    The Imam Shirazi Center for Studies and Research in Holy Karbala held a panel discussion in the weekly Al-Naba Forum on (Provincial Councils in Iraq between Cancellation and Activation). A number of writers and researchers with different orientations participated in the forum.
    The researcher at the center, Muhammad Alaa Al-Safi, said in his discussion paper that Iraqi law stipulates that local council elections be held every 4 years, which in turn elect local governments from the governors and their representatives.
    He added, that the experience of local councils in Iraq faced great challenges due to the major political conflicts between the ruling parties, over economic resources and contracting contracts for various projects, because the political system in general adopted the abhorrent approach of quotas, which emptied the democratic system of its content and made it mere formal laws with no practical value. On the ground, instead of promoting popular participation in development, reconstruction and political empowerment, we often found resentment and great popular rejection towards these councils because of their obstruction of most development and reconstruction projects and the loss of their oversight side over the executive authority and all state departments.
    He explained, it seems that the future of the Iraqi provincial councils has become unknown, and their issue has not been finally resolved even after new and early parliamentary elections were held on the tenth of last October, and thus the Iraqi parliament and political blocs became in a critical position, especially after the decision of the Federal Supreme Court (which is The largest Iraqi judicial authority) of the unconstitutionality of the continuation of the work of the provincial councils.
    The independent writer and politician Jawad Al-Attar said that the political system in Iraq after 2003 focused on the shift from totalitarian centralization towards administrative decentralization in writing the 2005 constitution to get rid of the concentration of power in one party or one individual and get rid of the dictatorial legacy, in symbolism of a new theory of Iraq’s diverse governance Unfortunately, the infrastructure of this decentralized system and its practical application in Iraq were not taken into consideration, and here we mean democratic transformation and societal awareness. The focus and attention on democratic tools is far from the democratic content and culture that achieves the success of administrative decentralization.
    He added, that in all countries of the world and even in Iraq previously, infrastructure was being established for any housing project and then plots of land were distributed, but what is happening today is the distribution of residential land without infrastructure, which gave birth to the problem of slums, which applies to the provincial councils that have turned Actually, to slums with their work and powers, and these councils were emptied of their content when greedy personalities and parties competed for them without developing their abilities or limiting them to the hand of competencies, so these councils were a failure because the content is empty and unproductive.
    For his part, the cleric, Sheikh Mortada Maash, said that the real problem of the provincial councils in Iraq is their transformation by corrupt parties into partisan fiefdoms, and they departed from their actual legislative oversight role, and what we saw from previous experience was that they interfered with and shared the executive authority, and this is a very big defect.
    He added, that with the abolition of the provincial councils, the authority will be in the hands of the governor only, without oversight and follow-up of projects and activation of oversight tools, and that the judiciary is free and effective and responds to this popular oversight.
