[size=45]A member of the committee, Mishaan al-Jubouri, said, "A proposal that I presented at the meeting of the Finance Committee in the presence of the Deputy Speaker of the House of Representatives is to issue a decision obligating the caretaker government to send us the draft budget law for the current year."[/size]
[size=45]Al-Jubouri added, "My view is that the government is unable to send the federal budget law because its internal system is not able to do so."[/size]
[size=45]He pointed out, "Parliament, which has the highest right to legislate, can issue a parliamentary decision to send us the budget law."[/size]
[size=45]Al-Jubouri explained, "Our call does not include abandoning the emergency support, food security and development bill, but we will vote on it soon in order to address the issue of high prices."[/size]
[size=45]He pointed out, "This emergency law is not enough, but we also need a budget, especially in terms of providing jobs and major and small development projects."[/size]
[size=45]Al-Jubouri stressed, “The Finance Committee does not live in any case of division, despite the identification of the blocs to which its members belong,” noting that “the decision will be discussed with specialists and legal experts.”[/size]
[size=45]He continues, "The government does not have any intersection with the winning blocs in the elections, which will discuss and vote on any bill that it receives within two weeks."[/size]
[size=45]Al-Jubouri said, "The Alliance to Save a Homeland, which includes the Sadrist movement, the Sovereignty bloc and the Kurdistan Democratic Party, is able to legislate a law obligating the government to send and pass the budget bill."[/size]
[size=45]He does not believe that "there are blocs that want to take responsibility before the Iraqi people by disrupting the budget law when it reaches us from the government based on the obligation of Parliament, whether by a parliamentary decision or by law."[/size]
[size=45]Al-Jubouri demanded, “The forces objecting to the project of the political majority of the National Salvation Alliance, and they are the coordinating framework and allied with it, to maintain their objection regarding the presidential election session and attend the budget discussion session and its passage.”[/size]
[size=45]Al-Jubouri added, "The harmony in the Finance Committee will help us take the appropriate decision, whether on the food security law or the budget law and other legislation during the current electoral cycle."[/size]
[size=45]For his part, the economic expert, Safwan Qusay, stated that "the delay in approving the budget has a significant impact on the Iraqi economic situation in general, and its effects on the market were clearly visible."[/size]
[size=45]And Qusay added, "The progress towards legislating the budget law must be by preparing items that will achieve the goals, and not as is the case with previous budgets."[/size]
[size=45]He pointed out that "the expected objectives of the budget are to reduce poverty rates, increase job opportunities, and move to the programs through which each program is determined."[/size]
[size=45]Qusay explained, "The division of amounts among spending units and other matters related to the budget in order to achieve the required results. We expect it to be in accordance with the goals he would like to achieve."[/size]
[size=45]Qusay stressed, “The budget is a tool in the hands of the executive authority to achieve the goals, but through a quantitative and numerical program, and it would occupy energy and not only aim to pay salaries.”[/size]
[size=45]And the House of Representatives had previously failed in 2018 and 2020 to pass the federal budget law, and the fate of the budget for the current year is not known in light of the government’s shift to carrying out daily tasks after early elections.[/size][/size][/size]
