Baghdad - Mawazine News,
a member of the Parliamentary Energy Committee, Representative Jamal Al-Muhammadawi, revealed, on Thursday, corruption files related to the director of the oil products distribution branch in Kirkuk Governorate, calling for his exoneration.
And revealed a document issued by Al-Muhammadawi's office, addressed to the Minister of Oil, calling for "the dismissal of the director of the oil products distribution branch in Kirkuk."
The document, which Mawazine News obtained a copy of, indicated that "according to the available documents, it was found that there are financial and administrative violations and a massive waste of public money in the oil products distribution branch in Kirkuk governorate, which requires conducting a fundamental investigation and holding the defaulting parties accountable."
She clarified, "A number of violations, including the repeated processing of the same vehicles and mechanisms from one station or other stations, because the program does not contain a (repetition) field, which prevents repeat processing, and that the violations monitored by the inspection body are mostly (repeated processing) except for some violations of using images Fake (photoshop) with the station’s camera, meaning that the violations are not only made by one party, which is the station as in the rest of the distribution branches, but by the two parties, the company that runs the program (electronic control program) and the station through the company uploading several fake pictures of the mechanisms with the same picture and number and in a way recurring and corresponding to the station’s withdrawals of gas oil for that week.”
And she added, "The issue does not require any effort by the station and an attempt to pass some fake images in front of the camera at the entrance to the station, as happens in the rest of the distribution branches, but rather is done centrally from the company's server."
And she continued, "The program does not include a (prevention) field for vehicles that try to repeat their processing more than (3) times, contrary to the version of the program approved by the Baghdad Distribution Authority, as well as downloading fake sales to stations centrally by (the company running the program) even during a period of work stoppage. The station for inventory purposes and others, as well as an abnormal increase in sales in the station’s calculator, within a few minutes and automatically, as indicated in paragraph (4) of the Inspection Authority’s book No. (681) dated (25-7-2019).
And she pointed out that “the irregularities in the out-of-control supply of gas oil (fake sales for repeated supply) reached (53,702,294) (fifty-three million, seven hundred and two thousand two hundred and ninety-four) liters in the month of April. 2019 until October 2019, according to the inspection body book No. (5655) on (11-19-2020), which is approximately (36%) of Kirkuk's daily share of gas oil, which amounted to (950 m3/day) during that period. The monitoring of violations continued until the quantities reached more than (60 million liters) by the end of December 2019.
The document revealed “manipulation in the time of preparing mechanisms and vehicles, and recording sales in the program after the end of the official working period for the distribution outlets,” indicating “there is no storage (archiving) of the processing data for the previous days, but only for one day in the copy of the electronic control unit in the branch of the program ( Control copy) which hinders the process of auditing and monitoring by the regulatory authorities.
Among the violations mentioned in the document, "the absence of a field (tracking a vehicle number) which allows following up the processing of a certain vehicle for previous periods at all stations in the event of doubts about the correctness of its processing according to the Inspection Authority book No. (845) on (13-2-2019)".
And she added, "Because the Kirkuk program is of a (closed) type, similar to the Nineveh program, which requires feeding it with the data of the vehicles of the citizens of Kirkuk exclusively depending on the identification papers and the on-site inspection of the vehicle. And she added that among the violations is "preventing the inspection body from obtaining a copy of the program (monitored copy) like in other governorates from November 2015 until April 2019 as indicated in paragraph (1) of the inspection body book No. (395) in (5 - 5). 5-2019) to cover up the volume of violations in the program, and the repetition of contracting with unreliable companies to design and equip the branch with the electronic control program, as in the companies (Com-Tech and the third dimension and Sama Assurance) despite the reservations of the Office of the Inspector General on this, and the proposals of the Inspection Authority to contract with a company Sober, and this was confirmed by the Commission for Studies in its telegram numbered (14307) on (12-12-2019).
The document confirmed, “It later turned out that all the companies contracting with the branch to design, equip and manage the electronic monitoring program are the same as the first company (Com-Tech) in 2014, whose contract was canceled by changing its name and program interface only as shown in paragraph 3 of the inspection authority book No. (681). ) on (25-7-2019)".
And she continued, "The inspection body, in its letter No. (1054) on (26-2-2019), rejected the request of the Kirkuk branch to increase the governorate's share of gas oil product from 900 liters m 3 / day to 1,100 m 3 / day to secure (the quotas of farmers and farmers) due to a major defect in the work of the program Electronic monitoring causes daily waste, for gas oil product estimated at 300,000 liters / day, especially since the Ministry of Oil imports gas oil product in hard currency to cover the deficit in refinery production and provide the local need of the product, and the proposal was to reduce the share of gas oil allocated to electronic control and benefit from The surplus is to secure the supply of farmers instead of increasing the governorate’s share in total, and the continuation of waste and overburdening the public budget.”
Al-Muhammadawi promised, according to the document, that "despite the fact that the inspection body monitored in 2019 irregularities in processing in the Kirkuk branch outside the controls for the gas oil product with a quantity of approximately (60) sixty million liters, and after a period of about a year since that, the violating stations were not fined, as in the event that The issuance of the fines orders and the accountability of the defaulters. Al-Muhammadawi indicated, “Based on the foregoing, the electronic control file in the Kirkuk branch can be summarized with what was stated in paragraph (5) of the Inspection Authority’s book No. (681) on (7-25-2019) as (an intractable problem and an outlet for smuggling and leaking an oil product). Gas is managed with ambiguity and lack of transparency, and it reveals the real motives by preventing the regulatory authorities from accessing it and causing continuous damage to public money).
