]The Federal Service Council revealed the mechanism of appointments and the categories covered, while indicating the imminent announcement of job grades for scientists.
The Director-General of the Legal Department in the Council, Salman Ghadban, said that "the budget law suspended the appointments in Article 12, with the exception of specific categories, including those included in the retention of the owners' movement in 2016 and 2017 for the departments of water, sewage and municipality in the Municipality of Baghdad and in the provinces," noting that "the Council addressed the concerned authorities, which is a secretariat." Baghdad, the water and sewage departments, and the municipal departments in the governorates send grades as they are old, and their appointment was suspended in Article 11 II of the 2019 Budget Law.
And he continued, "The announcement of these grades is sent to the committees formed in time with the interview that took place, the degrees of comparison and the names that were accepted, and if there are objections in addition to the approval of the minister, and then they are sent to the service council for the purpose of auditing and issuing decisions appointing them," noting that "" In the event that some degrees remain, they are sent to the service council for announcement and appointment.
He added, "With regard to the first persons covered by Law 67 of 2017 and the holders of higher degrees covered by Law 59 of 2019, the Council has prepared its full programs regarding them and is waiting for the grades to arrive from the ministries, considering that they are the sectoral authorities," noting that "the grades that the ministries need are sent to the Council of Ministers. The service is intended to be announced and to conduct competition and appointment according to the electronic system.
