[size=45]Parliament is seeking to enact an exceptional law that addresses budget delays, and includes articles facing the financial crisis and providing food security in addition to new projects.[/size]
[size=45]The current government did not succeed in presenting the budget law before it switched to carrying out daily tasks by holding early elections, which made the chances of its approval during the current year very weak.[/size]
[size=45]According to a statement issued by the House of Representatives, received by Al-Mada, "Parliament has completed the first reading of the draft law on emergency support for food security and development, which has been transferred from the government."[/size]
[size=45]The statement added, "The law aims to achieve food security, reduce poverty, achieve financial stability in light of emergency global developments, continue to provide services to citizens, raise the standard of living, create job opportunities, maximize Iraqis' benefit from state resources, resume work on stalled and lagging projects, and proceed with new projects of importance."[/size]
[size=45]For his part, economic expert Basem Jamil Antoun said, "Iraq is living in emergency conditions represented by high food prices, shortages in the markets, and farmers' debts owed by the state."[/size]
[size=45]Anton added, “Waiting for the budget’s approval is not possible at the present time, because its law needs a great deal of time, while the House of Representatives has not yet passed the barrier of choosing the President of the Republic, and after his election, the government that undertakes the process of submitting the draft budget law should be formed. ».[/size]
[size=45]He pointed out that "Parliament began discussing an exceptional law to address the lack of budget legislation, and it formed the Finance Committee of 12 members, hoping that its number will increase to 21 members today, Monday."[/size]
[size=45]Anton pointed out that "waiting for the budget means that we are complicating the problem with the continued rise in food prices, and among the solutions offered is resorting to imports, and therefore we will be facing an emergency law."[/size]
[size=45]And he indicated, "The effects of the law after its approval will end with a vote on the budget, as it is set to address the problems that resulted from the delay in the budget reaching the House of Representatives."[/size]
[size=45]Anton stressed that "the amended Federal Financial Management Law No. 6 of 2019 addressed the issue of delaying the approval of the budget, by relying on last year's allocations, but this will be limited to the distribution of salaries and necessary expenses only."[/size]
[size=45]He pointed out that "expectations indicate that the budget will be large, and its deficit will decrease to zero or stand in very few percentages, because Iraq receives 350 million dollars daily from oil sales."[/size]
[size=45]Anton said, "What the new law will guarantee is not worth anything in relation to what is decided by the budget, which after voting on it will witness a settlement and settling of accounts between the two laws."[/size]
[size=45]He continues, that "Iraq needs to budget programs and for the new law to be part of the state's general curriculum, and this will not happen until the implementation of the paragraphs and follow-up to ensure the rise of the investment aspect and the revitalization of the vital industrial and agricultural sectors, tourism and transportation and achieving internal food security."[/size]
[size=45]And Anton went on to say, "The surplus should be disposed of properly by paying off the private sector's debts, which amounted to more than 60 trillion dinars, as well as farmers, and creating new job opportunities to end the unemployment crisis."[/size]

[size=45]He explained, "The field measures that have been taken cannot be described as integrated, because there are certain pressures from political and partisan parties that benefit from the high prices."[/size]
