    [size=45]Yesterday, Saturday, Baghdad witnessed a sudden collapse of a medical building that holds an investment license, while the Civil Defense Directorate indicated that the reason behind the accident may be the recent addition of two floors.[/size]
    [size=45]Civil Defense Media Director Jawdat Abdel Rahman said, "The directorate received news that a six-storey building had collapsed on Salman Faeq Street in Baghdad."[/size]
    [size=45]Abdul Rahman added, "This building is used as medical laboratories and clinics," explaining that "rescue teams immediately rushed to the scene and were under the direct supervision of the Director General of Civil Defense Major General Kazem Salman Buhan." He pointed out, "The speed of work helped us evacuate 13 citizens with various injuries, and they were transferred to nearby hospitals for treatment."[/size]

    [size=45]Abdul Rahman went on to say that "the Directorate of Civil Defense in the Karkh and Rusafa branches made great efforts over the past period until the final announcement of the completion of the tasks entrusted to them."[/size]
    [size=45]In a statement received by Al-Mada, Prime Minister Mustafa Al-Kazemi confirmed, "Civil Defense is directed to mobilize maximum efforts to rescue those trapped in the collapsed building."[/size]
    [size=45]Al-Kazemi added: “We directed the opening of an investigation into the incident and the leave granted in previous governments,” noting that “the incident confirms the validity of anti-corruption efforts, and stopping the granting of random leave, and I faced - unfortunately - because of it several criticisms.”[/size]
    [size=45]In turn, a member of the Parliamentary Integrity Committee, Sarwa Abdel Wahed, stated in a statement received by Al-Mada that "the National Investment Authority is required to clarify the mechanism for giving investment licenses to laboratories, clinics and private hospitals."[/size]
    [size=45]And Abdul Wahed added, "Today (yesterday) happened in Baghdad from the collapse of a building for medical clinics because of an engineering reason that calls for a review of all approvals granted by the Investment Authority, especially an addition to building dilapidated buildings, which requires obtaining engineering approvals from the Baghdad Municipality or the governorate within the plans deliberate, not random.[/size]

    [size=45]The statement added, "This building obtained an investment license from the Baghdad Investment Authority, and was given to an Iraqi company in accordance with Investment Law No. 13 of 2006, amended as a laboratory for pathological analyzes in cooperation with the Ministry of Health in accordance with the controls and conditions required and documented by them at the time."[/size]
    [size=45]He pointed out, "This building has obtained other sectoral approvals, represented by the Municipality of Baghdad as the body responsible for design, and the Ministry of Health as a competent sectoral body at the same time."[/size]

    [size=45]He stated, "The commission will not hesitate to hold all those who were negligent in this incident to account, away from any courtesy or procrastination, and to convert those involved from former or current officials to integrity."[/size]
    [size=45]The statement explained, "This is confirmed by our continuous vision of the importance of follow-up, supervision and auditing of projects even after obtaining investment licenses," calling for "an extensive study and a review of many procedures related to project follow-up."[/size]
    [size=45]He continues, "The commission has formed a specialized investigative committee; To find out the defect that led to the collapse of the building and to determine whether that defect was in the mechanisms for granting permits or in the implementation processes or in the follow-up and supervision of the project and in what accurately diagnoses the defaulting party, which will bear the full responsibility for this act, which we describe as criminal, and we will provide you with all the details upon completion of the work of this committee. .[/size]
    [size=45]For his part, the economic expert Amer Al-Jawahiri stated, "Granting the investment license for any building should provide information about this building in terms of the number of floors, specifications, services provided, safety and environmental factors."[/size]
    [size=45]Al-Jawahiri continued, in an interview with (Al-Mada), that "the implementation of the works of this building should be in accordance with the investment permit and the specifications that were agreed upon."[/size]

    [size=45]Al-Jawahiri explained, "These investment activities should not be aimed at making profit only, but to achieve a public service," stressing that "the Baghdad Municipality is also part of the responsibility because it is concerned with following up on the implementation of the construction permit."[/size]
