    [size=45]After the October 2021 elections and their inconclusive results, but not far from the effects of the glorious October Uprising, our country is witnessing political, economic, social and security developments that cast a shadow on the lives of Iraqis.[/size]
    [size=45]While the current exceptional political labor continues, it is possible for it to constitute a turning point towards changing the tragic reality in which our people live, or to come as a continuation of the governance methodology based on sectarian and ethnic quotas. The resolution of the situation here depends on many internal and external factors.[/size]
    [size=45]The course of the continuous and intense conflict goes beyond the present moment to the options of the future. It is a struggle over the form and content of the Iraqi state.[/size]
    [size=45]In the midst of this conflict, our party affirms its complete bias towards the people's issues and its aspiration for a free and dignified life, under a civil and democratic state based on social justice.[/size]
    [size=45]From this point of view, the party believes that the comprehensive change project that it puts on the agenda represents salvation for the people from the quota system, and from the dominance of its political forces that are dependent on narrow interests, foreign agendas, corruption and loose weapons.[/size]
    [size=45]political disobedience[/size]
    [size=45]The state of political impasse in the political process was not a direct result of the elections that took place in October 2021, but rather the result of a structural crisis at the core of the ethnic sectarian quota system, and an expression of its failed approach that generated crises.[/size]
    [size=45]The nature of the crisis today differs from the nature of any political crises that have formed in the country in terms of subjective and objective circumstances, as it can be said that the political process based on the quota approach has ended in a dead end, in which the price of returning to the previous situation will be high for all of our people and the country, and the parties bear the responsibility of it influential.[/size]
    [size=45]The component quota formula that governed the country for many lean years has become politically unacceptable and popularly rejected, and any attempt to restore things to the way they were before when governments were formed, is already doomed to failure.[/size]
    [size=45]Closing the road to providing solutions within the framework of the parliamentary process, and opening it to the uncalculated repercussions and other areas of non-peaceful conflict, which the Iraqis reject, is the responsibility of all political parties, jostling and conflicting over positions, positions and authority, which also bear the responsibility of not respecting the constitutional timings. And all the consequent hardships of living and life burden the citizens.[/size]
    [size=45]In order to solve the crisis, some political forces, including the conflicting forces, launched up to 10 initiatives to overcome the crisis, without any of them achieving political acceptance by all parties. These initiatives were launched in dealing with the crisis, from a perspective that is not very different from the rejected consensus formula, which revealed the inability of the influential forces to find radical solutions to the comprehensive political crisis.[/size]
    [size=45]And in the context of the conflict of positions and the multiplicity of initiatives to overcome the existing crisis, the importance and urgency of the comprehensive change project approved by the eleventh conference of our party, and that the first required steps on the path of opposing and dismantling the quota system, is to form the government according to the principle of “political majority,” and we mean the government based on A political alliance based on national, non-sectarian or ethnic foundations, and based on an integrated political and development program, so that the conflict takes its proper form as a conflict of different projects revolving around the demands of the people, and not a struggle between political forces over influence, power and spoils.[/size]
    [size=45]As long as putting the country on the path of comprehensive change is what is required, there must be broad popular popular participation for those seeking change, and that the matter is not limited to abstract parliamentary and political representation.[/size]
    [size=45]The crisis of constitutional violations... and the rule of customs[/size]
    [size=45]With every outbreak of the political crisis, the political parties resort to bypassing the constitution and circumventing its methodology, thus disrupting it and substituting hateful political norms for its applicable articles and laws.[/size]
    [size=45]The House of Representatives, according to Article (61), bears responsibility for these constitutional violations, as well as the President of the Republic, according to Article (67), as he is vigilant in implementing the constitution, and the same is the “Iraqi judiciary”, according to Articles (93) and (94).[/size]
    [size=45]The last of those violations that accompanied the process of the political process was exceeding the constitutional deadlines for electing the president of the republic and forming the new government.[/size]
    [size=45]In order to put an end to the series of constitutional violations, the Iraqi Democratic Movement, represented by the Iraqi Communist Party and the Iraqi Nation Party, filed (on April 19, 2022) a lawsuit against the Speaker of Parliament (in addition to his job), stressing the Council’s violation of the constitution, and its delay in electing the President of the Republic and forming the Iraqi government.     [size=45]During the past years, the state of persistence in circumventing the articles of the constitution, seeking to subject it to understandings, conflicts and political quarrels, and working even in critical issues to replace the constitution and its texts with the so-called “customs” invented by influential forces and blocs.[/size]
