Al-Hakim said during his speech in the Eid al-Adha prayer and sermon, that "everyone agrees that the political process in Iraq needs a comprehensive political reform, and despite the existence of the national agreement on this, there is a difference in views on how to start and the mechanisms of treatment, and this difference is definitely It affects the will to implement and hinders the process of proceeding with that reform, which has become necessary at the current stage,” warning against “persevering in delaying the reform process because this will expose the existing political system to dangerous slippages from which no one will be spared.”
Al-Hakim called for "the formation of a Supreme Council for Reconstruction in the country, consisting of experts in the economy, planning and reconstruction, which will take upon itself the identification of projects of strategic priority, especially in the field of economic, industrial and agricultural infrastructure, and facing the nightmare of unemployment among young people, for every dollar is reduced from the volume of foreign imports." He explained that "it is not necessary for there to be a radical change to the current government, there are positives that have been achieved during this period and there are government institutions that have proven their effectiveness," calling for "work to accumulate success and focus on addressing the imbalance and bridging the gaps of weakness, in the face of the serious challenges that surround the country and the region." Comprehensive change requires time that increases the complexity of the political scene in which we live today, unless there is a clear vision and a comprehensive political agreement that facilitates the process of forming a new government capable of meeting the needs of the current stage.
Al-Hakim called on the leaders in the Kurdistan region to “accelerate the decision of the presidential candidate, and to look at this national entitlement with great responsibility, as we have accustomed to them in the years of struggle and the stages of establishing the democratic process in Iraq.
