Biography and composition:
Hoshyar Mahmoud Muhammad Zebari.. He was born in the city of Aqrah in Dohuk Governorate in 1953. He is the brother of Masoud Barzani's mother..
He received a Bachelor's degree in Political Science from the University of Jordan in 1976. He received a Master's degree in Sociology from the British University of Essex in 1979.
His political activity:
- Member of the Central Committee of the Kurdistan Democratic Party in 1979.
- Representative of the Kurdistan Democratic Party in Europe from 1979 to 1981.
- Head of the International Relations Office in the Kurdistan Democratic Party from 1988 to 2003.
Contributed to the opposition against Saddam's regime.
His activity after 2003:
Since September 3, 2003, Hoshyar Zebari was appointed Minister of Foreign Affairs by the Interim Governing Council as the first foreign minister of the Republic of Iraq after the change.. He continued in this position until the end of the second term of Nuri al-Maliki in late 2014.
He held the position of Minister of Finance in the government of Haider Al-Abadi at the end of 2014.
The Ministry of Foreign Affairs.. An Iraqi Ministry by name:
The Kurdish influences, especially the network of Masoud Barzani, headed by Hoshyar Zebari personally in the Ministry of Foreign Affairs, were strong. Or the qualifications... that he has, or even the educational certificates he obtained... for example, but not limited to:

- Minister Zebari has more than 100 advisors and dozens of office managers.
- Nour Ahmed Al-Jaf was appointed director of a department at the Iraqi embassy in the Senegalese capital / Dakar.. He worked as a driver in Paris for more than twenty years.. Before that, his work in Iraq was a ticket salesman at the Physiotherapy Hospital.
Double salaries for the Kurdish employees of the Zebari group in the Ministry of Foreign Affairs.. and in other institutions and ministries.. There are employees among them who receive two salaries.. because they have two positions at the same time.. For example:
Abdul Karim Hashem Mustafa was appointed as Undersecretary of the Ministry for Administrative and Financial Affairs, who receives the salary of this position in Iraqi dinars.. He receives the salary of Iraq's ambassador in Moscow in dollars after leaving for more than a year and increases his position.. It is said that the doctorate this man holds is forged.
- Sherwan Mohsen Deza E receives two salaries at once.. the first is in dollars.. because he is in the position of a consultant and the owner of the Iraqi representation at the United Nations office in Geneva.. and the other salary is in Iraqi dinars because he is in the position of a consultant.. and his position and job rank are equivalent to an undersecretary.. so he receives the salary other as such.
- It is said that Samir Shirwan Deza E has placed the rank of lieutenant colonel at once.. He does not hold an intermediate school certificate.. Chief of the Minister's Consortium Protection.. He receives his salary for this work in Iraqi dinars.. He also receives a salary in dollars because he was appointed as second secretary at the Iraqi embassy. In Amman.
The Ministry failed in its duties:
- The Ministry of Foreign Affairs is accused of negligence in not being able to secure a link between it and the active Iraqi civil society organizations abroad... especially in Western Europe... and linking them to a communication channel through Iraqi representations and embassies abroad.
- It also did not seek to activate the role of the attachés in those embassies to achieve the aspirations of the Iraqi residing abroad in terms of communication with his country... and his country's communication with him on the other hand... and to contribute to raising the frameworks of cooperation and building bridges between the Iraqi immigrant and his attachment to the issues of his country even when he is far away. For him..or in the context of obtaining one of his civil rights that may be available with greater opportunities for the Iraqi inside Iraq.
- Nor did it work to create or even support effective and influential groups with their influence in different countries of the world... in which Iraqis constitute a large proportion of the indigenous population or other communities... In Sweden, for example, Iraqis are the first among the diversity The huge number of communities in this country.
A: There are countries that the Iraqi Foreign Ministry did not succeed in convincing their officials to open an Iraqi diplomatic representation... even at the level of an interests section on their lands... despite the presence of these embassies in the bygone era... and there are a large number of Iraqis residing on their lands, such as Libya... while there is this Representation in Tunisia, for example, where the number of Iraqis does not exceed 300, at the highest estimate, and there are no areas for economic or other cooperation by 20% between it and Iraq.
- The officials in the Ministry of Foreign Affairs did not care about the suffering of the Iraqi by reaching an understanding with the rest of the countries regarding his entry to many countries without obtaining an entry visa, obligating him to it, or paying sums to obtain it.. or as soon as possible.. if it is not possible to agree on lifting the visa regime for him for reasons that may be Difficult to get around by the Iraqi Foreign Ministry.
- The Iraqi ambassador is focused on understanding with foreign companies.. The number of what has been negotiated with them to find investment contracts for them in the Kurdistan region.. and in the field of oil, especially more than 100 companies in his work.. as if he is the ambassador of the region and not an ambassador for Iraq.
