Deputies called, during their participation in a workshop organized by the National Business Council, to reconsider the government program and budget paragraphs, especially investment, and said that most of their paragraphs are not implemented on the ground.
During the workshop, the Council discussed, in cooperation with the Center for International Private Projects, a project entitled (Government Program and Private Sector Visions), with the participation of a group of deputies and specialists.
The First Deputy Chairman of the Parliamentary Security and Defense Committee, Jawad al-Bolani, said during the workshop, which was attended exclusively by “Al-Sabah”: that the budget is still far from the programs, and is just spending to keep pace with the situation, proposing that the investment budget be determined according to programs aimed at the needs of the country.
For his part, Head of the Oil, Gas and Wealth Committee MP Yahya Al-Ithawi told Al-Sabah: “Most of the government programs offered by governments at the beginning of their formation are not applied correctly or part of them are applied, and the rest of the paragraphs remain ink on paper.”
He pointed out the importance of activating the role of committees and members of parliament in holding governments accountable that fail to implement the government program, as they must be committed to implementing it.
Al-Ithawi explained that most governments collide with a real reality that differs from paper when launching their programs, and the Prime Minister finds mechanisms and laws obstructing, so the government program should be clear, explicit and applied on the ground.
In turn, the representative of the Finance Committee, Nazim Al-Shibli, told Al-Sabah: "The Finance Committee has tended to increase the amounts of the investment budget, and the evidence for this is that it gave the largest share in the Food Security Law for this budget."
He added that the vision presented by the National Business Council is comprehensive and is the nucleus of a government program, and the committee is working with all its energy to address several issues, most notably unemployment and attention to the investment budget.
