of the dinar was above its real price. He said that a deliberate devaluation of the dinar is much better than a chaotic situation. Otherwise, the danger of the increasing demand for the Iraqi dinar would have caused the financial resources to run out. With regard to gas projects, Allawi indicated that the first phase of manufacturing 20% of the associated gas in the oil fields by the Basra Gas Company has been completed, and that there are hopes to expand this project to the manufacture and assembly of 40% of the associated gas.[/size]
[size=45]Speaking about banking sector reforms, Allawi acknowledged that this sensitive problem had been left unattended. For this reason, he indicated that great steps were taken in July aimed at amending the internal provisions and procedures of banks and changing the heads of their management bodies. On the fate of the reform paper if a new government comes in after the elections, Allawi said that the reform paper remains and it needs greater support from the international community to confirm their commitment towards the project. On the other hand, Allawi described the existing economic integration project between Egypt, Jordan and Iraq as one of the most important Iraqi initiatives, noting that unifying the economy of the three countries by removing trade barriers and improving transportation would benefit all parties. He said that expanding the integration project between Egypt, Jordan and Iraq in a common market for more than 150 million citizens will provide these three countries with better opportunities and competitive benefits in attracting foreign investors.[/size]
