Experts: The continued need for the international coalition... and abandoning it is linked to the Security Council

Baghdad/ Firas Adnan
Experts stressed the continued need of the government and military forces for the efforts of the international coalition, stressing that dispensing with it is not an internal decision, but rather a prerogative of the Security Council, pointing out that the current capabilities, despite their progress, are still deficient in the face of the threats of the terrorist organization ISIS.
Military expert Maan al-Jubouri said, "The operations currently being launched against the terrorist organization ISIS, especially the aerial ones, in the desert and geographically rugged areas, herald a brilliant future in how to deal with intelligence information and employ it in the military effort."
Al-Jubouri added, "The preemptive strikes do not give this organization an opportunity to catch its breath and carry out other operations against civilians or the military, or expand its presence." He pointed out that "monitoring ISIS movements in the desert and geographically complex areas paralyzes its movement, because the organization believes that these remote areas place it safe from intelligence information and fortify it from military movements."
Al-Jubouri pointed out that "the security and intelligence effort achieves the goals with the least cost and effort, the fastest time and with the greatest losses within the terrorist organization." And he stated, "The changes that occurred recently by relying on qualitative operations are a new strategy and not just a tactic, by employing the intelligence and security effort in a way that achieves great results and an important victory without any losses."
Al-Jubouri added, "The terrorist organization's movements at the present time come with very simple cells, which launch simple and limited attacks," continuing that "the organization no longer has qualitative capabilities such as bloody strikes or storming cities, but only attacks that carry media targets from time to time that are not relevant. impact on peace and security.
He noted, "The international coalition is very important in terms of providing the Iraqi forces with intelligence information," explaining that "the outcomes of the strategic dialogue between the Iraqi and American governments contributed to strengthening this information."
Al-Jubouri stressed, “The agreements with the American side contributed to the introduction of members of the Iraqi intelligence services in modern and advanced courses, benefiting from the experiences of the international coalition and its advanced technology in this aspect, and employing it in the security effort, in addition to the role of experts and advisors and the exchange of information.”
He cautioned, “It is not possible to overlook any intelligence or security effort, whether from the Ministry of Defense or the Ministry of Interior and the rest of the military formations.” Al-Jubouri stressed, "The information received from its sources is filtered, and then it reaches a unified goal," noting that "the efforts also led to the arrests of many wanted persons, some of whom are important members of the terrorist organization."
He continues, "A lot of information about the structure of the organization was obtained from the confessions of the accused after their arrest, in addition to seizing the data in their electronic devices, whether on mobile phones or computers, and all of these constitute an important information base for the intelligence services."
Al-Jubouri spoke of "another progress represented in coordination with the forces affiliated with the Kurdistan region, which is in the interest of carrying out many important security operations that have weakened the capabilities of the terrorist organization."
He stated, "Iraq does not need foreign fighters on the ground, but no country alone can fight terrorism, especially the organizations linked to ISIS, and therefore we need cooperation, through intelligence effort, technology, air power, training and advice, arming and equipping."
Al-Jubouri said, "Those requirements that are in the interest of the Iraqi forces cannot be dispensed with, and speaking otherwise means that we are working against the interest of the nation."
He describes, "Those who demand not to cooperate with the international coalition are dissonant voices that carry a political dimension, or parties that do not want Iraq's interest." Al-Jubouri went on to say that "the government is the one that appreciates the interests of the military and security apparatus and the need for cooperation, whether with the international coalition or with regional countries, not political parties."
For his part, the strategic expert, Ahmed Al-Sharifi, stated that “terminating the relationship with the international coalition is related to a decision of the federal government as it is linked to the general policy of the state, and therefore the one who makes this decision is the government that has full powers.”
Al-Sharifi added, "Iraq's capabilities are still very limited in confronting the terrorist organization ISIS, especially in the technical aspect related to monitoring and surveillance mechanisms."
He pointed out that "the organization is cross-border and still, in terms of assessment, threatens international peace and security, and when the threat reaches this level, the international partnership and the international coalition are part of managing an international crisis and not a local decision."
Al-Sharifi believes that “taking a decision not to seek the assistance of the international coalition, whether in Iraq or Syria, does not only have a local character, but comes with the participation of the international will and is encouraged by the opinion of those countries on whose territory the organization is present to know its military and security activities.”
He stressed, "The decision-maker in this regard is the Security Council, as it sees that Iraq or Syria does not need the international coalition, and this geographical area is a guarantor of international peace and security."
Al-Sharifi went on to say that “taking a local decision in this regard is unlikely, not at the political level, because the current government is to carry out daily tasks, nor at the level of capabilities.”
He denied that "the House of Representatives has the authority to intervene in this matter because it is of an executive nature, specifically related to the Ministries of Defense and Interior, as they are responsible for the country's security situation."
Al-Sharifi concluded, “The issuance of a decision at the present time to end the role of the international coalition in Iraq contradicts the facts at home, the values of international law, the international will, and the Security Council resolution.”
Yesterday, Saturday, the Security Media Cell announced the launch of the sixth phase of Operation Solid Will in Kirkuk.
The cell stated, in a statement received by Al-Mada, that "the sixth phase of Operation Solid Will was launched at dawn on Saturday in Kirkuk Governorate, where the heroes began flying the Air Force using L159 aircraft, targeting specific targets within the responsibility sector."
The statement added, "At this stage, the Eighth Division participated in the advanced headquarters of the Joint Operations Command in Kirkuk, as well as the Third Division of the Federal Police, and the Commandos Regiments."
He pointed out that "the operation targets the Zab areas and the borders separating the sector of the advanced headquarters of the Joint Operations Command in Kirkuk and the sector of the Nineveh Operations Command."