    [size=45]Therefore, it is necessary to stand in front of these repeated violations and to confront them, and to activate all legal mechanisms to limit them, in agreement and in conjunction with other forms of popular and public pressure, which are required to stop the state of deterioration, and inaugurate a new phase in which it is necessary to follow the path of serious reform and comprehensive change.[/size]
    [size=45]Again.. early elections[/size]
    [size=45]In light of the current political impasse, it is not a luxury to mention that early elections are one of the options that should not be lost sight of, and which can represent a constitutional and peaceful solution to the current crisis, avoiding the country in chaos and bad possibilities. It is clear that any unconstitutional or peaceful way out of the crisis will only serve the interests of the enemies of Iraq's democratic construction, and the forces of terrorism and sabotage in particular.[/size]
    [size=45]And whoever believes that going to the early elections option increases the complexity of the political scene, is ignoring the fact that the current situation is more confusing and complicated, and even more dangerous![/size]
    [size=45]In order for the elections to come as a solution and not another complex, a sound ground must be prepared for them, securing the requirements for their success and avoiding the distortions that occurred in the elections that preceded them.[/size]
    [size=45]We believe that when citizens are convinced that the elections will truly and truly express their voices, desires and aspirations and reflect a realistic representation of their free will, this will have a positive impact on their participation.[/size]
    [size=45]On this path, we see that achieving a free and fair electoral process is one of the fields of struggle that we are waging politically and publicly.[/size]
    [size=45]Securing the necessary environment to organize truly free and fair elections that express the opinions and choices of the voters depends to a large extent on taking effective measures and steps in key areas, foremost of which is the legislation of a fair electoral law that guarantees a true representation of the will of Iraqis, as well as the formation of a free, fair and independent election commission away from The quota system, as well as the non-selective application of the law on political parties, and ensuring international supervision and control over the electoral process.[/size]
    [size=45]There are also basic steps that must be implemented, including exposing the killers of the demonstrators and holding them accountable, preventing the corrupt from participating in the elections and bringing them to justice, and limiting the use of political money to influence the results of the elections. Also, confining arms to the state, putting an end to the activities of militias and armed groups outside the law and disarming them, and bringing those who refuse to do so to the judiciary.[/size]
    [size=45]Note that early elections are not a goal in themselves, as much as they should be a lever to rid themselves of the quota system, corruption and accumulated crises, and to remove the influential people responsible for bringing Iraq to the brink of the abyss, and to make these early elections a pathway to another new life that our people deserve.[/size]

    [size=45]The period following the October 2021 elections witnessed an escalation in the demand movement, which included broad sectors and groups calling for providing job opportunities, stabilizing procedures and contracts, securing public services and holding the corrupt accountable in the state sectors in Baghdad and the provinces. This movement is likely to escalate with the continuing repercussions of the political, economic and service crisis, and the increasing rates of poverty and unemployment.[/size]
    [size=45]Perhaps the movement launched by the peasants and the free lecturers, is a living evidence of the legitimacy of the demands raised by many groups and segments, which are ignored by the political forces, the government and parliament.[/size]
    [size=45]The glorious October uprising deepened people's awareness of their livelihood needs and the reasons for their deteriorating conditions, which are preceded by the crisis of the sectarian and ethnic quota system. This calls for emphasizing the importance of drawing lessons from and through the uprising, and benefiting from its rich struggle experience for the masses and the forces contributing to it.[/size]
    [size=45]The continuous demand movement, which today takes the form of sectoral demands, is a clear indication of the rejection of the approach to governance based on component quotas and corruption.[/size]
    [size=45]The participation of large masses in the demonstrations revealed the soundness of the approach adopted by our party, which stresses that the process of comprehensive change will only be achieved with the participation of the broadest groups and social strata, in the various regions of the country.[/size]
    [size=45]Continuing the Tishreen approach that rejects quotas and seeks a healthy homeland that returns its bounties and wealth to its children, requires more solidarity, cooperation and coordination between the revolting Tishreen forces, whose division and fragmentation only serves the forces and parties that want to get rid of the nightmare of the uprising, which haunts them every day and every hour. By overcoming this is another additional incentive to strengthen the movement, which is escalating, despite all attempts to restrict it and kill it in various forms and methods.[/size]
    [size=45]The communists have contributed to the peaceful popular and protest movements, with true demands and slogans, which were launched in various provinces and cities, out of their deep belief that the masses are first and foremost the maker of the desired change.[/size]
