Baghdad / Osama Al-Bayati
The General Traffic Directorate escalated its procedures to follow up on the distortion of wheel plate numbers, at a time when observers warned of this phenomenon and the possibility of its use in terrorist operations, calling for more efforts to be made to hold those involved in it accountable.
Sources in the Traffic Directorate said, in an interview with Al-Mada, that "recent directives were issued by the General Traffic Directorate to intensify work to monitor cases of manipulation and distortion of vehicle numbers."
And the sources added, "This case has begun to take a wide turn, which calls for emphasizing the prosecution of those involved in these cases in order to hold them accountable and refer them to the competent courts."
In turn, the security expert, Alaa Al-Nashwa, said, in an interview with Al-Mada, that "the phenomenon of misrepresenting vehicle numbers constitutes a new security breach on the Iraqi arena, which faces great challenges in the issues of terrorist operations in all its forms and types."
Al-Nashouh added, "The security and intelligence services had previously faced many obstacles in the investigations as a result of the work of foreign agendas that support the factions and terrorist organizations, as they used all available means and methods to conceal all these crimes, including manipulating the wheel numbers."
He pointed out that this phenomenon is a dangerous indicator and threatens to carry out terrorist operations, whether in terms of using car bombs and targeting population centers or carrying out individual actions that lead to targeting personalities and individuals, especially in places where human, electronic and technical surveillance disappears.
Al-Nashou’ called, “The General Traffic Directorate in Baghdad and the provinces to do their duty to limit this phenomenon,” stressing “the need to subject violators to strict laws to address this dangerous phenomenon, which is a new key to terrorist operations and a violation of all the requirements of security and community peace.”
For his part, security analyst and expert Abdul Karim Al-Obaidi stated, “This phenomenon carries with it two positions, criminal, to cover up the crime and violation or any act against the law, and the second is to transgress the law that preserves the rights of the rest of the citizens,” and pointed out that “this Crimes are a wrong against society and their consequences.”
Al-Obaidi agrees with Al-Nushu’, on “the importance of the traffic directorates in Baghdad and the governorates playing their role in monitoring these abuses in order to limit them and then eliminate them completely.”
For her part, Professor of Criminal Law, Bushra Al-Obaidi, stated that “these actions carry a clear violation of the law, and the aggrieved citizen, who uses his number without his knowledge, can refer to the offender to obtain compensation through the civil courts.”
And Al-Obaidi added, "This victim also has the right to file a criminal lawsuit before the criminal courts in order to hold the person involved criminally accountable, because his act is a crime for which the amended Penal Code No. 111 of 1969 will be held accountable."
Al-Obaidi concluded, “The misrepresentation of the numbers has become a phenomenon that requires traffic authorities to address, especially by people deleting some of their tire numbers in order to mislead the security detachments, and to get rid of legal accountability for any violation that may be committed, some of which are serious crimes.”
Recently, the phenomenon of distorting license plate numbers has spread to evade traffic fines, amid warnings against using those wheels in criminal cases involving other vehicle owners.
