The Secretary-General of the House of Representatives, Safwan Al-Karkari, announced that the decision to publish the names of the absent deputies has been canceled, but they are registered as “absentees and measures are being taken against them.”
The House of Representatives does not publish the names of its absent deputies during this session, unlike previous sessions.
In this context, the Secretary-General of the House of Representatives, Safwan Al-Karkari, explained that “a decision was issued not to publish the names of MPs who do not attend Parliament sessions.”
He pointed out that “security and political reasons” stand behind the decision, “as some MPs do not want to disclose their attendance to Parliament, for fear of being exposed to security threats.” In addition, “the issue is internal and related to Parliament’s work.”
It is noteworthy that the second paragraph of Article 11 of the Law of the House of Representatives and its formations states that “absence without a legitimate excuse shall be published in ways determined by instructions.”
The Secretary-General of the House of Representatives considered that the decision to publish the names of the absent deputies “was by a decision and was canceled by a decision,” adding that “all measures are taken against the representatives who do not attend the sessions.”
The first paragraph of Article 11 of the Law of the House of Representatives and its formations states: “The representative has the obligation to attend the sessions of the House and its committees, and in the event of repeated absences without a legitimate excuse, five consecutive times, or ten non-consecutive times, during the legislative term, the president sends him a written warning. He invites him to attend.
The law states, in the third paragraph of the same article, that “the parliament may dismiss the deputy, if his absences, without a legitimate excuse, exceed more than a third of the parliament’s sessions in a single legislative term.”
It is noteworthy that 17 sessions, whose agendas were published by the Presidency of the Council, were not held during this session, which began on the 8th of last year, due to the quorum being completed.
The House of Representatives had resumed its work on (September 28, 2022), after a two-month hiatus due to differences between the coordination framework and the Sadrist movement over the formation of the new government, and the subsequent sit-in of the Sadrist movement’s supporters in front of Parliament, which ended by order of Muqtada al-Sadr on (August 30). 2022).
