Baghdad / Obelisk: Prime Minister Muhammad Shia Al-Sudani set, on Tuesday 11/01/2022, three weeks for the ministries to prepare the government program, while indicating that there will be an evaluation of the ministries and governorates.
The obelisk publishes the most important things that came in the press conference of Prime Minister Muhammad Shia Al-Sudani:
[You must be registered and logged in to see this image.]I welcome you to the first press conference for the government that gained confidence on Thursday, October 27. The press family will certainly be a partner with us in this journey within an atmosphere of cooperation and professional acceptance of diagnosis, which contributes to rationalizing the performance of the government and its ministries.
[You must be registered and logged in to see this image.]Today is the second session, and we affirmed, from the outset, the government's vision for its work in the next stage, according to the ministerial curriculum, which is followed by a government program.
[You must be registered and logged in to see this image.]We set three weeks for the ministries to prepare the government program, and there will be a committee from the Council of Ministers that will communicate and coordinate with the ministries in the matter of writing the program.
[You must be registered and logged in to see this image.]The fourth week will witness the discussion and approval of the government program in the Council of Ministers, until the countdown begins to evaluate the ministries, governorates and relevant authorities.
[You must be registered and logged in to see this image.]We made it clear to members of the Council of Ministers to set goals and programs according to the priorities of the ministerial curriculum. Once, we expand on an ambitious government program that may not be implemented in light of the financial, technical and administrative challenges and crises, and once we, as a government, seek to go to priorities that simulate the suffering of citizens, so that they have a tangible impact as soon as possible.
[You must be registered and logged in to see this image.]Our priorities are well known: poverty, unemployment, anti-corruption, economic reforms and service provision. You may have noticed that during the past few days we had visits related to the priorities that we mentioned, and they are not routine visits.
[You must be registered and logged in to see this image.]Each of these meetings witnessed directives to the concerned ministry, whether the Ministry of Health or before it was the Ministry of Commerce, all of them related to specific topics that a team of consultants, in addition to the concerned minister, is pursuing, and there is a time limit for following up on these directives and what is implemented from them.
[You must be registered and logged in to see this image.]Our meeting was with the Minister of Commerce and general managers regarding the ration card items, and the importance of strengthening our strategic storage for the ration card items. The directives were clear for the basic materials.
[You must be registered and logged in to see this image.]Our visit to the Ministry of Health is related to improving services, and it has two main axes, which we believe can be implemented in the government curriculum and program. Managing the process at the present time and improving services, but in parallel we are going to implement the health insurance law, which is an enforceable and enforceable law, and it needs to prepare a database, and to spread a culture of health insurance, and this is the right path to improve the reality of health services.
[You must be registered and logged in to see this image.]All regional and international experiences in this field are based on the health insurance law, in order to improve the service provided to the citizen, while adhering to maintaining standards. There are levels that the state will take care of, for the poor and middle groups, and they rise with the level of income for the rest of the citizens.
[You must be registered and logged in to see this image.]The issue of the constitutional right to obtain the health service is agreed upon and in the details of the law. On the health sector side, we are concerned that we have new hospitals that are not occupied yet, and some of them have an occupancy rate of no more than 20%, and we are talking about projects with 500 beds. There are offers from foreign companies and in agreement with the Ministry of Health for joint operation or investment.
[You must be registered and logged in to see this image.]Today, most citizens, unfortunately, are forced to travel abroad for treatment. We seek through this model that we will agree upon with these companies specialized in hospital management, relying on our cadres and graduates in various specialties, to operate these hospitals according to their health systems. These are the systems that citizens resort to abroad and are forced to travel for them.
[You must be registered and logged in to see this image.]These axes are to address the reality of health services, with the investment of new hospitals and the completion of lagging projects that are capable of providing health and treatment services to all citizens.
[You must be registered and logged in to see this image.]We had a visit to the joint operations headquarters and listened to a briefing from the bodies concerned with the operations to see the reality of the readiness of our security forces of all kinds.
[You must be registered and logged in to see this image.]The security services are an important part of the authorities’ performance to preserve the rights of citizens, and therefore they must be far from any political investment, and not interfere in any political disputes or quarrels. On the other hand, it is concerned with preserving the prestige of the state, enforcing the law, and protecting public and private property.
