For his part, the security expert, Dr. Ahmed Al-Sharifi, said in an interview with “Al-Sabah”: “We have always emphasized the fact that the issue of (quotas) in the security and military institutions is very dangerous, especially with regard to the issue of loyalty to the homeland and the institution and belief in the honor of the military, which may be affected by partisan quotas. Because when the parties bring a person, this means that his loyalty will be to the party and not to the institution that is supposed to come through its channels and academic institutions, and that he gradually ranks in this institution until he reaches advanced positions, so that he has acquired the capacity and ability to manage leadership positions, as well as treat him professionally. and professionalism and that he is included and abides by the regulations and laws of this institution.”
Al-Sharifi pointed out, “We are talking about very dangerous institutions, institutions that guarantee the processes of peaceful transfer of power, and this is a very important equation and is based in democratic systems, with the necessity of the peaceful transfer of power in the transitional phase in which the role of the government rises and another role begins for a new government. The guarantor is sobriety and performance and the professionalism of the security and military institutions, which keep the state and its institutions in their peaceful framework, until a new government is formed,” he concluded, calling for “the removal of quotas and partisan choices from the military and security institutions because they affect loyalty and the honor of belonging.”
