"Our region cannot afford any additional wars.. We need a deal that brings some peace to the region," Amal expressed by Iraqi Prime Minister Mustafa Al-Kadhimi, in an interview with [You must be registered and logged in to see this link.] David Ignatius.
Ignatius conveyed from Al-Kazemi his desire to achieve peace, especially with Iraq's presence on the line between the Arab conflict and Iran, expressing his desire to become a diversified and democratic Iraq and a bridge to achieve peace.
Iraq's prime minister hopes a new nuclear agreement will be the first step to lowering tensions.
Al-Kazemi affirmed his desire to continue US support, which includes the presence of non-combat elements, to contribute to the stability of Iraq, and says: "We deeply believe in our relationship with the United States. As a country that helped us get rid of dictatorship and also .. contribute to advancing the democratic system."
Ignatius points out in his article that the situation seemed normal in Baghdad, where the interview was conducted, but at the Ain al-Assad base located 160 km northwest of the Iraqi capital, "you can see how the balance in Iraq remains fragile."
The book adds that three days before his visit to the base, on April 8, the Iranian-made Shahed-131 drone was shot down while entering the American part of the military base.
Ignatius says that the drone loaded with shrapnel and powerful explosives was not only aimed at killing Americans in al-Qaeda, but also targeted the American presence, and indirectly the alliance between Washington, Baghdad and other Iraqis who denounce Iranian interference.
The new head of the US Central Command (Centcom), General Michael Corella, went to Iraq last week, on his first stop before assuming his duties, and also visited the site of the Assad attack, accompanied by the author of the article.
Ignatius notes that Corella was affected by Al-Kazemi's keenness to work with the United States. But what intrigued him most was talking to the Ain al-Assad forces who shot down the Iranian drone, and understanding the actions they took to operate the weapons systems and what they needed.
And when Corella begins his command, he will "examine the central command's basic puzzle: What are the primary tasks that can advance US interests in the region, even as the overall presence of US forces shrinks?", according to the author.
"Korella, who was badly wounded in Mosul in 2005, knows better than most the huge costs of the past two decades of 'endless wars' in Iraq and Afghanistan," says Ignatius.
He added that Corella also knows that this area is still the place where US forces are regularly attacked.
The writer says that Iraq is "the most impressive but also the most frustrating challenge in the region", a large and fertile country blessed with energy and other resources with a dynamic population mix of Shiites, Sunnis and Kurds.
"In Al-Kazemi, Iraq has a leader who is strongly supported by moderate Arab countries such as Egypt, Jordan and the United Arab Emirates, but he also talks with Iran," he adds.
The writer infers a number of scenes, including Iranian interference and a decline in the seats allocated to pro-Iranian militias during the last Iraqi elections, noting that it is possible that Al-Kazemi may return for a new term.
But forming a government has been impossible so far, according to the author, as pro-Iranian hardliners claimed. They tried to assassinate Al-Kazemi last year and denounced him as a tool of the United States, claiming that the elections had been stolen. Meanwhile, Kurdistan Region leader Masrour Barzani is opposed to the new term of President Barham Salih, a Kurdish citizen but a political enemy. It's a crazy predicament. Until a new government is formed, Al-Kadhimi remains in power - but relatively without strength.
He adds in his article that Iraqi corruption and Iranian manipulation reinforce each other, inferring that Al-Kazemi, upon taking office in 2020, tried to clean up the place by appointing the "most powerful Iraqi policeman", Lieutenant-General Ahmed Abu Ragheef, to run a commission of inquiry to follow up on the crimes of murder and corruption that are being carried out. It has militias. But under Iranian pressure, an Iraqi court last month ordered Abu Ragheef's arrest.
The writer says that Al-Kazemi refused to implement the arrest warrant, "but it was a disappointing scene."
When I asked Al-Kazemi about his agenda if he gets a new mandate as prime minister, he immediately replied: 'Strengthening Iraq's sovereignty' so that he can resist external attempts to manipulate the country.
He said that his second goal is to "impose the state's monopoly on arms," according to the writer, who sees it as a translation of the disarmament of militias, in addition to economic reform and privatization.
Ignatius comments that these are the right goals, hoping that Al-Kazemi will be able to achieve them, stressing that he will need the help of the United States.
And he ends his article by quoting what an Iraqi told him about the statements of former Egyptian President Hosni Mubarak: “If you are a friend of the United States, you sleep without a cover.” Ignatius says: “If the Iranian nuclear talks explode, you will feel cold here.”
