Beware the mined internal system!!!!! Empty Beware the mined internal system!!!!!

Beware the mined internal system!!!!!

* Dozens of comrades and friends of the party, and for a long time, presented many observations and proposals to the eleventh party conference of the Iraqi Communist Party on the internal system. These many observations, which were published on the Internet and the party press, seem to have lost their way in reaching the party congress and went to the trash. The evidence for what I say is the document of the amendments submitted to the congress on the internal system, which was devoid of most of these observations, and the leadership chose only what it likes, especially those who do not affect the party. The essence of the doctrinal issues presented for discussion for the sake of change, but added some paragraphs that devote absolute control over the entirety of the party's affairs.
* The amendments document undoubtedly shows that the leadership wants to control all matters and is far away from everything that guarantees true democracy. In order not to talk long enough, start with the details:
*Article 21 Final Provisions.
This article met with widespread rejection, especially (1) which gives the Central Committee the authority to decide to enter into political alliances.
The leadership did not get mad at all the failed alliances, especially Saairun, which decided it alone. Today it keeps this dangerous substance unchanged, which means that it can exploit it in the future.
* The amendments to this article were (4) instead of amending the rules of procedure by an absolute majority, amended to two thirds.
*Article 19 Central Control
Four formal amendments to the work of this committee without prejudice to its big problem represented:
The necessity of a direct link between the localities and this committee without passing through the committee (because you can withhold what you want, whether when he goes or comes from the control committee, but on one occasion I wrote a letter in the name of the control committee without this committee knowing about it).
The necessity of submitting its direct periodic reports to the whole party, not just to the Central Committee.
The necessity of its direct supervision of conferences, local conferences, foreign organizations, and even the party conference, whether by direct attendance or via the electronic circuit.
Article (18) of the Central Committee.
- Its tasks and powers (11) Paragraph indicates that in its full meeting it elects a secretary and a deputy and determines the members of the Political Bureau and elects them by an absolute majority. The amendment came only the first word after its full meeting.
-I mean, this was the problem about this paragraph? Or did many demand that the authority to elect the secretary from within the corridors of the conference be the same as all democratic parties, whether right-wing or left-wing. The Central Committee, as happened many years ago in order for the secretary to ensure his stay for a long time, so he can control who he wants to rise or stay in the Central Committee.
The Secretary of the Central Committee (3) is elected for two consecutive terms only. The amendment is to cancel this paragraph entirely.
- I mean, after all the efforts that were made to promote democracy and prevent the worship of the individual and his domination over the entire party, and after the bitter experiences of Hamid Majid's leadership for 23 years and the mistakes that were associated with it. Now it is intended to bring the issue back again (you don't see Khaled in what he did in his leadership of the Syrian Communist Party For many years, do you not see the experiences of the Iraqi leaders, Jalal Talabani, Masoud Barzani and others) Do these models not give enough lessons to reject such a form of individual domination over the party’s capabilities? Do you want Hamid Majid or perhaps Raed Fahmy to return to this session and beyond?
Article (16) of the National Conference:
Two unimportant formal amendments to this paragraph at a time when many proposals were made, including:
The National Conference is made up of delegates elected in their local committees.
- Members of the Central Committee elected in their local committees in which they previously worked or joined recently, according to their geographical situation, and those who did not win attend as an observer (he is not entitled to nominate and vote). The Central Committee and its dissolution in the conference, after which all members of the Central Committee become illegal (meaning they are not present directly as if they have a green card).
Members of the specialized committees and bodies associated with the Central Committee and the Central Monitoring Committee shall be subject to the same provisions of the Central Committee, i.e. those elected only from them, and the rest attend as observers.
- Cancel the guests and their percentage and replace it with only observers whose percentage does not exceed 5% of the attendance and no voting process is conducted to amend the status of their attendance. On their attendance after the localities nominated them (a good example is that one of the current MS hawks did not run for the delegates’ elections and was thrown into the seventh conference as a guest to become a delegate, and since then a member of the central committee and a political office, and certainly he must obey his guardian).
Article (17) of the Party Council (no amendment has been made to it).
- It was not addressed despite the many observations about it, including (1) and this paragraph that restricted the invitation to the Council only to the hands of the Central Committee. The required amendment:
The Central Committee and the localities have the right to convene the General Party Council whenever circumstances require...etc. Justification The invitation should not be restricted to the Central Committee only, where it happened and the political and partisan conditions required the convening of a party council, but the Central Committee did not agree.
*Article (15) is national and religious pluralism (it has not been amended).
- There was a long discussion about this issue and the competencies created by the Central Committee, which contributed to strengthening these differences and retrenching and moving away from the internationalist spirit that characterized the party, so the demand was to cancel this article and create competencies (workers, peasants, women, students and youth).
* Article (14) of the relationship between your greed and your beast (no amendment has been made to it).
