The resolution, which was reviewed by Al-Mada, stated that "the Security Council reaffirms Iraq's independence, sovereignty, unity and territorial integrity... especially in light of the victory it achieved over the terrorist organization ISIS."
The resolution expressed its condemnation, in the strongest terms, of the attempt to assassinate the Prime Minister of Iraq, Mustafa Al-Kazemi, which occurred on November 7, 2021.
He called, "to form a new government quickly and peacefully, in order to achieve the national priorities of the people of Iraq," pointing to "the importance of the Iraqi government expediting the implementation of meaningful reforms aimed at meeting the legitimate demands of the people."
The resolution spoke of “the desire of the Government of Iraq for the return of internally displaced persons and displaced persons to Syria to their areas of origin,” and stated that the Security Council “recognizes that the adverse effects of climate change, ecological changes and natural disasters, among other factors, can contribute to desertification and drought, and have an impact on negatively on the human condition.
The resolution expressed concern "over the impact of the Covid-19 pandemic in Iraq," calling on "the international community to remain firmly committed to providing support to Iraq," and decided "to extend the mandate of the United Nations Assistance Mission in Iraq until May 31 of next year."
And he stated, that the Security Council "requests the Special Representative of the Secretary-General and the mission, Jeanine Plasschaert, to, at the request of the Government of Iraq, give priority to providing advice, support and assistance."
The resolution continues, that "advice is to enhance preparations for elections and electoral processes, review of the constitution, implementation of constitutional provisions, security sector reform efforts, dialogue and cooperation at the regional level."
He noted that Plasschaert's efforts, in coordination with the government, will seek to support the coordination and provision of humanitarian and medical assistance, the return of refugees and displaced persons, the provision of basic civil and social services in an efficient manner, economic reform, strengthening accountability, protecting human rights, judicial and legal reform, and addressing the issue of gender mainstreaming, noting the importance of Treatment of children affected by armed conflict.
The resolution requested that Plasschaert work to “actively support the Government of Iraq and the Kurdistan Regional Government to work together and engage in regular and structured dialogue in order to resolve outstanding issues, in a manner consistent with Iraq’s unity and constitution, including security provisions, budget arrangements, management of Iraq’s oil and gas resources, and implementation of Existing agreements, including the 2020 Sinjar Agreement.
The resolution stated that "the security of United Nations personnel is an essential element in the mission's carrying out its work for the benefit of the people of Iraq, and calls upon the Government of Iraq to continue to provide security for the United Nations presence in Iraq and to provide it with logistical support."
