Parliament’s talk about its intention to issue a decision obligating the government to send the 2022 budget bill to the House of Representatives met with varying reactions between supporting this step and rejecting it as a violation of the constitution and the laws in force.


The current parliament cannot impose a decision on the current government to send the federal budget. This was the vision of a leader in the rule of law, in which he indicated the possibility of sending the government to the budget, but according to its vision and not obligating Parliament.






While an economic expert stressed the importance of expediting the legislation of the federal budget for the fiscal year 2022, to address many problems related to the size of the government's financial spending. Al-Bayati said in an interview with Alsumaria News, "The current parliament does not have the right to follow up or hold the government formed by the previous parliament to account. The current parliament cannot impose the will and dominance over the budget,” noting that “we are surprised at the government’s insistence not to send the federal budget to Parliament.”

Therefore, there is a need to expedite the legislation of the budget law, especially since the 2021 budget was set with modest goals as a result of the drop in global oil prices, which made the actual volume of spending At that time, it did not exceed 100 trillion, compared to today we are witnessing an increase in prices globally with a high rate of unemployment and poverty, which makes us need to redraw the map of goals and open a window to achieve the goals of the White Paper.

Qusay added, "There is a need for a sovereign investment fund through which public spending can be structured and self-financed projects can be established, and therefore the budget legislation will address these problems, especially since the current spending is suffering from suffocation and the government cannot spend more than 8 trillion and 500 billion dollars per month. In contrast, imports are much more than this amount and may even double."

He pointed out that "the law on emergency support for food security facilitates the government's task almost in some bottlenecks, but it does not address the problem in a general way, and it is okay to pass it in this circumstance to achieve food security in light of the rise in food prices globally and the need to provide sufficient amounts to cover the items of the ration card and social care. His approval to provide protection for a segment of Iraqis who are at risk of starvation.

And he added, "The other thing that requires speeding up legislation is the food security law and what is related to global energy prices, especially gas, which also rose and it needs to provide sufficient amounts for it, in addition to the health sector," stressing that "the budget legislation means the implementation of the white paper and all other goals. Such as eliminating corruption and governance and linking with the countries of the region, and the youth looking for work is awaiting the approval of the budget to provide job grades for this segment.