- This paragraph has been presented more than one opinion about it, especially since the process of secession of Hashak has already taken place, so it is necessary to change the way Hasha’ works in Kurdistan, and for this reason, the organization of the Kurdistan region must be built again because Kurdistan is still part of Iraq and Hasha’s right to be active and have Organization throughout Iraq.
* Article (12) of the Advisory Council (no amendment has been made to it).
- It is strange that this paragraph (1) which wronged the organizations abroad by not representing them in this council despite the capabilities of the comrades from abroad, which the leadership of the party before its bases testify to this possibility. Why insist not to represent them? From here, the paragraph must be changed to:
It consists of members of the Central Committee, secretaries of local committees, officials of the central committees of competence, members of the Central Control Committee, and comrades from organizations abroad.
*Article (13) Organizations abroad (no amendment has been made to it):
An amendment was requested about paragraph (2) to be:
A committee is formed to lead the organizations abroad from the secretaries of these organizations and an office to be elected according to the number of these organizations, and this committee is linked to a supervisor from the Central Committee.
Article (7): Party Discipline Procedures:
Paragraph (4) has been added.
The higher authority may, when necessary, take disciplinary action.
- This issue is very dangerous, and it is necessary to stop a lot in front of it. Why?
- It will open the door wide for the higher bodies, especially the party leadership, to take any disciplinary action against any comrade as long as it finds it necessary for them (what is this necessity and who defines it? It is not known. This paragraph will end the bodies’ right to hold the comrade who works with them accountable and his right to defend himself In front of his body, especially since these disciplinary measures will be, as usual, decisions without clear reasons. I remind everyone that more than one disciplinary measure has been taken against comrades and organizations without a legal face guaranteed by the internal system, and this time you want to find this legal formula after severe criticism of those unfair decisions As if I find them with this proposal instead of strengthening democracy within the organization and granting more powers to fellow bases and solving problems in a good way, you see them resorting to lashing out and encouraging sanctions instead of solving these problems in sound ways (my words certainly exclude measures if they are on the security basis of the party and comrades).
*Article (1) Regulatory Principles.
- Paragraph 3, c) a formal amendment was made (the minority’s right to discuss…… and to express objection before the responsible bodies, including the conference, as well as the right to express its opinion……… in the party’s media platforms……etc).
The question is, where is the guarantee for the dissemination of these opinions in the party’s platforms, especially since the experiences of many years prove the opposite, as no opinion that differs with the party’s policy is published except rarely, which raises doubt when it happens. How will this minority express its opinion in the conference if documents and ideas are not presented to it with documents Basic party? Permission for modification must include
Publishing all opinions, even those that differ with the party's policy, as long as they adhere to the appropriate publishing laws (not using offensive or immoral words). The Central Committee also adopts the right of this minority to publish its ideas in a special document at party conferences and party councils.
Paragraph (d) has not been touched upon
- The right of party organizations and party members to object to the decisions of the leadership bodies and to demand that they be reconsidered, provided that this does not impede the implementation of those decisions until the matter is decided on……..etc.
The problem that always occurs is that when the bodies and comrades object, no answer comes and they are obligated to implement the decision. The decision in its current form guarantees the leading bodies the right to implement their decisions, while it does not guarantee the lower bodies and comrades the right to guarantee the result of the objection. Therefore, the amendment must be:
- The right of tax organizations and comrades to object ………. and not to implement the decision until the objection is decided upon.
* There are simple formal amendments related to words and vocabulary that do not touch the essence of the amended paragraph, so I did not want to talk about them. There were also many paragraphs related to the preamble and other matters, but I thought to put everyone in front of this clear danger that awaits us if these amendments were approved and the suggestions were ignored other intentionally.
*last word .
These amendments contained in the amendment document represent the leadership's desire to keep the powers in its entirety under its tutelage, and it is the one who controls all decisions, which means that it wants to give a clear message that democracy within the party is codified according to its desire and will.
Whoever thinks that democracy within the Communist Party should give power to the party’s rules and the leadership is a body for managing party work with powers granted by the internal system in order to conduct party work in a flexible and smooth manner, is wrong if the internal system remains in its current form and worse if these amendments are approved, which are devoted more and more Limiting the powers to the leadership. The leadership wants to shed light on the amendments they have presented and they block all the proposals made by comrades and friends in many other important paragraphs, meaning lowering the ceiling of amendments to a level that does not harm their powers.
* The delegates of the Eleventh Congress calling for real change, I know very well that your number is very few when compared to others who will work to obstruct what you aspire to, but remember that you have seen large numbers of party comrades and friends who support you and are waiting for you to take a courageous stand in order to reform the negative situation of the party’s internal life and its internal system .
Remember that the Tishreen youth, before their valiant uprising, did not wait for their uprising to shake the throne of the corrupt, to the point it reached, until it became a figure that everyone fears and counts before the arrogant forces. The reason is very clear that the youth had an important issue (we want a homeland) and we and you say (we want a party) As promised earlier).