    [size=45]But the protest and demand struggle alone cannot achieve the aspirations and hopes of our people. Rather, a broad political and public alignment must stand behind it, who believes in comprehensive change and can formulate a real political alternative to monopolizing power, and changing the balance of power in favor of the owners of the national democratic project.[/size]
    [size=45]The challenge of terrorism and uncontrolled weapons[/size]
    [size=45]In the past few months, the security forces intensified their military operations against ISIS gangs and cells of terrorist organizations, after those gangs carried out surprise attacks against many civilian and military targets.[/size]
    [size=45]The first four months of 2022 recorded the implementation of about 120 attacks by ISIS in separate parts of the country, especially in areas north and west of Baghdad.[/size]
    [size=45]The military operations of our security forces of all kinds have achieved good successes, most notably the killing of ISIS leader Abu Ibrahim al-Qurashi last February, in addition to the killing and arrest of hundreds of members of the terrorist organization.[/size]
    [size=45]However, military operations alone do not constitute a viable solution to the terrorism crisis. Experience and practical practice have proven the correctness of what we were - and still are - going to, that the requirements and tools for confronting and confronting terrorism should not be military-security only, despite the importance of this and the necessity not to underestimate it. The need remains for a set of measures related to strengthening national unity, reconstructing the affected areas, revealing the fate of the kidnapped, and returning the displaced to their cities and villages. As well as taking effective economic, service, cultural and media measures, seeking to educate and reassure people, gain their trust, and exclude practices that limit their urge to support the state and its institutions in the battle against terrorism.[/size]
    [size=45]The time has come for a reform review to restructure the various security institutions and agencies, in accordance with efficiency, integrity and patriotism, and away from quotas.[/size]
    [size=45]The reform steps also require immediate action to end manifestations of abuse of the constitution and the law, and to end any movement that comes outside the context of the official state system and approved policies, and contradicts the provisions of the constitution. In the end, the actual implementation of the slogan of restricting arms to the hands of the state and its institutions in accordance with the constitution, and ending any presence of militia formations, regardless of their names and addresses.[/size]
    [size=45]Concern about the path of freedoms[/size]
    [size=45]Iraqis suffer from the continuation and escalation of violations of human rights and basic freedoms, which are guaranteed to them by the constitution and the law. This is related to the aggravation of the crises of the regime, the conflict of influential powers, the activity of terrorism, and foreign interference in Iraqi affairs, and all of that accompanied the repercussions that had serious repercussions on the conditions of freedoms and human rights.[/size]
    [size=45]The past months witnessed many violations against activists and social actors, most notably legal violations based on laws issued during the previous dictatorial regime.[/size]
    [size=45]These violations targeted in particular those who criticize the performance of the authorities in general, and reached the level of direct threats![/size]
    [size=45]The phenomenon of “impunity” is still prevalent in terms of attacks and crimes targeting demonstrators and activists.[/size]
    [size=45]It is pointed out here the absence of the role of the Public Prosecution Authority, which comes as a reflection of the absence of the state's role in protecting freedoms and rights, and which has become an entry point for more violations committed by individuals, official or unofficial institutions, and militias.[/size]
    [size=45]These facts and many others, especially with regard to the violation of economic, social and civil rights, foremost of which are the rights of women, children and workers, indicate urgently the need to work to abolish all arbitrary laws and instructions that limit the exercise of freedom of expression and freedom of thought and belief, and to expose violations and those behind them. And demand that they be held accountable before the judiciary and inflict a just punishment on them.[/size]
    [size=45]Concern about the escalation of violations is a concern about the fate of the democratic process in the country, whether with regard to politics and state administration or the issue of freedom in all its fields.[/size]
    [size=45]In this regard, our party, the democratic civil forces, civil society organizations and public opinion in general play a great role that must be continued with a joint effort and promoted together.[/size]
    [size=45]Oil price hike..[/size]
    [size=45]And the desired benefit[/size]
    [size=45]With oil prices breaking the $100 per barrel barrier, Iraq's financial imports increased, which exports more than three million barrels per day, to double what they were before the outbreak of the Russian-Ukrainian war, which cast a shadow on the global oil and energy markets.[/size]
    [size=45]In April 2022, Iraq recorded the highest monthly oil exports and revenues in eight years, as its value exceeded 10 billion dollars, with a daily export rate of about 380.3 million barrels.[/size]
    [size=45]But the important question that must remain the concern of everyone affected by the crises, is how the Iraqis will benefit from this large increase in revenues?![/size]
    [size=45]The reality of the situation says that Iraq will not benefit from the high oil prices and the resulting great financial abundance, due to the absence of a stable financial policy, and no economic vision that invests this financial abundance in important productive sectors, such as industry, agriculture and others.[/size]
