This number of 40 thousand visitors is a decrease of about 99% from the number of foreign visitors in the Arbaeen visit in 2019, where the number of visitors reached 14 million according to official figures, one third of whom came mainly from Iran, the Gulf, Pakistan and Lebanon, or more than 4 million foreign visitors, which means The number of foreign visitors this year is 1% of the number of foreign visitors in 2019.
The Supreme Committee for Health and National Safety restricted the arrival of visitors through international airports.
According to a previous government statistic, the average spending of the Iranian visitor amounted to only about 24 thousand dinars, and if a relatively high rate of spending by visitors from the Arab Gulf is calculated, it can be said that the spending rate of foreign visitors in general may reach 30 thousand dinars per visitor inside Iraq, out of 40 thousand A visitor, which means that the amount of what will be spent in the country may exceed one billion dinars only.
On the other hand, the cost of the visa earlier was $40, but it was gradually reduced and even canceled for Iranian visitors, which means that 30,000 tickets will be issued for free.
 
 
The state benefits from only 2% of the revenue!
In addition to neglecting the tourism aspect in the country, economists talk about another issue represented in the state not benefiting from the revenues of the tourism sector, especially the religious one, but rather the state incurring losses as a result of this tourism activity.
Economist Manar Al-Obaidi says that “one of the sectors most capable of attracting real money to Iraq is tourism, because Iraq has very important tourist sites, whether historical or religious,” while a comparison was made between several sites of international and international bodies and destinations and how to categorize them by reviewing the tourist sites in their countries compared On the official website of the Tourism and Antiquities Authority, which appears to be broken and does not contain enough information about Iraqi tourist areas.

For his part, the economic expert, Omar Hisham, says that the Iraqi government does not benefit from religious tourism, but that the private sector is the biggest beneficiary of it.
Hashem said, "Tourism is generally a major source of the economy in the world, but the Iraqi government does not earn any profits from tourism, especially religious tourism."
Hashem explained, "The law does not impose taxes on the religious tourism sector in Iraq, so the Iraqi government does not benefit from tourism, especially religious tourism, which ranks first in Iraq."
He shows that “the government loses a lot of money. This tourism negatively affects the Iraqi economy, because of the money that is spent to take security measures, provide medical supplies and allocate means of transportation for visitors, especially in the cities of Karbala and Najaf, while the money collected from tourists does not flow into State Treasury".
