[size=45]Baghdad, 30 June 2022 - Today, the Social Protection Sector Coordination Committee held its first meeting in Baghdad to discuss coordination and alignment between the government and international partners to strengthen the social protection system in Iraq.[/size]
[size=45]Under the leadership of the Government of Iraq, the Social Protection Sector Coordination Committee includes many partners, including UN agencies, international partners, donors and NGOs to ensure synergies between different social protection programs and tools. It is a coordination mechanism that aims to contribute to specific social protection outcomes through coordinated planning, implementation, monitoring and evaluation. It serves as an advisory platform for a wide range of partners and stakeholders involved in social protection programmes, including national and national authorities, bilateral and multilateral partners as well as local NGOs, civil society organizations, and society at large.[/size]
[size=45]It is worth noting, that the Social Protection Sector Coordination Committee relies on a joint program implemented by the International Labor Organization (ILO), the United Nations Children's Fund (UNICEF), and the United Nations World Food Program (WFP) in Iraq, with the support of the European Union, which aims to accelerate Social protection reform within the framework of cooperation with the Government of Iraq.[/size]
[size=45]Recognizing that the growing momentum and engagement in social protection reform requires stronger coordination and alignment between the government and international partners, the EU supports the Social Protection Sector Coordination Committee as part of the implementation of its joint programme. The Ministry of Planning, Labour, Social Affairs and Trade has approved the proposal to establish a center for the Social Protection Sector Coordination Committee.[/size]
[size=45]In this regard, Ms. Barbara Egger, Head of the Cooperation Section of the European Union Mission in Iraq, said: “The European Union is pleased to support the Government of Iraq in strengthening the social protection system which is fundamental to ensuring equitable access to integrated social protection for all Iraqis. The Sectoral Coordination Committee established today and jointly led by the Ministries of Planning, Labour, Social Affairs and Trade, provides an excellent government-led platform to coordinate reform efforts among all stakeholders. In line with the EU-funded social protection reform project, the committee will work to enhance the synergies between different social protection programs and enhance the effectiveness of the social protection system, ensuring that the Government of Iraq reaches out to those in need.”[/size]
[size=45]For his part, Mr. Ken Leggins, UNICEF Representative in Iraq, said: “Approximately 2 out of 5 children in Iraq live in material poverty. The Social Protection Sector Coordination Committee is considered a cornerstone in the development of the social protection system in Iraq, to ensure that no child is left behind. UNICEF will continue its work with the Government of Iraq and the European Union, and will support the coordinating role among UN partners to promote equitable access to a comprehensive child-sensitive integrated social protection system.”[/size]
[size=45] Mr. Alireza Qureshi, WFP Representative in Iraq added: “The ongoing global social and economic shocks have also affected Iraq, highlighting the importance of effective social protection systems that respond to the needs of the most disadvantaged people. Through the current partnership and interaction in the Social Protection Sector Coordination Committee, WFP continues to provide extensive support to the Government of Iraq for social protection reforms by preparing evidence, building on the digitization of social safety net programs such as the Public Distribution System and creating a single interoperable registry .”[/size]
[size=45]Ms. Maha Sector, Head of the ILO Coordination Office in Iraq added, “Two out of every three workers in Iraq work in the informal sector, so addressing deficiencies in decent work in this sector is essential. With the support of the European Union, the ILO and social partners are working to bridge the social security coverage gap and protect workers and their families from life-cycle risks, such as unemployment, maternity, old age, work injuries and disability, in line with the minimum standards of the ILO Social Security Charter of 1952 (No. 102). “.[/size]
[size=45]In the first year of implementation of the EU-UN Joint Program on Social Protection Reform in Iraq, the three UN agencies - ILO, UNICEF and WFP - obtained the highest level of national ownership and implementation of the joint program in Iraq and the Kurdistan Region of Iraq, with a focus on Integrated social protection reform roadmap.[/size]
[size=45]The Social Protection Sector Coordination Committee will ensure close links with the joint social protection reform program, as well as coordination between social protection and other priority sectors and ministries. It will also provide general guidance for relevant policies in developing social protection strategies, policies, and implementation plans in accordance with the Iraqi government's White Paper on Economic and Financial Reforms launched in October 2020 and other national strategic frameworks.[/size]