    [size=45]The financial abundance did not generate great hopes for the Iraqis, given the accumulation of external and internal debts owed by Iraq, corruption, and poor management and planning. Over the past months, citizens have not felt any reflection of the financial abundance on their living income or the level of services provided to them, at a time when food and commodity prices are inflamed due to the policy of total dependence on imports, the devaluation of the Iraqi dinar exchange rate, and the disruption of national production.[/size]
    [size=45]With the continuation of the political impasse, and the resulting delay in forming the new government, and consequently the failure to approve the 2022 budget, any talk of an effective and sound investment of the financial abundance will remain without real use.[/size]
    [size=45]In the current situation, the state’s financial activity will continue to be conducted according to an exchange rule of 1/12 per month based on the Financial Management Law. This naturally means that there has been little progress that reflects the existence of a year of financial prosperity, especially in the implementation of investment projects, nor the creation of new job opportunities.[/size]
    [size=45]This will cast a shadow on the reality of the market, which is witnessing a noticeable stagnation, the negative accumulation of which is reflected on the livelihood of millions of Iraqi families, especially those with limited income. The Ministry of Planning announced (on February 19, 2022) that the poverty rate in Iraq is between 23-25 ​​percent, which is much lower than what international and local organizations declare.[/size]
    [size=45]Also, the fate of the financial surpluses obtained by Iraq during the past months remains unknown in light of the failure of the government and the relevant institutions to disclose the numbers of the achieved financial surplus and the mechanism for disposing of it.[/size]
    [size=45]While we stress the necessity of approving the budget for the year 2022 as soon as possible to avoid dire economic repercussions on people’s lives, we call, in the event that the budget cannot be approved, to exploit the financial abundance achieved in this year, to implement service and investment projects that meet the needs of the people and the country, and to establish funds Sovereignty and development to take advantage of this financial abundance.[/size]
    [size=45]The aforementioned funds must be invested, in the framework of any upcoming budget, in supporting the national non-oil economic sectors, by which we mean agriculture and industry, and attention to housing and production projects, in order to solve the problem of rampant unemployment, especially among young people, and to pay off the accumulated debts owed by the state.[/size]
    [size=45]With our full realization that achieving this requires political will and a radical reform of the state's economic policy, starting through deterrent legal measures, foremost of which is holding the corrupt accountable and recovering the looted funds.[/size]
    [size=45]The Iraqis, when they see the amount of wealth that their country produces annually, without it being reflected in the reality of their living and in the services provided to them, and in investing them to achieve real development, it is clear that they will not remain silent and wait for long, especially since it has become clear to them that their living conditions improve and the development and progress of their country Corruption, the corrupt, the corrupt, and the losers spread throughout the state, supported by the quota system and corruption and by uncontrolled weapons prevent it.[/size]

    [size=45]Parliament is preparing to legislate the Emergency Support for Food Security and Development Law. It is a law that aims to bypass the abnormal economic and financial situation, represented by the failure to approve the general budget as a result of the delay in forming the government.[/size]
    [size=45]The idea of ​​legislating the aforementioned law came in the midst of the repercussions of the Russian-Ukrainian war on food stocks and the rise in food prices, but the draft law took another course during its preparation to include topics much further than that.[/size]
    [size=45]The project turned into a political struggle paper between the forces in light of the political impasse, and the Federal Supreme Court issued a decision implicitly canceling its version sent by the government, as it is a caretaker government and does not have the authority to legislate laws. This is what prompted parliamentary blocs to prepare an alternative draft and submit it for legislation, in light of the controversy over the constitutional possibility of legislating a financially-related law.[/size]
    [size=45]Thus, the law, which is supposed to address a current crisis whose repercussions are growing day after day, has turned into a new battleground between the forces of power.[/size]
    [size=45]We in the Iraqi Communist Party, as we stress the importance of Parliament working to mitigate the repercussions of the global food crisis on the Iraqi people, we stress at the same time that this law should not turn into a pressure and bargaining chip between the conflicting forces, and that it should not in any way be a new gateway to corruption.     [size=45]The Federal Court issued (on February 15th) a decision obligating the region to “hand over oil production from the region’s fields to the federal government, and to allow the Ministry of Oil and the Federal Financial Supervision Bureau to review the concluded contracts.” The court considered the oil and gas law that is legislated in the region “unconstitutional.”[/size]
    [size=45]This decision surprised the authorities of the region, as it surprised many political circles in Baghdad, in terms of its timing.[/size]
    [size=45]The decision entails many measures, including obligating the regional government to hand over the entire production of oil and gas from oil fields to the federal government, and enabling the Federal Oil Ministry to use its constitutional powers in the region regarding oil exploration, extraction and export. The decision also gives the Federal Ministry of Oil the right to review the oil contracts concluded by the regional government with external parties (states and companies) regarding oil exploration, extraction, export and sale.[/size]
