Baghdad / Osama Al-Bayati
Yesterday, Tuesday, Environment Minister Jassem Al-Falahi revealed his intention to submit a project to manage waste and use it in many files, the most important of which are electricity and agriculture, expressing his hope that it will receive the approval of the Council of Ministers and Parliament, noting that its paragraphs include establishing centers for sorting and recycling, stressing that the project will provide job opportunities. for thousands of unemployed youth.
In an exclusive interview with Al-Mada, Al-Falahi said, "The waste recycling file is one of the most important files, as it contributes to achieving sustainable development, if it is dealt with according to correct foundations and rational and integrated management."
Al-Falahi added, "There are bodies responsible for the waste recycling file in Baghdad, represented by the Municipality of the capital and the governorate. As for the rest of the governorates, they are subject to the municipal departments of the local administrations."
And he spoke, "a qualitative leap in this file is subject to the approval of the Council of Ministers on the draft law of the National Center for Waste Management and its referral to Parliament for approval."
Al-Falahi stressed that "the law includes a number of important points, as it provides job opportunities for thousands of unemployed youth."
He stressed, "there is a committee headed by the Secretary-General of the Council of Ministers concerned with developing mechanisms and plans to encourage investment in the field of waste recycling and use as an important economic source, preserving the environment and highlighting the civilized face of the city."
Al-Falahi noted, “The Ministry of Environment, in accordance with its oversight role in accordance with Environmental Protection Law No. (27) of 2009), makes it responsible for setting mechanisms, controls and standards for waste management projects, and there is an effort by us in this direction with international organizations.”
Al-Falahi stated, "The implementation of the project that we are working on requires the will and serious steps taken by the municipal departments in Baghdad and the provinces in order to proceed with the establishment of laboratories that handle the sorting and recycling of waste."
And he finds, "The establishment of such plants is economically feasible for the country, represented in the generation of electric power through the gases emitted from waste, as well as the production of organic fertilizers that come from food waste, and using them in the field of agriculture."
Al-Falahi expressed his regret, “that the waste recycling sector suffers from major problems, especially in the areas of sanitary landfills and waste collection,” noting that “empty lands today have become a landfill for waste at a time when these wastes can be used for sorting and recycling.”
He added, "Some of the wanderers burn waste for the purpose of extracting what is inside, and this process has serious environmental repercussions on the lives and health of citizens."
Al-Falahi indicated that “most of the landfill areas and waste collection sites in Baghdad and the governorates did not obtain official environmental approvals,” criticizing “the municipal departments’ lack of commitment to choosing suitable places for landfilling.”
Al-Falahi concluded, “The Ministry of Environment takes legal measures against municipal departments that violate standards for waste management, sorting and recycling, by issuing warnings or imposing fines, leading to lawsuits and referral to the judiciary.”
For his part, the economic expert, Mustafa Akram Hantoush, said in an interview with Al-Mada that “the transition to power stations operating in waste recycling is not expensive, but it requires resorting to investment in order to implement these projects.”
Hantoush continued, "The energy generated by gas oil in one station is estimated at (500 megawatts), while the energy resulting from waste incineration is estimated at more than (100 megawatts); Therefore, it is inexpensive and environmentally friendly, as well as consumes large amounts of waste.”
But he believes, "It is difficult for Iraq to resort to importing waste recycling plants, in light of the current economic conditions."
It is noteworthy that waste in Iraq has become a major crisis, at a time when it is estimated that the daily volume of violations amounted to 15,000 tons, with no work to exploit them.
