Wasit calls for its fairness by implementing a refinery and an oil company and offering eight new fields within the licensing rounds

Wasit / Jabbar Bechai
Wasit local government confirmed the existence of political will to manipulate the oil province’s rights to prevent it from receiving its petrodollar entitlements and implementing the Wasit oil refinery, which has been presented as an investment opportunity for more than eight years, in addition to evading the establishment of the Wasit Company, which was approved during the government of former Prime Minister Haider al-Abadi. Wasit Governor Muhammad Jamil Al-Mayahi reveals that “these wills are behind the decline in crude oil production in the governorate’s fields from 160,000 barrels per day to 60,000 barrels.”
Al-Mayahi said during the annual conference of the governorate, which was held under the slogan “Wasit stability and reconstruction” and attended by (Al-Mada), that “the Ministry of Oil is not cooperating with the governorate and the central government also did not cooperate with Wasit governorate and treat it fairly by obtaining its financial dues from the petrodollar sums, which amounted to more than 300 billion dinars. From the oil revenues extracted from the governorate, only a few sums were allocated to different periods.
On January 26, 2010, the Iraqi parliament voted on the petrodollar bill, according to which it approved the transfer of $1 for every barrel of crude oil produced in the province, for every barrel of refined crude oil in the province’s refineries, and for every 150 cubic meters of gas. The natural product was transferred to the budget of that governorate, and the decision was later amended to become two dollars for the oil-producing governorates and one dollar for the non-oil-producing governorates.
Wasit currently includes two oil production fields: Al-Ahdab field (29 km east of Kut), which was invested by the Chinese Waha Company and is scheduled to produce 140,000 barrels per day of crude oil, in addition to the Badra field (80 km east of Kut), which is expected to reach Its peak production reached 170,000 barrels in 2017.
The governor of Wasit calls on the Ministry of Oil to “put eight other oil fields discovered in the province within the next licensing round, in addition to exploring five other fields, so that the total of uninvested fields in Wasit alone will be 13 oil fields, in addition to two joint fields with Baghdad and Diyala.”
He explained that "the political will and wills of the Ministry of Oil are what prompted the reduction of crude oil production from the Wasit fields, while the fields in the other provinces remained operating at full capacity, and for this we lost large sums of petrodollars that were not spent even after the stage of reducing production."
He pointed out that "the government had previously filed cases in the competent courts to consider the grievances of the province and depriving it of its right guaranteed by the constitution and the law, but until now we are waiting for the results and we will not remain silent about the rights of the people of the province now and in the future."
He called on the new government, which is hoped to be formed soon, to “consider the grievance of Wasit Governorate and its fairness by obtaining its financial rights and other rights related to the oil sector, such as completing the Wasit Oil Refinery project, announced as an investment opportunity at a cost of three billion and 500 million dollars, in addition to completing the procedures of the Wasit Oil Company, which was approved It was established during the time of the Abadi government.”
The Energy Committee of the former Wasit Governorate Council announced on September 20 the approval of the Ministry of Oil to establish a Wasit oil refinery with a capacity of one hundred thousand barrels per day.
According to the governor of Wasit, "this refinery, if completed and operational, will provide about six thousand job opportunities for the people of the province in various engineering, technical, administrative and other disciplines."
Oil experts, after coordination with the local government in Wasit, suggested three sites to set up this refinery, but the choice fell on the place between Al-Muwaffia district and Al-Basroukiyah district, southwest of Kut, to be close to the Al-Ahdab oil field, which was supposed to produce 140,000 barrels of crude oil per day.
The governor of Wasit has a strong hatred for the Ministry of Oil and the central government for disregarding the issue of the establishment of the Wasit Oil Company, while the establishment of the Dhi Qar Oil and Maysan Oil Company was approved.
He said, "The failure to adopt the steps of establishing this company comes under pressure from political wills and desires that deliberately ignore the rights of Wasit Governorate, especially since former Prime Minister Haider Al-Abadi agreed to establish this company and approved the Council of Ministers during its regular session in Wasit Governorate on the twenty-eighth of February 2017 Transferring the headquarters of the Central Oil Company from the capital, Baghdad, to Wasit Governorate, instead of establishing a new company.
Pointing out that "the company's transfer procedures took place in a formal way, but it is funny, as a very limited number of its cadres were transferred to its headquarters in Wasit Governorate, which is a headquarters allocated by the local government located in the heart of the city, but the transfer procedures were not completed and all steps were canceled without prior warning. The governorate is notified of this, and the reason is that there is a pressing political will that does not accept the transfer of the company’s headquarters from Baghdad to Wasit, because the company is affiliated with the governorates of Anbar and Diyala, in addition to Baghdad and Wasit.”
He shows that “95 percent of the Central Oil Company’s oil is from Wasit Governorate, and the rest is from other governorates. It is unfair for the company to remain in Baghdad, and we in Wasit bear the many burdens, environmental pollution, damage to road networks, and so on, and we have benefited from this company only a little.” very".
It is reported that the Wasit government submitted on August 22, 2021 an official request to Prime Minister Mustafa Al-Kazemi to hold a cabinet session in the governorate and that the governorate administration had prepared (19) important files related to investment, service, urban and agricultural projects that it intends to put on the agenda of the proposed session, the most important of which is a project Kut airport designated for air freight and Wasit oil refinery project, in addition to approving the proposal of Wasit, the agricultural capital of Iraq, the project to establish the Wasit Oil Company, the creation of the Shihabi port, and the consideration of the Suwaira district and its dependencies from the areas affected by terrorist operations and the inclusion of those areas in the Fund for the Reconstruction of Affected Areas, in addition to the creation of Al-Mutanabbi University in the district Aziziyah and Police College in Numaniyah.