    [size=45]For their part, the region’s presidencies, government, parliament and judiciary council described the decision as “unacceptable because it violates the text and principles of the federal system.” She said that it "constitutes an unconstitutional amendment to the constitution that takes away the powers of the regions in favor of the federal authority," and stressed "the region's adherence to its rights and powers, and it will take all legal and constitutional means to preserve them."[/size]
    [size=45]In our opinion, the failure of the various influential political forces over the years to pass the oil and gas law, which regulates the management of oil and gas resources in Iraq as a whole, played a negative role that contributed to creating problems and crises.[/size]
    [size=45]Also, over the past years, constitutional article (112 / first) has not been adhered to, which states that (the federal government manages the oil and gas extracted from the current fields with the governments of the producing regions and governorates...etc).[/size]
    [size=45]In the current complex circumstances, work must be done to avoid pushing matters towards more complexity, by all concerned parties, and for everyone to have a high sense of responsibility. This undoubtedly requires launching a serious and urgent dialogue between the federal government and the Kurdistan Regional Government, to resolve all outstanding problems between the center and the region on the basis of the Iraqi constitution, and to guarantee the rights of all Iraqi people, including the constitutional rights of the region.[/size]
    [size=45]The water file..a major challenge[/size]
    [size=45]The water file in Iraq is one of the biggest repercussions of the failure of the governance system, as it has become one of the main risks that must be addressed urgently.[/size]
    [size=45]And the Ministry of Water Resources announced at the beginning of this summer that the country's water stock has halved compared to what it was last year (2021).[/size]
    [size=45]The rainy season of 2020-2021 was the driest season in the last forty years, which caused a sharp decrease in the flow of water in the Tigris and Euphrates rivers.[/size]
    [size=45]The ministry also says that in the absence of treatment measures, the share of water that Iraq obtains from the Tigris and Euphrates rivers will drop significantly during the next 20 years![/size]
    [size=45]Rain constitutes 30 percent of the country's water resources, while river waters from Turkey and Iran constitute 70 percent, according to the General Directorate of Dams.[/size]
    [size=45]Behind the issue of the water crisis is a number of reasons, most notably the low levels of water flowing from upstream countries, the increasing abuses of water quotas, whether between governorates or within a single governorate, the weakness of deterrent government measures against violators of the aforementioned water networks and water quotas, and the technical challenges facing the Ministry of Resources As a result of the decrease in the necessary financial allocations, as well as the weakness of collection systems and fines, the backwardness of irrigation means and the use of primitive methods for irrigating agricultural crops.[/size]
    [size=45]Another reason for water scarcity is the issue of climate change that most countries of the world are witnessing, and our region suffers from in particular, and the subsequent sharp drop in rainfall levels in recent years.[/size]
    [size=45]The growing concern about the water crisis coincides with dust storms across the country during the last period, and expectations of a rise in temperatures to more than 50 degrees Celsius during the current summer.[/size]
    [size=45]Iraq is classified among the five countries most vulnerable to climate change and desertification. However, linking the crisis to climate change alone does not reflect the truth, especially with the great failure of successive governments, as we mentioned above.[/size]
    [size=45]It is not only the environmental consequences that should be concerned about, but also the social factors that change due to the water crisis, that should be the main concern. Every day, the rates of migration from the countryside to the city rise, due to the scarcity of water and the inability of farmers and farmers to cultivate their lands, and to secure their living expenses through farming.[/size]
    [size=45]Iraq has reduced the area of ​​land covered by the seasonal agricultural plan in half, while certain governorates have been completely excluded from the plan.[/size]
    [size=45]During the current month, several Iraqi governorates witnessed large-scale demonstrations and protests against the water distribution policy, and each governorate demanded to increase its water share.[/size]
    [size=45]According to a security official in Baghdad, about 20 quarrels between farmers were recorded in several provinces, which ended with about 4 dead and 9 wounded.[/size]
    [size=45]As we point to the neglect of this issue by successive governments, we affirm that depriving Iraq of a natural right and a basic and fateful resource, should draw exceptional attention on the part of the Iraqi state and government. This requires, first, urgent action towards the concerned neighboring countries, Turkey, Syria and Iran, to ensure their compliance with Iraq's rights and to secure its fair share of water in accordance with international norms. It is also necessary to draw up a balanced water policy with integrated strategic dimensions, taking into account the realities of reality, including the increasing economic demand for water, and the requirements of modern human consumption in accordance with international standards, and with appropriate environmental and health specifications.[/size]
