Iraq presents itself as a regional mediator for internal stability

Translation: Hamed Ahmed
Analysts told The National news website that Iraq is adopting the role of a regional mediator in order to achieve stability in its internal affairs, which are affected by the events and influence of regional and international countries, especially Iran and the United States.
The report indicated that in an attempt to alleviate these tensions, Baghdad hosted on the sixth of this month a tripartite meeting that brought together with Egypt and Jordan to discuss the challenges of the ongoing war in Ukraine.
On the other hand, the Iraqi capital also hosted the Syrian Film Festival in order to improve cultural relations with its neighbor Syria.
Laheeb Hegel, senior Iraq analyst at the International Crisis Group, said that Baghdad finds itself in the midst of competing regional powers. "Its (Baghdad) internal stability depends on better relations between its neighboring countries," she said.
Since last year, under the leadership of Prime Minister Mustafa Al-Kadhimi, the country has been pushing towards improving relations between Iran and Saudi Arabia.
Analyst Hegel said, "By facilitating these meetings, Baghdad is strengthening the confidence-building mechanism between the two main rival countries in the region, which it is hoped will eventually lead to the possibility of alleviating the obsession of the common threat they have."
Renad Mansour, director of the Iraq Initiative Center at the Gatham House Institute for Studies in London, says that since Al-Kazemi assumed the position of prime minister in May 2020, Iraq has been trying to achieve the transition from being an arena for settling accounts for regional and international parties and countries to a mediator between them.
Mansour added, "He is trying to move from being a mere messenger between the parties to an actual mediator, as he has links with different parties."
The report indicates that Al-Kazemi was using his relations as a former director of the intelligence service to push this initiative forward.
“Both Iran and Saudi Arabia see Al-Kadhimi as a trusted intermediary,” says analyst Hegel. Previous prime ministers who tried to take the same initiatives did not reach the stage he reached.”
The previous regime's invasion of Kuwait had made Iraq a country isolated from the region and the world for more than a decade, with the two countries severing relations with the government of that regime.
In 2003, after the US invasion of Iraq that toppled Saddam's regime, several Arab countries were reluctant to communicate or restore their relations with Iraq. They saw in successive Iraqi governments a strong partner for Iran.
Several years ago, the region began communicating with Baghdad, following the encouragement of Washington, which considered this as an attempt to confront and deter Iranian influence.
In August of last year, Baghdad hosted a conference attended by officials from the UAE, Saudi Arabia, Egypt, France, Jordan, Kuwait and Qatar, as well as officials from Iran, Turkey and the European Union, in which they discussed ways of economic, political and security cooperation between Iraq and neighboring countries.
French President Emmanuel Macron also attended the summit, which was considered a successful summit.
Iraqi President Barham Salih said last year that Iraq had become a "point of convergence" after the success of the Baghdad summit.
Saleh said that the region needed "a new political, security and economic system in order to face the challenges of terrorism, extremism and the economic crisis."
Analyst Mansour says that the summit held in Baghdad last year was an attempt to be a kind of door to success for Al-Kazemi, who found a challenge in bringing and achieving reforms for the country.
He adds, "It is very clear from this why there were assurances last year on this summit in order to create a role for Iraq. Nevertheless, the success of these talks depends on the desired outcome in the region. All parties were happy to hold talks, but there must be at a certain stage some kind of negotiation and discussions with content and meaning, and this is a measure of how successful these negotiations are.
