Amid the disputes... The independents talk about an initiative and imminent dialogues between the opponents

Baghdad / Tamim Al-Hassan
Two initiatives are maturing simultaneously, and one of them, which is specific to the “independents,” is expected to be put forward at any time after being postponed more than once.
The political crisis that erupted after the legislative elections that took place more than 7 months ago witnessed the launch of more than 10 initiatives.
In addition to “solutions,” “pressures” and a war of words between the two sides of the rivalry, the Sadrist movement and its allies, and the coordinating framework are escalating.
But this noise has not yielded fruit so far. The crisis is deepening with the insistence of the "Sadrists" on a government of a national majority, and the "frameworkers" with the idea of consociationalism.
On Sunday, the "independents", estimated at 40 deputies, were supposed to put forward an initiative to solve the crisis that depends mainly on choosing an "independent" figure for the next government.
But the initiative, which has been postponed since last Thursday, appears to be facing disputes similar to the “personal” differences between the members of that team.
A member of the independent team, MP Amir Al-Maamouri, confirmed, last Saturday, that the initiative will be launched tomorrow (yesterday) in the parliament.
Al-Maamouri said in a statement to the official agency, that "the initiative included drawing a political map to get out of the political blockage and it will be directed to all blocs, and the independent deputies will have a negotiating team to communicate with the blocs to get out of the crisis."
He pointed out that "the number of deputies reaches forty, and they represent all components."
According to the information received by (Al-Mada) from the circles of the independents, the latter group is divided into 3 categories, distributed between the "current" and "the frameworks", and the third is still neutral.
Those sources confirmed, "It is difficult to gather more than 15 to 20 independents in one bloc," doubting the existence of a team representing 40 independent deputies.
On the other hand, one of the independent representatives indicated in a post on “Facebook” that independents and new forces can take the initiative to form the largest bloc, without the need for other alliances.
And the independent deputy, Basem Khashan, considered in his blog, published yesterday, that so far: “The most numerous parliamentary bloc has not yet formed,” adding: “We, the independents and the emerging movements, can take the initiative to form this bloc, provided that we agree and hold together, so that some of us do not leak out. to alliances and other blocs.
He added, "All parties realized that the government complex will not take place without our sails, and the proposal to form the government was not a gift to us from those who are able to form it, but rather it was a gift for the helpless, and we are now at a crossroads of two paths: a path that leads us to achieve what the people aspire to, which begins with the formation of the government." which he is satisfied with and the change in the course of the state, and the slippery slope of subordination to this or that group.”
The leader of the Sadrist movement, Muqtada al-Sadr, and his opponents in the coordinating framework had asked, last week, the independents to unite their ranks to enter the next government.
After the results of the elections that took place last October, 43 "independents" were able to ascend to Parliament.
They dissolved into 3 alliances (formed gradually after the results of the elections), and others were distributed among the traditional political forces, while a few remained single.
On the other hand, the Sunni forces were able to attract 11 independents (out of 43), who were divided by 6 into the Alliance of Progress, and 6 others into the Alliance of Azm, before the two merged to form the “Alliance of Sovereignty.”
Also, 3 independent deputies (out of 43) joined the Patriotic Union of Kurdistan, and 8 others joined the coordination framework.
After the invitations of "Al-Sadr" and "Al-Attar", the circle of those classified under the "independent" category was expanded beyond the 43 independent winners, to include the Alliance for the People (18 seats), which is divided equally between supporters and opponents of the "Al-Sadr" initiative.
The coalition includes 9 deputies of the Extension Movement, which showed a sign of welcoming the Sadrist movement's initiative and then retreated, and 9 other deputies of the New Generation Movement, which announced staying in the opposition's side.
Also, Ishraqa Kanon, a movement that is participating for the first time in the elections and has 6 deputies, was included in the independents team, and it has not yet announced any position on the two initiatives.
rescue collar
On the other hand, there is a “postponed” Kurdish initiative that was supposed, according to the statements of Kurdish officials, to be presented during the last Eid holiday.
So far, no details of the initiative have leaked, and it is the second of the leader of the Kurdistan Democratic Party, Massoud Barzani, who had launched an initiative in the same regard earlier this year.
According to what is being circulated in political circles, the Democratic Party is preparing in return for a new round of negotiations with its Kurdish rival, the National Union Party.
The two major Kurdish parties had earlier engaged in several dialogues, but did not reach an agreement on the presidential candidate.
The Democratic Party submitted Riber Ahmed, the current Minister of Interior, to fill the position, while the "Union" insists on the nomination of the current President of the Republic, Barham Salih.
Earlier, Hoshyar Zebari, a former candidate for the presidency before he was excluded by the Federal Court, had revealed the rejection of the "Union", two proposals made by the Democratic Party.
Zebari stressed in press statements that the two proposals are either to agree on a candidate for the president of the republic by consensus between the two parties, or to leave the position to the "Democratic" and take the "Union" in return for any other position offered to the first, whether ministries or independent bodies.
Despite this, the "Union" seats, which are 20 seats, are not enough for the "Triple", which has about 180 deputies, to obtain a two-thirds majority (220 seats), which requires quick intervention from the independents to resolve the matter.
Al-Halbousi's opponents
In a related context, the situation in Anbar is deteriorating, after parties opposed to Parliament Speaker Muhammad al-Halbousi, an ally of al-Sadr, held the first clan-political conference in the province after the elimination of ISIS in 2017, which is not far from arrangements. "Coordination".
The conference, which was held in the host of Sattam Abu Risha, son of Abd al-Sattar Abu Risha, the founder of the Awakening in 2007, decided in its conclusion a set of points, most of them related to reducing the political influence of al-Halbousi's party.
Some clan and political forces, including Ali Hatem Al-Sulaiman, who recently returned with the help of parties from the "Coordination Committee", accuse the Progress Alliance, led by the Speaker of Parliament, of controlling the administrative joints and sensitive jobs in the province.
In 11 points, the conference called on the government, judiciary, and parliament to act on corruption files, remove political forces from jobs, and "independence" of the administrative decision.
Al-Halbousi had faced a wave of widespread criticism in the decision, which was described as the “fastest” in the parliaments of the world, as it required only 40 seconds to vote on it, when he prevented MP Basem Khashan from interfering and participating in the committees until an official apology was presented to the presidency of the Council, against the background of a controversy. legal event between the two parties.
As a result, Hadi al-Salami, an independent deputy, called on the deputies to collect signatures to dismiss the parliament speaker.
According to Article 12 of the House of Representatives’ internal system, it affirms that: “The House of Representatives may dismiss any member of its presidency in accordance with the law.”
On the other hand, Article 59/Second of the Constitution stipulates that: “Decisions are taken in the sessions of the House of Representatives by a simple majority, after a quorum is achieved, unless otherwise stipulated.”
According to the latest interpretation of the Federal Court issued in May 2021, the term simple majority is more than half of the number of members of the House of Representatives present after achieving a quorum.
