    [size=45]Parliament is awaiting the responses of the relevant ministries to a number of inquiries and to ensure that there is plenty of money to pass the Emergency Support Law for Food Security and Development.[/size]
    [size=45]The Prime Minister, Mustafa Al-Kazemi, had earlier called on Parliament to expedite the approval of the Emergency Support Law for Food Security and Development, as sent by the government.[/size]
    [size=45]The Finance Committee in the House of Representatives made several amendments to the law, most notably reducing the amounts allocated to it from 45 to 25 trillion dinars.[/size]
    [size=45]Committee member MP Khalil Ghazi Al-Dosky said that "the draft law on emergency support, food security and development is still in the stage of maturity, and it needs consultations with the government and the relevant ministries."[/size]
    [size=45]Al-Dosky added, "A series of meetings took place during the past period, the last of which was with the ministers of industry, trade, electricity, finance, planning and oil, with the aim of ensuring that the committee has sufficient financial abundance to cover the expenses of the law and the projects that will be included."[/size]
    [size=45]He pointed out, "The draft law was prepared by the Council of Ministers, and these ministries have contributed to the development of its texts before sending it to the House of Representatives."[/size]
    [size=45]Al-Dosky stressed that “the amendments to the law will continue until the full information requested by the Finance Committee in the House of Representatives is received from those ministries in their financing and spending aspects.”[/size]
    [size=45]Al-Dosky pointed out that "the Finance Committee is trying to speed up submitting the project to a vote, but it is waiting for this information to be received, especially in terms of financial abundance."[/size]
    [size=45]He stated, "Our vision lies in focusing spending on the areas of food security and the poor classes in order to avoid the state of high prices in the local markets, in addition to moving away from external or internal borrowing except when absolutely necessary or continuous loans that finance current projects."[/size]
    [size=45]Al-Dosky noted that "the members of the committee agreed that spending on the law should be from the abundance achieved by oil revenues and avoid borrowing as much as possible."[/size]
    [size=45]He added, "The upper ceiling of the law will be 25 trillion dinars, and the amounts allocated to it may be less than that, and this number was estimated by the ministries of finance and oil as the net abundance achieved during the current year."[/size]
    [size=45]Al-Dosky concluded, “The project has set percentages for each of the sectors, but the committee believes that these percentages should be converted into amounts in order to be predetermined and not be subjected to percentages that may not be correct, especially on the issue of food security.”[/size]
    [size=45]In addition, Representative Amir Al-Maamouri stated, "Parliament is agreed on the need to provide the service to the Iraqi citizen, especially since the law includes important paragraphs related to food security, supporting the electrical system and reducing poverty rates."[/size]
    [size=45]Al-Maamouri continued, "The objections have obtained some paragraphs in order to amend them, and some waved to go to the Federal Supreme Court in order to appeal if it is approved in the current form."[/size]
    [size=45]He stressed, "The other essential point around which the dispute is raised is that the text of Article 42 of the cabinet's internal system prohibits the government from sending bills after it has turned into a daily business at the end of the parliamentary session or early elections and the dissolution of parliament or the withdrawal of confidence in it."[/size]
    [size=45]For his part, economic expert Safwan Qusay said, "The government, although it is to carry out daily tasks, but it faces challenges related to providing food security."[/size]
    [size=45]Qusay added, "Efforts are still ongoing to pass the Food Security Law, including allocating an amount of up to 25 trillion dinars."[/size]
    [size=45]He pointed out, "This initiative was supposed to take place from an early age, after the Ministry of Commerce was unable to secure food needs and the incorrectness of its estimates regarding the drop in the price of wheat, especially after the spread of the Corona pandemic."[/size]
    [size=45]Qusai went on to say that “all countries of the world are trying to secure their strategic reserves, and for this reason we are witnessing today a clear increase in global demand for consumer goods, and this affected demand and led to an increase in prices.”[/size]
    [size=45]He believed, "The financial abundance achieved from oil revenues is very good today and is able to secure the requirements of the law, and the House of Representatives should expedite its approval as soon as possible."[/size]
    [size=45]Qusay finds, "The largest proportion of the law's sums will go to the Ministry of Trade to help it buy 3 million tons of wheat according to international prices and to encourage Iraqi farmers to hand over their crops, especially since the harvest season has officially started."[/size]
    [size=45]This law is considered an alternative to the budget and will be approved temporarily for this year only in order to proceed with the exchange operations for new projects, especially in terms of making contracts under which materials are obtained for the items of the ration card.[/size]
