The Integrity Commission called for the speedy implementation of the real estate card project and the automation of real estate registration files, at a time when it revealed the results of a questionnaire measuring perceptions of bribery in its departments in Baghdad and the provinces.
A statement received by Al-Nour News stated that the Integrity Commission recommended, during the analysis of a questionnaire measuring perceptions of bribery in the departments of the General Real Estate Registration Directorate in Baghdad and the provinces, a copy of which was sent to the General Secretariat of the Council of Ministers and the Office of the Minister of Justice, to approach the latter; To investigate the reasons for stopping the real estate disposal automation project, despite the preparation of a study on it in 2011 by a foreign company specialized in this field, and to determine the fate of the devices that were installed in the Directorate of Real Estate Registration and the reasons for stopping, after conducting technical tests on the system that showed its readiness to work , stressing the need to refer defaulters in accordance with the fundamental legal procedures to this body (the Federal Integrity Commission).
She pointed out that the central team of the authority and its supporting teams and the teams formed in the directorates and investigation offices in Baghdad and the governorates, over a period of three months, surveyed the opinions of (11,000) thousand auditors in (44) districts in Baghdad and (14) governorates, through more than (120) A field visit to the real estate registration departments there, while the team stressed the importance of unifying the detection committees in a single committee that includes in its membership the departments (real estate registration, Baghdad Municipality and municipalities); In order to shorten the time and effort and spare the auditor from extortion or corruption, in addition to unifying the documented records of real estate disposals in all real estate registration departments, after noting that the work is carried out with two types of real estate disposal records, which are permanent records; Which leads to confusion in the work and opens the door for manipulation through the transfer procedure by writing off and forgery.
The results of the analysis of the questionnaire measuring perceptions of bribery in Baghdad and the governorates showed an increase in the rates of (bribery payment or abuse), as the general rate of bribery payment in Baghdad departments reached (31,77%), and the Real Estate Registration Department in Al-Bayaa recorded the highest rate of bribery payment (44, 2%), followed by the second Rusafa - Al-Bataween (41.6%), the first Karkh - Al-Mansour (41.4%) and the second Karkh - Al-Amriya (40.1%), while the Real Estate Registration Department in Al-Madain recorded the lowest percentage in Baghdad (10 ,6%). In the governorates, the Real Estate Registration Department in Mosul - the left coast recorded the highest percentage in measuring the payment of bribery, as (51.9%) of the surveyed auditors confirmed the presence of bribery in the department, followed by the real estate registration departments in Maysan and Diwaniyah, and the ratio reached (50, 6% and 48.7%), respectively, while the real estate registration department in Al-Muthanna - Al-Rumaitha recorded the lowest percentage in the measurement (0.6%), and Al-Muthanna - Urban (1.2%).
Integrity showed that (18,33%) of the respondents in Baghdad confirmed that the employee delayed or obstructed their transactions, and the highest percentage was in the Rusafa First - Al-Khilani Department (38.4%), then the General Real Estate Registration Directorate with a rate of (31.94%), As for the lowest percentage, it was registered in the first district of Kadhimiya, and it amounted to (8.1%), and it showed that the highest percentage of those who were likely to delay or obstruct their transactions in the governorates was in Diwaniyah and it amounted to (70.7%), and Mosul - the left coast (55.7). %), then Maysan (46%), while the real estate registration department in Diyala - Khalis recorded the lowest percentage among all governorates and amounted to (4%), followed by Karbala - the first (5.6%) and each of Karbala - Husseiniya and Mosul - the right coast with a percentage (5.9%).
The results of the analysis of the questionnaire and the field visits carried out by the main team and the teams supporting it concluded a number of observations and recommendations aimed at improving the performance of the work of the real estate registration departments, including the need to intensify the inspection visits and conduct random audits of transactions by the administrative body responsible for the real estate registration departments; To ensure the integrity of the implemented procedures, as well as to increase the staffing of these departments and to prevent commentators from tracking transactions within them, and to amend the Evidence Law No. (58 of 1987); To reduce cases of fraud, forgery and bribery.