[You must be registered and logged in to see this image.]Our visit to the Integrity Commission and the meeting with the Commission's owners and officials, in this constitutional oversight body. We launched the term corruption pandemic, and we mean this term, and this pandemic is a serious threat to the Iraqi state, even more dangerous than all the threats that have passed on Iraq over the past period.
[You must be registered and logged in to see this image.]The audacity and insolence of corruption and the corrupt in looting public money has reached the point where they have stolen more than 3 trillion and 700 billion in a notorious case, the case of tax and customs trusts.
[You must be registered and logged in to see this image.]I do not look at the theft from one perspective, but look at the audacity possessed by this employee who arranged these papers and those with him and those who contributed to the coverage; They made a decision to carry out this operation because they are convinced that in this country no accountability or deterrence awaits them. This is the most dangerous part.
[You must be registered and logged in to see this image.]Accountability and how to recover the amount. The government is proceeding with it and is following up on a daily basis, and there are many details that certainly cannot be announced because they affect the progress of the investigations.
[You must be registered and logged in to see this image.]There were contacts and meetings with the diplomatic corps, and contacts with regional and international heads of state. Everyone confirmed
the support of Iraq. Through these contacts and meetings that took place with brothers and friends, we affirmed that our approach is clear and explicit in establishing balanced relations with the brotherly Arab countries that represent our Arab depth, with countries Neighborhoods, friendly countries and all countries of the world, based on mutual respect, respect for Iraq's sovereignty and common interests.
[You must be registered and logged in to see this image.]Our compass is Iraq's interest, and where it is, the Iraqi state's march in this direction will continue.
[You must be registered and logged in to see this image.]Today, within the agenda, our methodology is based on the important decisions that the citizen needs, not routine decisions and mere stuffing in the agenda. We have a race against time, how can we hurry to provide services to the Iraqi citizen and alleviate his suffering. So we choose topics that touch on this issue.
[You must be registered and logged in to see this image.]There are ruling issues on which we are forced to take decisions, and today one of the important decisions is related to the Federal Supreme Court decision 121 of 2022, which ensures that the government of managing daily affairs, the previous government, does not have the authority to issue appointment orders and give approvals and agreements and the rest of the powers that are the exclusive powers of the government permanent.
[You must be registered and logged in to see this image.]This is a binding and enforceable decision by the government, and it was presented today to the Council of Ministers and voted in approval, and it may raise questions because it relates to canceling appointments for heads of agencies, agencies, agents, general managers and advisers. Federal court decision.
[You must be registered and logged in to see this image.]The course of action of this government will be towards the implementation of the law and the decisions of the judiciary. An important number of these will be assigned, perhaps tomorrow orders will be issued to assign them, and it will be an assignment from a government that has the authority. There is no problem for people as much as we want to adapt their legal status in accordance with the Constitution, the law and the decisions of the Federal Court.
[You must be registered and logged in to see this image.]Within our vision to provide urgent services, we divided the services into two axes; The first relates to the suspended projects, and over the past period we have carried out an inventory and classification of these projects, all of which are service-oriented. There are less than 50% of the implementation rate, there are 50-70%, and there
is more than 70%.
[You must be registered and logged in to see this image.]We will focus on projects that have a completion rate of more than 70%, to be completed as quickly as possible, and all of them are hospitals, schools, streets, sewage projects, municipal projects and road projects, some of which have been suspended since 2013. These will be among our priorities for implementation as quickly as possible.
[You must be registered and logged in to see this image.]As for the other axis in services, they are urgent services, and we have formed an engineering effort that includes specialized mechanisms from all ministries and bodies, which will provide immediate service projects, God willing. We have prepared all the legal requirements for this engineering effort, which was formed in the light of legal, financial and administrative opinion, and with a specialized committee of engineers and officials from the ministries and concerned authorities.
[You must be registered and logged in to see this image.]We will implement the projects in a direct way, not through contracts, that is, we will go to the field and implement, and we will direct all this effort in this governorate, then we will move to the second governorate and so on.
[You must be registered and logged in to see this image.]We have an inventory and a list of the projects that we want to implement through this direct implementation, which is one of the methods of contracting. And you know if we entered the instructions and controls, there will be measures that will take us. We have engineers, technicians, and mechanisms, and we can make a budget transfer, and we are the ones who implement it. The Iraqi engineer who built Iraq for years will not be unable to implement a street or road that represents a knot for citizens and started calling it the road of death, or a populated area that lacks services.