- The culture of espionage among employees of the Ministry of Foreign Affairs, whether diplomats or administrators, especially in embassies.. It has become a well-known phenomenon for all employees.. The most dangerous practice is the complete dependence of ambassadors on local employees in embassies. They review the foreign ministries of the countries to which they are accredited the Iraqi embassies.. and they are the ambassadors' eyes on the employees.
Accusations of the Ministry of Foreign Affairs of draining Iraqi finances... due to the exorbitant privileges of diplomats... while Iraqi diplomacy did not achieve clear breakthroughs in the fabric of the Arab estrangement of the Iraqi experience during the Zebari era... Indeed, some Iraqi diplomats are prejudiced against the new era in Iraq... and some of them They encourage investment in Erbil, not in Baghdad.
- The Ministry of Foreign Affairs is “family fiefdoms” where the father, son, daughter, husband and brothers work.. Some employees do not know any foreign language.. They are sent to a foreign country, contrary to the laws.. There are diplomats whose sons work as local employees in Iraqi embassies in European countries.
- As for the embassies, which some call “billers”, they have failed to secure a link between them and the Iraqi competencies abroad.. In addition, their many and proliferating employees are preoccupied with idleness that only improves playing cards on the surface of computers.. and they may imitate one of them because he loves playing cards. And gambling..and they do not understand how to market the new Iraq..what made the Iraqi desire hell instead of requesting a visa from the embassy of another country..as for the paperwork related to nationality and documents, it is a kind of practice against torture.
- Zebari denies the issue of Kurdifying or monopolizing his ministry. He says: There are only seven Kurdish ambassadors in the Iraqi diplomatic missions.
- He ignores the domination of his Kurdish relatives over his ministry offices..some of them receive two salaries..in addition to employing any Kurdish person without checking competence or qualifications..promotions are made through mutations without taking into account years of service and specialization.
As for the Inspector General of the Ministry, he visited only a few diplomatic missions out of the 82 missions.
First: Zebari's corruption charges in the Ministry of Foreign Affairs:
Financial corruption and contracts arranged by embassies..commissions for companies of influential foreign employees..it is systematic..it includes everything..any amount spent by the ministry or ambassadors..for any of the exchange doors..theft rate is not less than 50%.
- As for the major thefts, they do not affect the ministry’s budget only.. They extend to Iraq’s money in the “oil for food” program, which the Ministry of Foreign Affairs was supervising its liquidation.
- In addition to the commissions on the contracts of the various ministries that the embassies participate in arranging...to the imports of the consular departments...and the commissions imposed by the influential in the ministry through their companies responsible for bringing Iranian visitors and others.
Bribes to the Minister's Office:
The culture of bribery.. is the prevailing culture in the Iraqi Foreign Ministry.. at the highest levels.. It has become a daily practice experienced by the foreign ministry.. Transfer.. or dispatch.. or nomination to a course outside Iraq without presenting an appropriate gift.. As for the element The women.. they are blackmailed in an immoral way.. even the ambassadors started giving bribes under the pretext that they are a gift to His Excellency the Minister and his office.. and they are large sums, amounting to thousands of dollars.
Zebari appointed his wife and sisters in diplomatic missions:
Minister Hoshyar Zebari appoints his wife and 11 members of her family, including four of her sisters, to diplomatic missions
- He appointed “Hana Abdul-Sattar Al-Dulaimi” immediately after graduating from the Foreign Ministry course.. and after her marriage to Foreign Minister Hoshyar Zebari.. and before completing two years of service in the ministry according to the law.. He appointed her as Minister Plenipotentiary in one of our embassies in Europe.. Calculating the duration of a fictitious political dismissal for her, even though her father is wanted in the list of 200 in Bremer’s time.”
- Then the minister appointed her four sisters to the Ministry of Foreign Affairs... and they were sent to our embassies in Europe in the same way.
- Then the minister appointed her three brothers to the Ministry of Foreign Affairs... and sent them on the same way.
- Then the minister appointed her four sisters' husbands to the Ministry of Foreign Affairs... and sent them to our embassies in Europe in the same way above.
Second: Zebari's corruption charges in the Ministry of Finance:
On April 24, 2016, Representative Haitham al-Jubouri questioned Finance Minister Hoshyar Zebari in the House of Representatives about (14) corruption files, most notably:
1- The Minister of Finance rented a private plane for the amount of (90) thousand dollars .. despite the prohibition of the financial budget for renting planes to all parties .. except for the three presidencies.
2- Disbursing travel and delegation sums to Bahrain... and renting planes... although the invitation was addressed to the current Foreign Minister Ibrahim al-Jaafari... not to the Minister of Finance, Hoshyar Zebari... But Zebari took over the invitation... and spent all these funds illegally.
