[size=45]In light of the political blockage and the inability of the daily caretaker government to send the draft financial budget for the current year, the House of Representatives legislated the Food Security Law to be an alternative to the budget until the end of the current world, while confirmed information indicates that there is a large financial surplus during the current year due to the high Oil prices, offset by the confusion of money exchange.[/size]
[size=45]In this regard, the economic expert, Diaa Al-Mohsen, pointed out that the Food Security Law was not implemented on the ground. Al-Mohsen said in an exclusive interview with (Al-Mada), that “the effort and time required to prepare and pass the budget is not different from what is required to prepare and pass any other law, so it is better to focus the effort on the budget because it is the basis,” noting that “four months have passed since the approval of the support law. emergency food security and we did not touch anything of it on the ground.”[/size]
[size=45]Al-Mohsen noted that “continuing emergency legislation is not correct, because continuing to disrupt the budget means disrupting the investment aspect that contributes to developing projects, revitalizing the private sector and providing job opportunities.”[/size]
[size=45]He spoke about expectations that “there will be financial abundance during the next year in light of the rise in oil prices, and therefore the problem does not lie in the presence of funds, but in the legal mechanisms for spending them, and the budget is the best mechanism for spending.” For his part, Member of Parliamentary Finance Committee, MP Sajjad Salem, indicated that emergency laws will not fill the financial budget vacuum.[/size]
[size=45]Salem said in an interview with (Al-Mada), that "all emergency laws will not fill the need for the existence of the General Federal Budget Law, according to which all the state's financial affairs are conducted and on the basis of which economic policies are drawn up."[/size]
[size=45]He added, "The adoption of the budget law is the best solution from all the current options, whether the legislation of emergency laws or others," noting that "emergency laws are approved hastily to meet part of the needs, and they certainly will not fill the budget vacuum."[/size]
[size=45]For his part, legal expert Ahmed Al-Abadi stressed that the current government does not have the right to propose laws, as it is a caretaker government.[/size]
[size=45]Al-Abadi said in an interview with (Al-Mada), that "as for the amounts of money, they are deposited with the executive authority and there are no exchange doors for them until a new government is brought in with full authority to dispose of it."[/size]
[size=45]He added, "The work of the current government headed by Mustafa Al-Kazemi is to conduct daily business only, and it does not have the right to propose laws."[/size]
[size=45]Despite the country's need for a financial budget to complete basic projects that affect citizens, the political crisis has so far represented a major obstacle in legislating the financial budget for the next year.[/size]
[size=45]The economic expert, Safwan Qusay, had previously confirmed to (Al-Mada), that "Iraqi oil revenues have doubled in the current period, especially with calculating the price of a barrel on the basis of 100 dollars for the current year."[/size]
[size=45]Qusay added, "Estimates confirm that Iraq's revenues for this year will reach 120 billion dollars at the end of next December."[/size]
[size=45]He pointed out, "Iraq has other revenues, the total of which, along with oil revenues, may reach about 200 trillion dinars," stressing that "these amounts are not allowed for the government to spend due to the absence of the budget law."[/size]
[size=45]Qusay stressed, "The parliament earlier resorted to boosting public spending by enacting the Emergency Support Law for Food Security and Development, and despite the money that this law will take, we will have a good surplus at the end of the year." He looks forward, to "the House of Representatives approving an economic budget during the next year that is commensurate with the stage and the volume of revenues and addresses the financial and economic challenges."[/size]
