    Today, Saturday, the Ministry of Water Resources in the Federal Government clarified its plans and mechanisms to secure water quotas in a fair manner, and while it alluded to the re-working of the collection system, it confirmed the existence of a large campaign with security support to prevent all abuses of water.

    The ministry's spokesman, Ali Radi, said, "The ministry has plans for water distributions, starting with water releases from dams and reservoirs, according to a well-studied plan to meet all requirements, whether raw water that is provided for liquefaction plants, drinking water production, agricultural purposes or other uses, such as the share of the marshes and the share of Basra." To push the salt tongue."

    Radi added, "All these requirements are placed within the plan for releases of water from dams and reservoirs, paid for by another plan, which is the plan for distributing water from the releases of the main rivers, and it is distributed among the governorates according to the requirements, agricultural needs, drinking water and other requirements."

    He pointed out that "there is a mechanism that is also applied, which is to follow up on the implementation of these plans, as well as to divide water equitably among the beneficiaries, whether between the governorates or within the unity governorate through the application of the marashna or shift system because Iraq lives in conditions of water scarcity, which means that the amount of available water must be preserved. It and the country’s water storage and not allowing water quotas to be exceeded in order to meet the requirements of all projects, especially in the governorates of Al-Dha’ib such as Basra, Maysan, Dhi Qar and Samawa, as they are the most suffering from this scarcity.”

    He pointed out that "the ministry has a major campaign to prevent abuses and raise them from water quotas, especially abuses by polluting water as it is very dangerous and contains bilateral waste, industrial waste, water and sewage waste, health waste and others."

    He stressed, "There is a central directive to prevent these abuses, and there are dozens of lawsuits and cases, and there is a direct filing of many cases of abuse with a joint effort between the ministry's cadres and the Operations Command, as well as the Ministry of Interior."

    He noted that "the ministry is working on digging and rehabilitating dozens of wells for the purpose of securing raw water for liquefaction or gardening stations in areas where surface water is difficult to reach to mitigate the effects of water scarcity on the beneficiaries of those areas."

    He added, "The ministry is keen to secure the water releases from the regulator of Saleh's castle, which secures the payment of the salt tongue in the Shatt al-Arab," stressing "the ministry's seriousness in working to secure these water shares through the measures it takes to secure them."

    He continued, "We are working to fully deliver the share of the marshes to revitalize these areas and meet their requirements, especially after their inclusion in the World Heritage List."

    And he added, "The ministry has also worked to adopt modern irrigation techniques and in coordination with the Ministry of Agriculture, since all agricultural plans are developed jointly by the Ministries of Water Resources and Agriculture," stressing, "With these basic mechanisms, justice is achieved in securing water quotas."

    With regard to irrigation of agricultural lands, he said: "There was a law in this regard, and work is now suspended, and it is the collection law, that is, the collection of irrigation fees," adding, "There is a re-examination of this law and updating its mechanism to suit the current reality and the changes that have occurred."
