Baghdad - Mawazine News
, President of the Republic, Barham Salih, affirmed that consolidating good governance begins with restoring the people's confidence in the political system, while noting that the dangerous phenomenon of corruption is an obstacle to good governance.
On the occasion of the centenary of the founding of the Iraqi state, Salih said that "Iraq has passed a hundred years (1921-2021), full of historical turns, its founding stages witnessed the beginnings of the free national movement, the foundations of economic development, administration, civil political movement, the development of health, education and culture systems, and equality among Iraqis of their diversity. And granting women a leading role in public life, made it at the forefront of the countries of the region and a center for intellectual and civilized creativity, enlightened by its historical legacy, where Mesopotamia is the most ancient civilization known to mankind.”
Saleh added, "The subsequent stages were not free of cracks and setbacks, tragedies afflicted its people, wars, persecution and sieges, all the way to the persecution of terrorism in our cities," noting that "Iraqis are arguing about the cause of the crisis, and the debate is divided over the successive regimes on governance, but history shows us serious deviations, The military's involvement in politics, coups, temporary constitutions, discriminatory practices, repression, extermination campaigns, Anfal, mass graves, the use of chemical weapons in Halabja, and draining the marshes.
He continued, "The biggest lesson learned from the centenary of the Iraqi state is the urgent need for good governance, despite the country's rich natural resources, unique human energies and geographical location in the heart of the region, not all of that brought lasting peace and a comfortable life for its citizens," stressing, "We are on the threshold of an important national entitlement by forming A new government must be able, we find it necessary to move towards a new political and social contract that guarantees civil peace, in order to consolidate good governance, based on an objective review of the mistakes and experiences of the past.
He pointed out that "the initiation of this contract is not a luxury requirement, but rather an inevitable necessity, with the participation of national public opinion with its political and social activities, historical and national responsibility, and the delicate current situation requires serious work to end the cycle of crises, in the end neither the Shiites, nor the Kurds, nor The Sunnis, and the rest of the components are not satisfied with the status quo, and acknowledge the impossibility of its continuation.
He explained, "The problem of the Kurdish relationship with Baghdad, which accompanied the early establishment of the state, still exists today, and there must be a serious dialogue in Baghdad that guarantees a real partnership through decisive solutions that serve all Iraqis from Basra to Baghdad to Najaf, Anbar, Mosul, and to Kurdistan in Erbil and Sulaymaniyah." .
He pointed out that "one of the biggest challenges of good governance is the structural defect in the system of governance after 2003, because it does not meet the requirements of the Iraqis, and there is no doubt about its need for real and radical reform. What was achieved after 2003 cannot be taken lightly, as six governments and five governments succeeded Parliaments in a peaceful manner,” stressing that “the consolidation of good governance begins with restoring the people’s confidence in the political system, and ending the encroachment on the state, weakening it, penetrating it and violating its sovereignty. For the elections and the start towards constitutional benefits by forming the new government.”
He went on to say, "It is really inspiring to see Iraqis, despite crises and attacks of terrorism and violence, accept elections as a means to resolve their problems, not war and fighting. Peaceful and guarantor of broad participation of Iraqis in renewing their options and achieving their aspirations for good governance.
He pointed out that "the Iraqis were able to liberate their cities from the defilement of ISIS and protect the region and the world from its crimes, with the solidarity and valor of the armed forces of the army, police, the popular crowd and the Peshmerga, with the support of the international coalition, our neighbors and friends, and the great role of the religious authority that mobilized the forces of the people in this fateful confrontation, and should not be neglected. With this victory,” he said, noting that “the dangerous phenomenon of corruption also represents an obstacle to good governance, as this dangerous scourge is closely linked to violence and terrorism, fueling divisions, threatening societal peace and affecting equal opportunities for Iraqis.”
He stressed that "the challenge of corruption requires a serious, decisive and resolute stand by joint official institutions and social and civil activities. It is a national battle that will not fix the country's situation without winning it, based on striking the sources of corruption and recovering what was looted and smuggled."

It is a national battle that will not fix the country's situation without winning it, based on striking the sources of corruption and recovering what was looted and smuggled."
And he continued, "The next stage should work on constitutional amendments to items that political practice has proven responsible for deep crises that stand in the way of the development of the political process, and there must be a legislative revolution, in a way that preserves the constants and keeps us in line with the developments of the times. The major transformations that the country witnessed remained captive." A legal system that has not kept pace with political and social developments, such as the Penal Code.
He pointed out that "we also have the challenge of achieving economic transformation. It is dangerous to continue our unsustainable rentier economy that depends on oil by more than 90%, as the growing indicators of the decline in demand for oil and the shift of the world to clean energy will withdraw from the decline in the financial revenues of our economy sooner or later."
And he stated, "With the acceleration of the global economic transformation towards renewable energies through climate agreements, early planning requires a comprehensive change in the foundations of our economy, and this is linked to confronting the most serious future threat to our country, represented by climate change and its economic effects and significant environmental damages throughout Iraq."
He explained, "High temperatures are becoming more common, droughts are more severe, dust storms are more frequent, and our agricultural lands are threatened due to salinization, and building dams on the sources and tributaries of the Tigris and Euphrates has reduced our water quotas, and therefore addressing climate change must be a national priority, and we have to revive Mesopotamia and the protection of its ecological diversity of palms, marshes, plains and mountains of Kurdistan, through strategic plans developed to combat climate change.
He continued, "One of the drawbacks to Iraq's contemporary history is that it did not benefit from its geographical location in the heart of the region. Its internal crises withdrew towards aggravating the region with wars and absurd conflicts with neighbors, and led to the collapse of the regional system to be replaced by polarization and divisions that did not bring the desired peace. winner in it."
He stressed by saying: "We must strengthen the foreign policy based on avoiding the politics of axes and conflicts, and building balanced relations with everyone. In Iraq, balances are settled, and in Baghdad, cultures meet, where the capital of civilization and the center of diversity and tolerance.”
He pointed out that "the Iraq of the state in its centenary faces serious challenges, transgressing the state based on the constitution and violating its sovereignty is the source of the problems of Iraq, and indeed the region. A strong, stable Iraq with full sovereignty, living in security and peace with its people and neighbors, is what it should be based on the experience of a hundred In general, a strong state that sponsors, not oppresses, serves the people and is able to enforce the law, respect human rights and consolidate the principle of citizenship is what befits its present and future.
He concluded by saying: "A salute to all the martyrs of Iraq, for freedom, democracy, dignity and defense of the homeland." Ended 29 / p. 87
