The Presidency of Parliament is awaiting the names of the candidates to nominate the permanent committees

Baghdad/ Firas Adnan
Parliament is waiting for the political forces to raise the names of their candidates to decide the formation of permanent committees for the electoral cycle, in conjunction with some fears of continuing the quota approach despite the existence of a decision to adopt the standard of specialization and professionalism in selecting members of these committees.
During previous electoral cycles, major powers acquired influential committees, the most important of which are security and defense, finance, integrity, legal, and oil and gas.
Representative Alaa Al-Haidari said, "The issue of distributing committees to deputies was supposed to be discussed in the session that witnessed the opening of the nomination for the position of President of the Republic two days ago."
Al-Haidari added, “Parliament decided to postpone this paragraph for the coming days; due to the failure to reach a comprehensive agreement on it.
And he pointed out, "Some political blocs have not yet submitted the names of their candidates to fill the membership of these committees, and certainly this indicates a defect that should be avoided and the parliament's performance of its legislative and oversight tasks should be accelerated at a time when Iraqis are looking forward to a new stage of work within state institutions, foremost of which is Parliament." as representing the will of the Iraqi people.
Al-Haidari called on “the Presidency of the House of Representatives to put pressure on the blocs in order to expedite the nomination of the committees.” He also called on everyone to “be the distribution of committees on scientific and studied bases that take into account the issues of specialization, professionalism and efficiency.”
He expressed his aspiration, that "independents and new forces will have effective representation in parliamentary committees, and not only be granted to big powers."
Al-Haidari added, "Some of the political forces are still working away from professional standards and want to include the committees in the category of quotas that should be eliminated and change all mechanisms for distributing tasks by adopting the correct methods that serve the public interest." For his part, Representative Hassan Karim stated that "the House of Representatives ended earlier voting on the tasks of the committees, whether they remained the same or were split or merged."
And he continued, "This procedure falls within the legal and constitutional competencies of the House of Representatives, according to what it deems appropriate in the public interest."
He pointed out, "These efforts come in conjunction with efforts to amend the internal system of the House of Representatives, and many proposals have been put forward, and this is evidence of the presence of a real will of the current parliament to activate the tasks, whether legislative or oversight."
Karim stressed, "Parliament, in general, has gone a long way in the matter of distributing committees, which we hope will be according to correct foundations, and we stress on the issue that there is a balance between one committee and another in order to ensure the coherent work of these committees in general."
In addition, Representative Nermin Maarouf stated, "The internal system gives every political bloc the right to present its vision regarding the distribution of committees."
Maarouf continued, "The parliament currently has 25 committees in the current electoral cycle that were voted on in a previous session, and work is currently underway to distribute their members."
She stressed, "The trend that is currently being proposed is to take into account the competence and professionalism in assigning representatives to these committees, as well as expertise, especially the main ones concerned with sensitive files."
And Maarouf concluded, “The fears of naming committee chairs on the basis of political quotas exist for everyone, and we hope that it will not be so, but that professional aspects and other considerations that are consistent with the public interest are taken into account.” According to the decision of the House of Representatives, the standing committees for the current session are, legal, financial, security, defense and integrity, oil and natural resources, foreign relations, services and construction, electricity and energy, economy, industry and trade, investment and development, strategic planning and federal service, health and environment, and regions and governorates. Not organized by region, transportation and communications, culture, tourism, antiquities, media, education, higher education, migration and displaced persons, community reconciliation, martyrs, victims and prisoners, human rights, endowments and clans, women, family and childhood.
