, Prime Minister Mustafa Al-Kazemi chaired, on Tuesday, the tenth regular session of the Council of Ministers.
At the beginning of the session, the Prime Minister was briefed on a comprehensive presentation of the latest developments in the follow-up to the economic crisis and the measures taken by the government to remedy the effects of the global economic crisis and the global transport crisis related to high fuel prices, and to mitigate its impact on prices, citizens and the Iraqi local market.
The Council discussed the distribution of the cost of living grant and the groups covered by it, and approved its distribution in a way that ensures justice and inclusion of the neediest groups.
The Council listened to a presentation on the latest health precautionary measures in follow-up, and to ensure the implementation of health measures to enhance national protection against the Corona epidemic. The applications taken in this regard, the progress of the process of distributing vaccines and their availability in official outlets, and following up on digital data regarding the spread of the pandemic and the level of equipment and preparations in the country were reviewed. Our health institutions are facing it.
The Council of Ministers hosted the advanced cadre of the Ministry of Electricity, where a number of paragraphs related to the ministry’s preparations for the upcoming summer season, and its plans in the field of production and maintenance, were discussed
. Facing the challenge of increasing production.
He directed the concerned departments in the Ministry to mobilize and mobilize around the clock in the implementation of maintenance; To ensure that the citizen is provided with more hours of the national electricity service during the upcoming summer months and to alleviate suffering in this field.
The council reviewed the topics on its agenda and the issues presented and took the necessary decisions in this regard, as follows:
First, the council agreed to: 1
- obliging all lagging government institutions to provide the Ministry of Planning with the data required to complete the unified job number according to the planned schedule.
2- Salaries are disbursed to the number of employees installed in the Ministry of Planning in the job number database as of July 1, 2022, and those who fail will be held accountable.
Second / Approval of the amendment of Cabinet Resolution (352 of 2021) as follows:
1- Approval of the implementation of the automation project for the Municipality of Baghdad (Upgrading Program - Comprehensive Transformation of the Municipality of Baghdad), as an exception to the Council of Ministers Resolution (245 of 2019), and based on the Public Companies Law (22 of 1997).
Third / Approval of the Ministry of Electricity's contract with Iran's Tavanir Company, according to the following:
1- The term of the contract is five years and at a reduced price based on amending the first limit of the equation to be (3.4) instead of (4.6) cents / kWh.
2- The commitment of the Iranian side to supply a total electric capacity of (1000) megawatts as a minimum on all lines during the peak load months, provided that the commitment of the contracting parties to this contract is reviewed annually and exempted from delay penalties as they were not included in the original contract and considering that the contract between two governments.
The limits of the price of a barrel of oil in the formula for calculating the cost of purchasing an energy unit are between $55 a barrel as a minimum and up to $90 a barrel as a maximum.
Fourth / Approval of the amendment of Cabinet Resolution No. (72 of 2022) according to the following:
Paragraph (1) of the decision is as follows
- Providing a government grant (100,000) dinars, only one hundred thousand dinars once in the name of (cost of living grant) presented to the categories The following:
Retirees who receive a salary of no more than 500,000 dinars per month for each file.
Employees who receive a monthly income of no more than 500,000 dinars.
Families that receive a social welfare salary (per family).
Those who receive a full-time employee’s salary (for people with disabilities and special needs).
For families covered by the grant provided by the decision of the Supreme Committee for Health and Safety for the year 2019.
Paragraph (2) is as follows:
• Zeroing the customs duty on the necessary goods, including foodstuffs, building materials and consumables (three months), and reconsidering the decision after examining the crisis.
Paragraph (3) is as follows:
• Cancellation of all decisions issued regarding product protection related to banning the import of foodstuffs, consumables and medicines and allowing the import of the aforementioned materials (three months) and reconsidering their ban or permission to import them after examining the developments of the crisis.
Paragraph (8) is as follows:
• Finance Ministry of Finance amounts set out in paragraph (1 and 4 of Resolution No. (72 of 2022), and 3 of Resolution (70 of 2022) by 1/12 according to Cabinet Resolution 15 of 2022. finished 29/h
