 Baghdad: Huda Al-Azzawi

Experts have warned that the military and security institutions have suffered from a professional imbalance in the file of officers’ inclusion and assuming leadership positions responsible for the lives of thousands of affiliates and millions of citizens. The abhorrent of the two institutions, after he sabotaged the institutions and joints of the entire state.
Adviser to the European Center for Counter-Terrorism Studies, retired Major General Dr. Imad Alo, said in an interview with “Al-Sabah”: “The phenomenon of slack in military ranks and party and component loyalties led to the rise of officers to important leadership positions without considerations of job description and considerations of the officer preparation and development system. And this dilemma was previously raised by former defense ministers.”
And he indicated that “there are many mechanisms that must be taken and implemented, including, but not limited to (checking the annual evaluation reports for officers, as well as activating the role of the Army’s Chief of Staff in meticulously following up the work of the officers’ preparation and development system, in addition to keeping the army away from playing roles that are supposed to It is one of the duties of the police and other security services), and finally a review of what was stated in the Iraqi constitution regarding the role of the House of Representatives in approving the appointment and selection of commanders of military divisions and their level.
For his part, the security expert, Dr. Ahmed Al-Sharifi, said in an interview with “Al-Sabah”: “We have always emphasized the fact that the issue of (quotas) in the security and military institutions is very dangerous, especially with regard to the issue of loyalty to the homeland and the institution and belief in the honor of the military, which may be affected by partisan quotas. Because when the parties bring a person, this means that his loyalty will be to the party and not to the institution that is supposed to come through its channels and academic institutions, and that he gradually ranks in this institution until he reaches advanced positions, so that he has acquired the capacity and ability to manage leadership positions, as well as treat him professionally. and professionalism and that he is included and abides by the regulations and laws of this institution.”
Al-Sharifi pointed out, “We are talking about very dangerous institutions, institutions that guarantee the processes of peaceful transfer of power, and this is a very important equation and is based in democratic systems, with the necessity of the peaceful transfer of power in the transitional phase in which the role of the government rises and another role begins for a new government. The guarantor is sobriety and performance and the professionalism of the security and military institutions, which keep the state and its institutions in their peaceful framework, until a new government is formed,” he concluded, calling for “the removal of quotas and partisan choices from the military and security institutions because they affect loyalty and the honor of belonging.”
