    [size=45]Law (27) of 2019, the Second Amendment Law to the Provincial and District Council Elections Law No. (12) of 2018, was previously issued, which ended the work of the governorate councils that are not organized in the region and the district councils and district councils affiliated with them, and the governor, his two deputies and heads of administrative units continued to exercise the tasks and powers stipulated It is stipulated in Provincial Law No. (21) of 2008.[/size]
    [size=45]However, the councils challenged the parliament’s decision before the court and considered it contrary to the law, the constitution and the foundations of democracy in the country. It must be appealed with a campaign of wide criticism due to the bad reputation of the councils and accusations of corruption and bribery and obstruction of the work of the governors and the implementation of construction and reconstruction projects in the governorates due to the conflicts between the parties and political blocs in those councils.[/size]
    [size=45]It is noteworthy that the Federal Court announced in early June 2021 that the Second Amendment Law to the Provincial and District Council Elections Law No. 12 of 2018, which ended the continuity of the work of the provincial councils, is consistent with the constitution, but the continuation of the work of the elected councils, whether they were national councils or local bodies after the end of their electoral cycle It represents a violation of the people's right to vote, elect, and run for office, and violates the voter's will.[/size]
