The spectacle of dust and swamps dissipated, the noise of the machines began to erase this from the memory of the people who demanded many times in peaceful demonstrations to improve the reality of services in the judiciary, which was and still dreamed of becoming an independent governorate because it is far from Kut, the center of Wasit governorate on the one hand and on the other hand that this dream It was founded by a proposal during the time of the previous regime that Al-Suwaira and some of its neighboring vassals from Wasit, Baghdad and Babylon be a province called “Al-Rasheed”.
Al-Suwaira district, the city of the leader Abd al-Karim Qasim, is located on the right side of the Tigris River, 135 km northwest of Kut and 55 km south of the capital, Baghdad. And palms, and the Essaouira orange is the most famous among its orchards production, in addition to the fish and poultry projects that contribute to meeting the needs of the governorate and some neighboring governorates of fish, eggs and chickens, with the presence of some honey apiaries in the district and local agricultural and industrial projects belonging to the private sector.
The first deputy governor of Wasit, Eng. Adel Hamza Ghareeb Al-Zarkani, who is in charge of following up the file of services in the judiciary, says, “Al-Suwaira district is classified as the largest district in Wasit Governorate and the most in need of services, and it is witnessing a great horizontal expansion. The level was not met, and the actual need was not met due to the lack of funds and the failure to put in place the correct mechanisms for implementation.”
He added, "I was assigned directly by the governor to take over the file of reconstruction and services in the Essaouira district, especially in the period that witnessed objections to its management, and this was accompanied by great support from the governorate administration after developing a practical plan to advance the service reality and secure appropriate financial allocations."
Al-Zarkani explains that “the people’s demands and pleas regarding improving services took their way correctly after pressure from the governor and the governorate administration and from us on the Ministry of Construction and Housing and Public Municipalities to allocate the necessary funds to implement service projects in the judiciary, and actually an amount of 67 billion Iraqi dinars was allocated within the ministry’s investment plan The project is currently under assignment, and we have confirmed that this large and important project will be transferred to a specialized company capable of implementing it, and we do not allow otherwise.”
Al-Zarkani pointed out that “the new project includes the implementation of water, sewage, communications, electricity and integrated municipal works in the city center that include the first, second and third Al-Hurriya and Al-Ghadeer neighborhoods, Al-Uwainah, Al-Askari neighborhood, Al-Sabis, Al-Rabie, Al-Zahraa and Al-Hussein neighborhoods, in addition to the public street, Essaouira Hilla, back and forth, Al-Karaj Street and the opposite street from Street Al-Hilla and the street linking Beit Hekmat Street, the Military Quarter, Al-Hilla Commercial Street, and the mosques, Najma and Obour streets.”

He explained that "the implementation of this project coincides with other works in the water sector that are currently being implemented in rural areas, and the most important of these projects are the project of Abdullah and Al-Saratah village, a project to lay pipes to the village of Al-Adala and the village of Al-Ma'ad, and a pipeline project, in addition to maintenance works for the old project and the Al-Zahra neighborhood project in the district center." .
He explained that "the cost of the Essaouira Central Water Project, 600 m3/h, amounts to two billion and 800 million dinars, and the work in it includes the implementation of a water complex with conveyor lines and an internal network for the neighborhoods of Al-Saray and Al-Hussainiya, in addition to some other technical paragraphs related to the project."
