    A member of the Kurdistan Democratic Party's negotiating delegation, Bankin Rekani, confirmed that the atmosphere between the Kurdistan Democratic Party and the Patriotic Union of Kurdistan is "very good", and there is a possibility to reach an agreement on one candidate for the presidency.
     
    Bankin Rekani said, in an interview with Sankar Abdul Rahman in one of the Rawoud Media Network's bulletins, on Monday (September 19, 2022), that the President of the Patriotic Union of Kurdistan, Bafel Talabani, told them that "we will agree on one candidate, and we will participate in the parliament session with one candidate."

    Regarding the draft reached by political parties on the next government, he indicated that it is not related to the formation of the new government only, but also to its tasks, and the way in which it will be able to solve the problems facing Iraq.

    He described the draft as "very good" as it deals with the executive and legislative aspects, and it may be signed next week, if all parties agree to it.

    On the most important Kurdish demands, he pointed out, without going into details, that they; The file of oil, the budget, the Kurdish regions outside the administration of the Kurdistan Region, noting that President Barzani had emphasized the desire to participate and support the demands of other regions in Iraq.

    He revealed that there is an agreement, because this time the matter is different from the previous times, saying that "President Barzani decided not to participate in any government without a written agreement, which includes ways to solve the current problems and manage governance in Iraq."

    A member of the negotiating delegation of the Kurdistan Democratic Party, indicated that the draft that was reached deals with these problems and the way to solve them in detail, and all parties agree to them, stressing that it is the first time since 2005 that “an agreement is reached in this way, between the parties that want to form the government".

    In response to a question about the possibility of forming a government, at a time when there is talk of renewed demonstrations after the Arbaeen visit, two Rikani banks saw that “there is no other option, as the draft budget has not yet been approved in Parliament, and a government must be formed” to approve it, pointing to The Kurdistan Democratic Party, the Sovereignty Alliance and some parties to the coordination framework are in contact with the Sadrist movement to reach a solution.

    Bankin Rikani, explained that the draft includes holding early elections, and there are efforts to persuade the Sadrist movement to join the agreement directly or implicitly, and to agree to the so-called “transitional” phase, which will extend for a period of one year to a year and a half, and then hold early elections.

    Regarding sending a delegation to Al-Hanana, he indicated that there is a dialogue with the leader of the Sadrist movement, Muqtada Al-Sadr, indicating that President Masoud Barzani urges this in particular, but matters have not reached the point of sending a delegation so far, noting that the President of the Kurdistan Region, Nechirvan Barzani, President The Sovereignty Alliance, Khamis al-Khanjar, and the head of the Conquest Alliance, Hadi al-Amiri, have expressed their willingness to go to Al-Hanana, but they basically want to agree on it first.

    In response to a question about Muqtada al-Sadr's willingness to receive the delegation, two banks of Rekani said that there are conditions for Muqtada al-Sadr, but he does not talk about them directly. Rather, parties affiliated with the Sadrist movement refer to a paper that Muqtada al-Sadr supposedly submitted to the coordinating framework, which includes 12 points. In it, he referred to the need to pledge to hold early elections and form the government and its members, noting that the delegation's visit will take place if an agreement is reached.

    Bankin Rekani confirmed that the Kurdistan Democratic Party made great efforts to have the Sadrist movement participate in the government, or to accept it in the event of its non-participation, stressing the difficulty of achieving stability in Iraq without that.

    On whether the next government will be a caretaker government, or a government with full powers, a member of the KDP's negotiating delegation stated that the next government should have full powers, and that preparations should be made for early elections, adding that early elections face two obstacles, the first is the expiration of a working period The current commission, where a new commission must set the date of the elections, and the second is to amend the election law, and there may be different opinions of the political forces regarding it.

    He concluded that the Kurdistan Democratic Party believes that early elections should be held within a year to a year and a half, and that the budget law be passed before that, because holding the elections requires money.
