The ongoing conflict between the political forces is hampering the efforts of Prime Minister-designate Muhammad Shiaa Al-Sudani to form his government, especially since the vote of confidence was supposed to be held on Saturday, but was postponed until further notice due to the conflict over the ministries, especially oil, finance, defense, health and foreign affairs. During the past few days, the coordination framework used in its statements and statements by its leaders the term "service government" to talk about the Sudanese government being selected for ministers, which is likely to be twenty-four ministers, with negotiations continuing to create the positions of Deputy Prime Minister for Energy Affairs and another for Economic Affairs.

According to parliamentary sources, Al-Sudani has not yet resolved more than sixty percent of his ministry portfolios, indicating that the differences are not between the components over the ministries, but within the one component, and that if they continue, they may lead to the possibility of cracking or disintegrating those alliances.

According to the same sources, Al-Sudani personally leads the negotiation efforts and bring the views closer between the political forces to expedite the birth of his government, and that dialogues have not been interrupted between him and the political blocs, and the selection mechanism is that each bloc nominates three people to fill the ministerial position that is its share. The Sudanese has the right to choose one of them or reject them all, according to certain criteria.

The constitution in force in the country since the year 2005 permits the prime minister-designate to submit his cabinet with an incompleteness, provided that the shortage does not exceed half the number of his government’s ministries, provided that the remaining part is completed with another supplementary voting session on the rest of the ministries at the request of Parliament.