3- Withdrawing a trillion dollars from the treasury of Iraq..and handing it over to the region its share of the 2016 budget..in violation of the laws..the Parliament approved in the 2016 budget the region’s share of 17%, provided that Kurdistan adheres to the oil agreement..but the region did not hand over the federal government not even a barrel one oil.
4- Renting a number of houses near the Ministry’s headquarters for large sums of up to one hundred and eighty-eight million Iraqi dinars per house.
5- Renovation of Masoud Barzani's house in the Green Zone in Baghdad, with an amount of more than 200 million Iraqi dinars from the budget of the Ministry of Finance, which is a legal and financial violation.
4- Payment of monthly hospitality wages.. Minister Zebari rented a house at a value of one hundred and eighty-eight million dinars annually.. and a house for his first secretary.. and another for the person responsible for his protection without previous approvals for this rent through the General Secretariat of the Council of Ministers.. and the absence of a committee or an audit on determining the price .
7- Zebari spent on a tourist trip a total of 90 million Iraqi dinars from the general budget.
8. Zebari appointed 450 bodyguards.. This number, according to the law, is a very large number and contravenes the laws and instructions.
9. Zebari... and outside the law, spent exorbitant amounts of money on projects that were not implemented in the required manner.
10- Renting a number of houses near the Ministry of Finance building. Some of them rent up to 188 million dinars annually.
11- He spent about two billion dinars (ie, one million and 800 dollars) travel cards for his protection elements who live in Erbil.
12- He spent about 900 million dinars and 800 thousand dollars... to restore his house in the fortified Green Zone.
13- He spent a huge amount of renting a house for his personal secretary, as well as large loans outside the legal contexts of a number of merchants.
14- Representative Haitham al-Jubouri also accused the Minister of Finance, Hoshyar Zebari, of corruption and transgression of public money... and his disclosure of sums of money in which the minister exceeded the actual allocation to him, the most important of which are:
A housing:
Allocations as rent allowance for the minister’s housing and protection is (3) million dinars per month.. However, the minister spent the following amounts for housing:
- An amount of (188) million dinars as rent allowance for the house belonging to the Minister.
The rental contract of housing for the protection of the Minister (49.5) forty-nine and a half million per month.
Rent contract for the residence of the first secretary of the minister (1500) dollars per month.
The rental contract for the housing of the lieutenant-colonel (Muwafaq) responsible for the protection of the minister (1300) dollars per month.
B - Petty cash:
The petty cash of the Minister’s office amounted to (25) million dinars.
Hospitality items in the green zone (50 million dinars).
The cost of the minister’s travel by private plane to Jordan amounted to (90) thousand dollars.
C protections:
The Prime Minister specified the number of protections for each minister. b) Persons.
The number of the Minister of Finance’s protection (527) with full salaries and allowances.
- Disbursing (100) million dinars as fuel expenses for the protection of the minister.
Weekly, a section of the protection department travels by plane to Erbil.. The fees for their transportation and disbursements during travel are also paid from the ministry’s budget.
- The Minister expelled the Ministry’s employees from the caravans designated to perform their work in them.. These caravans were used to house his protection personnel.
Disbursing an amount of (500) thousand dinars per month for the maintenance of the Minister’s swimming pool.
Zebari receiving a bribe from the Kuwaiti government:
On November 10, 2011, statements by a number of MPs and officials overtook the surface of the political quagmire about the issue of their Foreign Minister Hoshyar Zebari receiving a bribe from the Kuwaiti government in exchange for his cooperation with them. Nor on the Iraqi economy, as he described it.. Some deputies and officials accused him of saying this because he received a financial bribe in the amount of 100,000 US dollars with expensive gifts from the Kuwaiti Prime Minister.. In turn, Al-Zibari denied the charges against him in a press conference he held. At the Ministry's headquarters.. and that he will sue those officials for their statements that he took the bribe.
However, Representative Alia Nassif confirmed that “Zebari received bribes from Kuwait in the file of implementing international resolutions in which our foreign minister gave the country’s wealth, whether in oil or land.” She held Minister Zebari responsible for Iraq’s loss of lands and natural and water resources during his tenure in the ministry. Also, Minister Hoshyar Zebari did not sue the deputies who accused him of this bribery.
Transfer of state real estate abroad to persons:
On December 25, 2017, a member of the Parliamentary Integrity Committee, Alia Nassif, revealed that “there are indications and documents indicating the corruption of Hoshyar Zebari... when he assumed the position of Minister of Foreign Affairs in the previous government... regarding the file related to state real estate outside Iraq registered in the name of the Ministry of Foreign Affairs. Foreign Ministry .. which was legally circumvented in transferring its ownership to other names during Zebari’s assumption of the ministry.”
Forged certificates:
The Integrity Commission discovered that 175 employees and diplomats in the Ministry of Foreign Affairs during the Zebari era hold forged academic and academic certificates.
The dismissal of Hoshyar Zebari:
