Today, Saturday, the Parliamentary Security and Defense Committee explained the reason for the delay in disbursing the benefits of military retirees, and while it revealed the existence of a parliamentary movement to pay them through two meals, it confirmed the scheduling of amounts according to entitlement, retirement years and the date of martyrdom. 
Committee member, Ali Al-Ghanimi, said that "there are differences for military retirees and benefits for past years that were organized in disbursement schedules to a close period," stressing that "there was not an adequate response to deal with this file."
Al-Ghanimi added, "The Security and Defense Committee received several requests to intervene in the matter in order to solve it, and the Directorate of Military Retirement was contacted and made clear that the funds had not been allocated so far."
He pointed out that "there is a serious move by the Parliamentary Security and Defense Committee with the Ministry of Finance for the purpose of allocating sums for military retirees through two meals," stressing "obtaining information that some of the allocations have been handed over."
He pointed out that "there is a scheduling according to maturity, retirement years, and according to the date of martyrdom, and these amounts will be directly handed over to the families of the martyrs."
He explained, "The financial allocations are included in the budget, but they are released within meals, and there is priority in paying monthly salaries, preferring to previous years," noting that "the benefits of military retirees are present and sufficient, but they are delayed due to the procedures." The Ministry of Finance held, on Sunday, a meeting to discuss the allocations of the General Retirement Authority within the 2022 budget.
A statement by the ministry, a copy of which was received by Mawazine News, stated that its Minister, "Ali Abdul Amir Allawi, chaired today, the meeting of the 20th session of the Committee for the Preparation of the General Budget Strategy Federal for the medium term 2022-2024, and in the presence of the Prime Minister’s advisors, the undersecretaries of the ministries of finance and planning, the advisor to the Ministry of Finance, the head of the General Authority for Monitoring Federal Ministries’ allocations, the head of the General Retirement Authority, and a number of relevant general managers.
The statement added, "The meeting discussed a number of basic topics, including setting expenditure ceilings by the Ministry of Finance within the framework of the Maronites of the year 2022, in addition to discussing the issue of public debt, determining loan ceilings, including ongoing loans, and following them up."
He continued: "The meeting also witnessed the completion of the study of the mechanism for applying the proposed budget model and discussing ways to prepare and implement the federal budget for the next year, according to the determinants of the current economic reality and in line with the reform orientation adopted by the Iraqi government aimed at preparing a qualitative budget that depends in essence on performance and productivity programs to be followed."
He pointed out, "Discussing the allocations of the General Pension Agency within the next year's budget and emphasizing the support of the pension fund to ensure the provision of the best pension services to a wide segment of Iraqi society."
Allawi stressed, during the meeting, "the importance of initiating the preparation and implementation of the draft budget in accordance with the prepared strategic plans that support the reform paths that are in the interest of the national economy and giving priority to strategic projects that are implemented through development loans."
