    Parliamentary Legal Committee intends to form a committee comprising all the political blocs to begin studying constitutional amendments referred to in Article 42 of the Constitution, and was likely to start functioning of the Committee after the adoption of the budget bill, which disrupted many other laws.

    A member of the Committee MP Mohsen al-Sadoun said in a statement to the "long" yesterday that "the presidency of the parliament decided to form a committee represented all spectra in order to discuss and amend some constitutional provisions that have become hamper a lot of consensus," adding that "the Commission will study the causes of political differences existing relating to the Constitution for the purpose of resolving, particularly related to the powers of the three presidencies and the powers of the center and the province and the oil wealth and personal status.

    He added Sadoun, a member of the Kurdistan Alliance bloc that "the presidency of the parliament is now facing the problem of choosing the members of the Committee, the fact that the constitutional article showed that members of the Committee must be one of the key components, but the other blocs want to participate in this committee."

    Sadoun acknowledged the obstacles facing amendments notably that in the event of amendments presented to the referendum was rejected by the 3 provinces would be ineffective, adding that the past done a lot of work and that the final report is in the Presidency.

    For its part, demanded that State of Law bloc to activate Commission on constitutional amendments in order to contribute to finding a solution to the current political crisis, and an MP from the bloc Salman al-Moussawi "We asked the political blocs activate Commission on constitutional amendments to make changes to the Constitution and the display changes to a popular referendum."

    Al-Moussawi said that "the constitutional amendments committee has not carried out its duties because of the objections of the political blocs on the work, which hold to make any change to the constitution in the current phase."

    For its part, demanded that the Iraqi bloc led by Iyad Allawi, the political blocs to expedite the formation of a committee to activate the issue of constitutional amendments, stressing that the main blocs in parliament, all did not oppose the amendments.

    A member of the bloc MP Hamid al-Mutlaq "long" yesterday that "the Constitution wrote political conditions and difficult security and there is a need to reconsider some of its paragraphs, especially Article 140," adding that "the issue of constitutional amendments are very important during this period of the country's acute political crisis."

    He pointed out that most of the political differences are due to interpretation of the Constitution clearly and each block is trying to interpret its provisions by their wishes, adding that his bloc asked the chairman of the parliament to speed up the formation of a new committee to activate the issue of constitutional amendments, especially as some political demands require constitutional amendments.

    However, the political blocs represented in the committee formed to amend the constitution parliament at its last election failed to accomplish modifications despite four years of work, and prevented persistent differences between the blocks without the completion of the constitutional amendments in the schedule.