[You must be registered and logged in to see this image.]Some of these services were implemented by the people, who collected money among them and implemented sewage and electricity projects. Paving and furnishing the streets and linking these neighborhoods to the main streets remained among our tasks, especially since these neighborhoods are regular neighborhoods even if they are outside the municipal boundaries.
[You must be registered and logged in to see this image.]The agricultural plan for the winter season 2022-2023, delayed due to the late receipt of the government, and there was a discussion in the previous government in this regard and a controversy between agriculture and water resources. The plan was reviewed by the ministers, and it was presented today urgently to the Council of Ministers, and the recommendations of the committee concerned with preparing the agricultural plan were approved after the approval of the Ministers of Agriculture and Water Resources.
[You must be registered and logged in to see this image.]The plan will be about 5.5 million dunums, for irrigated areas that depend on groundwater. Within the plan, the government will commit to securing the requirements of seeds, fertilizers and pesticides for farmers, and this is part of the support that will be directed to farmers and farmers to implement a successful agricultural plan. And it will be a catalyst for securing wheat material instead of importing in light of a global crisis in this aspect.
[You must be registered and logged in to see this image.]Among the recommendations, it was approved to compensate farmers and farmers affected by the failure to cultivate the rye crop, and to disburse the amounts approved by the competent committee, which are up to 120 billion dinars, because we had previously allocated in the Food Security Law 300 billion, part of which was allocated to planting 30 thousand acres to preserve the varieties of rye , the remainder to farmers who could not farm; Because of water scarcity and the agricultural plan, they will be compensated.
[You must be registered and logged in to see this image.]The problem of the first graduates and those with higher degrees, the procedures were complicated between the Ministry of Finance, the Service Council and the Ministry of Education in order to include it in the budget law, and perhaps more than this period. The task of this government is to solve the problems before us, and we will not be excused by the heavy legacy we know. We accepted the challenge, and, God willing, we have the will and determination to confront this challenge with appropriate solutions according to our powers.
[You must be registered and logged in to see this image.]The contracts file, Resolution 315, and the daily procedure will be carefully studied. We asked the Ministry of Finance to check the numbers and to study them extensively with the relevant ministries and make recommendations for study during the upcoming sessions.
[You must be registered and logged in to see this image.]As part of the government's tendency to complete the lagging projects, there is a committee of Order 45 of 2018 that addresses the problems and obstacles that hinder the implementation of the public hospitals project, with up to 21 hospitals, eight of them in Baghdad and the rest in the provinces.
[You must be registered and logged in to see this image.]Many problems faced these projects, and the committee has continuous meetings to address them. Today, its recommendations were presented to the Council of Ministers and approved. They are important hospitals, and if they had been completed, they would have provided an increase in the number of beds by up to 5,000 beds.
[You must be registered and logged in to see this image.]The estimated date for its completion is two years, and I requested that it be shortened to the maximum possible time, and I will follow up this file personally in order to overcome all obstacles and launch these projects and complete them as soon as possible.
[You must be registered and logged in to see this image.]We directed the ministers, within the scope of their powers, to solve the problems of the issue of activating the economic sectors, for example the law or the decision on exports that gives support to exporters, whether it is for manufactured goods, they give subsidies at 15%, semi-manufactured and agricultural goods 10%, or raw materials 5%, and this is one of the supporting decisions That creates projects and encourages entrepreneurs to adopt this process.
[You must be registered and logged in to see this image.]We instructed the ministries to complete the approvals related to granting facilities to encourage tourism of all kinds.
[You must be registered and logged in to see this image.]We requested authorization for all representatives of ministries and relevant authorities who represent them in the single window in the Investment Authority. Granting them powers to speed up the process of granting licenses, and this is the case in all countries of the world. As for this representative being present in the one window without powers, the investor will certainly have to go to the ministries and start with him the journey of blackmail and red tape, and this is one of the important obstacles for investors.
[You must be registered and logged in to see this image.]Today, there is a clear and explicit directive that authorizes the representative of the ministry with all the powers of the minister in order to be a decision-maker while he sits at the one window and grants approvals.
