Baghdad/ Firas Adnan
Political forces are likely to start serious dialogues to complete the constitutional entitlements related to the election of the President of the Republic and the formation of the government, early next month, and the Alliance to Save a Nation continues its adherence to the concept of the political majority and not neglecting previous agreements between its components, but the coordination framework also did not show any compromise on its positions, in a way that makes the scene The political situation is complicated and he is awaiting the results of the discussions that started inside the Kurdish house, with the hope that they will move to the Shiite house.
The representative of the Sadrist movement, Hassan al-Kaabi, said in a television interview followed by (Al-Mada), that "the political crisis is not in the tripartite alliance (Save the Homeland), which brings us together with the Sovereignty Bloc and the Kurdistan Democratic Party."
Al-Kaabi added, "Our coalition includes the largest forces of the societal components in Iraq, and there is another group of Shiites, Sunnis and Kurds who can go to the opposition."
He pointed out that "other forces do not want to accept the rule of democracy," noting that "the foundations of democracy in the world are based on the majority, and the forces that constitute the minority cannot manage the rule."
And Al-Kaabi added, "The second winning bloc within the Shiite component does not reach half of the seats owned by the Sadrists in the House of Representatives."
He called on the forces that formed the blocking third and obstructed the election of the president of the republic to "believe in democracy completely and not be divided."
Al-Kaabi continued by saying, "Many initiatives have been put forward by the Alliance to Save a Nation based on democratic and principled foundations, by rejecting the concept of quotas and preserving the political system, but the other party does not want to abide by it."
For his part, Kurdistan Democratic Party MP Majid Shankali said, "The start of dialogues with the Patriotic Union of Kurdistan last week is a positive sign and a turning point to reach a political solution at the level of the Kurdistan region or at the federal level for Iraq as a whole."
Shankali added, "Things are going positive and we expect the dialogues to continue during the next few days," noting that "the solution cannot happen in one round of dialogues, as the issue relates to files within the region, such as legislative elections and the sharing of positions."
He pointed out that "the federal files include the search for the position of the President of the Republic, the Kurdish negotiating paper, the political situation in full, and the formation of the government."
Shankali explained, "The political crisis does not wait for an agreement between us and the Patriotic Union of Kurdistan, and the solution comes by reaching the understandings of the Sadrist movement and the coordination framework."
And he indicated, "The Shiite component has 183 seats and they are the majority, and the position regarding the coordination framework is still the same as they want to form a larger Shiite-style bloc, while the Sadrist movement insists on forming a larger national bloc."
On the other hand, Shankali said, "The success of the dialogues within the Kurdish political house would reflect positively on the dialogues within the Shiite house and encourage the parties of this house to proceed with the understandings."
He spoke about "the existence of leaks from political leaders that the two parties will not reach consensus, but rather a kind of reconciliation between the various options," expecting "the start of serious dialogues regarding the completion of the constitutional benefits related to the election of the president of the republic and the formation of the government at the beginning of next month."
Shankali stressed, "These discussions do not mean that the forces of the Triple Alliance will abandon each other," explaining that "Securing the holding of the presidential election session is the beginning of the formation of the government and the quorum required by the decisions of the Federal Supreme Court requires us to reach a kind of agreement within the Kurdish House of on the one hand, and inside the Shiite house on the other.”
He stressed, "All the data confirm the existence of a breakthrough in the political situation inside the Kurdish House," without giving further details.
Shankali went on to say, "The situation in Baghdad does not tolerate more disruption in the political blockage, and this is what made the Kurdistan Democratic Party take the initiative to moisten the atmosphere inside the Kurdish house in the hope that this experience will be transmitted to the Shiite political house."
For his part, Omran Karkouch, a member of the State of Law coalition, said that "the current political movement can be described as shy and not at the level imposed by the current stage of an unacceptable delay in forming a government."
Karkush agrees with Shankali, that "the results will appear in the coming weeks, and perhaps the month of July will bring some positive results that will be announced in the media at the time."
And he finds, "The political blockage forced the Kurds to sit at one table, and there are some attempts to hold dialogues between the Sovereignty bloc and the Resolve bloc to settle differences within the Sunni political house."
Karkush continues, "The two sides of the Shiite political house are still sticking to their demands. The Sadrist movement wants to form a majority government with its partners in the National Salvation Alliance, and we are in the coordinating framework while preserving the component's rights to have a bloc representing the Shiites in Parliament tasking the prime minister."
And he added, "Our positions in the coordination framework are that we support dialogues between the various political forces and we will not exclude anyone for the sake of the public interest, and we have advanced understandings with the Patriotic Union of Kurdistan and the Azm Alliance, as well as the independent representatives."
Karkush added, "The political forces must bear the responsibility, in light of the successive economic and health crises that Iraq is facing, as well as the decisions issued by the Federal Supreme Court that included urging the speedy implementation of constitutional benefits."
Karkush concluded, "The dialogues inside the Kurdish house are continuing and we are watching them because of their positive impact on the situation among the Shiite forces."
The political process has witnessed a blockage since the end of the elections next October, and complex disputes led to the formation of two major teams within the House of Representatives, the first led by the Sadrist movement and affiliated with the Kurdistan Democratic Party and the Sovereignty Bloc and includes about 173 seats, and the second includes the coordination framework that claims that it has with its allies more of 130 seats.
Neither of the two parties succeeded in holding a session to elect the president of the republic, whose quorum, according to the interpretations of the Federal Supreme Court, requires the presence of at least 220 deputies.
