Shafaq News/ The Iraqi ambassador to Qatar, Omar Al-Barzanji, a candidate for the presidency of the Iraqi Republic, addressed the reasons for his candidacy for the position, noting that the two Kurdish parties' adherence to their candidates may take the political process to a stalemate, while confirming that he was not nominated to compete with two main parties in the Kurdistan Region.
Al-Barzanji told Shafaq News Agency, "So far, only one entitlement has been achieved, which is the selection of Parliament Speaker Muhammad al-Halbousi, and the second step is to open the door for candidacy for the presidency, so that he, in turn, assigns a figure from the Shiite component to form the government."
He added, "Mostly, the two main parties in Kurdistan are at the forefront of all Kurdish parties in choosing a Kurdish figure to take over the position of President of the Republic, as each of them chooses its candidate, and other parties may nominate a personality for it."
Al-Barzanji explained, "In recent years, it was agreed that the president of the republic would be from the Patriotic Union of Kurdistan, when the late President Jalal Talabani, then Fuad Masum, and finally Barham Salih, who is also a candidate for the Patriotic Union, and another candidate by the Kurdistan Democratic Party, Hoshyar Zebari. ".
And he added: "By a decision of the court, the candidate Zebari changed to the Minister of Interior in Kurdistan, Reber Ahmed, and he was nominated when the nomination window was opened for the second time, which sparked controversy as to whether opening the nomination door for the second time was legal or not. /3 for the matter to be decided upon.
Al-Barzanji added, “I was also nominated for the second time, and I hope the two main Kurdish parties agree, so that a candidate from one of the two parties will be chosen, but with their agreement, and this is better for Iraq to get out of the differences, so my candidacy is not out of concern for taking over the position. By agreement, because the unity of the word is important and the unity of the word for the Kurdish component is the unity of Iraq, and all of Iraq is waiting for an agreement between the Kurdish component to avoid division.
He pointed out that "the last session did not take place due to the non-attendance of two-thirds of the members of the House of Representatives," adding, "I nominated myself from this standpoint as a precautionary case, if the two Kurdish parties did not agree on one personality, and then each party stuck to a candidate for it, which may lead us to blockage. In this case, opening another path may be the solution.”
leveling filter
And he indicated that "the solution is to resort to a settlement in the event that the two parties agree on a third person who does not belong to either party, because this obstruction is not in the interest of Iraq or even in their interest, and the political process cannot stop."
Al-Barzanji noted, "I would also like to run in the same way that Reber Ahmed was nominated, the Kurdistan Democratic Party candidate, meaning if the Federal Court approves the legality of opening the door for candidacy, then Reber Ahmed's candidacy will be a valid candidacy as well as mine, and in the event that the candidacy is illegal, our names will be removed from the list. The candidacy list, and with our wishes for all the best for our Iraq, the decision of the Federal Court is now the final decision.
And he continued: "If the court is not able to reach a conclusion, and the matter comes to competition, and a quorum is completed for the parliament session, at that time the session is considered valid, and if the two parties compete with 220 deputies, one of them will win, and it is difficult for one of them to obtain two-thirds of the number of votes, but The second time, when he is between the first and the second, without the need for two-thirds, but by a majority and the one who obtains the most votes, at that time one of them will be president of the republic.
Al-Barzanji pointed out, “In the two mentioned cases, I do not want to continue to the end, and if I know that we have reached an agreement or competition, in both cases I will withdraw my candidacy, and I will remain in only one case if they reach a decision to choose a compromise candidate, and if I was chosen by the two parties, that time The majority will vote for the settlement candidate. In this case, I will stay and be satisfied with Iraq and the Kurdish component that I represent."
His project and his motives
The Iraqi ambassador to Qatar said, "He will come up with a project to reconcile the rich and the poor," noting that his candidacy for the position came because "he has the ability to perform the tasks of the President of the Republic, and he knows that he is acceptable in all of Iraq and with all Iraqi components."
Al-Barzanji is currently Iraq's ambassador to Qatar, and he was previously ambassador to Lebanon, Romania and the Vatican, and undersecretary of the Iraqi Ministry of Foreign Affairs.
On the possibility of restoring the powers of the Presidency of the Republic, which were stolen since the fall of the previous regime, Al-Barzanji said: "I will work to use all the powers available to the President of the Republic, indicating that they are of two types, the first is the "stated powers", and the second is "silent powers", that is, they are not mentioned or not. They are prohibited as initiatives that benefit society, because it is not possible for all the powers to be stipulated, but this does not mean that the president acts with powers that are not within his powers.”
Al-Barzanji concluded his speech by saying that “the work of the President of the Republic and any other official is not a random act, but rather within a framework, a constitution and laws, and he also has advisors in all specialties, so he does not act unless he makes sure that this behavior is in accordance with the constitution and laws, and is not outside it, and therefore the President of The Republic knows exactly what its powers are, and accordingly the vision will be.”
