Baghdad/Bright news
Yesterday, Wednesday, the Federal Supreme Court ruled to cancel six texts from the federal budget for the current year, while a parliamentary committee said that the judicial decision freed the Minister of Finance in the transfer between the chapters of the law.
The court resolved government appeals against the budget law by canceling six provisions, the most important of which is related to the imposition of 15% taxes on fuel, the costs of licensing rounds, as well as the establishment of a petrodollar fund by the governorates, and the financial committee's oversight of projects.
At the same time, the Federal Court responded to the appeal against four provisions of the law, the most important of which is raising the prices of wheat and barley, and considered them within the legislative powers of the House of Representatives.
A member of the Parliamentary Finance Committee, Abdul-Hadi Al-Saadawi, said in a statement to Al-Mada that "the budget law placed restrictions on the Minister of Finance to prevent transfers between its doors."
Al-Saadawi added, "The decision of the Federal Supreme Court restored that authority to the Minister of Finance, in a complete and absolute manner."
He noted, "These restrictions were placed during the discussion of the law, the first and second readings, and before the voting process, in a manner contrary to what was stated in the government project."
Al-Saadawi went on to say that "the decisions of the Federal Supreme Court are final and binding on all authorities in accordance with Article 94 of the Constitution."
For his part, economic expert Hamza Louay said, in an interview with Al-Mada, that "the Federal Court approved six appeals submitted by the government to the budget law, and rejected four."
Louay continued, "The court's direction did not include any issue related to job grades, but only dealt with the issue of contract holders and daily wages."
He pointed out that "this confusion that occurred between the House of Representatives and the government, and the recourse to the Federal Supreme Court, affected the launch of the budget in full, because the fiscal year is nearing its end."
The House of Representatives voted on the federal budget law for the current year at the end of last March, but the government registered an objection to a number of articles, and appealed them before the Federal Supreme Court, which held a number of sessions to consider the constitutionality of those articles before ruling on them.