[You must be registered and logged in to see this image.]The Product Protection Law is an important law and we have worked on it in the past. Today, we have directed the completion of procedures in order to support industrialists, investors and businessmen and protect their products.
[You must be registered and logged in to see this image.]We aspire to the day when we rely on the national product, but it is not possible to support the national product in light of the dumping policy facing the Iraqi market. This is one of the important laws and represents part of the structural reforms to support the sectors that drive the economy.
[You must be registered and logged in to see this image.]We have a special committee to create a single treasury account, which was formed since the government of Mr. al-Abadi and we worked on it for a while, but it stopped in previous governments. If the work of the committee had been completed, the tax guarantees would not have been stolen, because the account is under control, not the path through which the thieves and the corrupt were executed, and this project will be accomplished. as soon as possible = ASAP.
[You must be registered and logged in to see this image.]With regard to automating customs and tax departments and facilitating procedures, this system eliminates corruption and provides revenues that Iraq is deprived of annually. And we have directed the Ministry of Commerce regarding the Department of Registration of companies lagging behind in the matter of moving from the paper system to the electronic system
[You must be registered and logged in to see this image.]We directed the Ministry of Oil regarding the burning of associated gas, which causes a huge financial waste, and disrupts government projects by expanding electric power and relying on the importer. We have a vision in this aspect, and there will be specialized meetings with the Ministry of Oil.
[You must be registered and logged in to see this image.]Today, we directed all ministries to prepare the 2023 budget and determine its priorities. We are keen to present the budget as soon as possible and before the start of the legislative recess for the House of Representatives.
[You must be registered and logged in to see this image.]This government is committed to implementing laws, as well as to the law of the Central Bank, which authorizes this institution to formulate monetary policy, and the decisions and policies that the Central Bank deems necessary, and we will maintain and support the independence of the Bank, as it is the only party concerned with this matter.
[You must be registered and logged in to see this image.]The decision to change the exchange rate in the past was not accompanied by protection measures for poor, middle and low-income orders, and this exacerbated the problem and its negative repercussions on citizens.
[You must be registered and logged in to see this image.]As a government, we are committed to taking measures and decisions to protect these groups, and we will work very soon to issue these decisions and alleviate the suffering of citizens
[You must be registered and logged in to see this image.]Holding early elections is not only a decision of the government, but rather of the parliament. The government on its part and within its commitments will complete all the requirements for holding elections, and the decision remains for the political forces in accordance with the political agreement.
[You must be registered and logged in to see this image.]We are prepared to hold provincial elections no later than October of next year, because there is a vacuum that is contrary to the constitution, and if there is an opinion on them, we must go to what the constitution stipulates. .
[You must be registered and logged in to see this image.]The government's orientation within its ministerial curriculum confirms that Iraq's natural role is to be a hub in the region, and this pioneering role must remain and continue and be a point of convergence of the interests of countries in the region, and it is in Iraq's interest to play this role and establish the best relations, and at the same time achieve stability in the region if There was some kind of tension between this or that country.
[You must be registered and logged in to see this image.]Part of the previous tracks we will continue with, and we have received positive signals from all parties requesting the continuation of this role, and this will be done with more than one axis and a high-level official meeting.
[You must be registered and logged in to see this image.]There is an authorization and authorization for the Prime Minister to conduct a professional technical dialogue with the International Coalition and through the relevant ministries, to determine the need for the presence of the International Coalition as numbers related to advisors and as tasks for training, advice and information exchange. This conversation is as planned.
[You must be registered and logged in to see this image.]Corruption has made it a priority for our work and not a slogan, and without real measures towards corruption issues, there will be no value for any commitment or discourse to fight corruption. The citizen wants to see the accountability of the corrupt and at the same time recover the looted money from 2003 until today.
[You must be registered and logged in to see this image.]The focus of recovering the money will be present in our dealings with all the countries of the region and the world, in any relationship and any agreement. He will be present at any meeting. We will not remain silent about our stolen money. It is located in well-known corrupt countries.
[You must be registered and logged in to see this image.]We complete the procedures according to the law with a team or a committee, but we will not repeat the contexts that were in place outside the law. There will be a support team for the Integrity Commission and the regulatory authorities in accordance with the law.
[You must be registered and logged in to see this image.]The main criterion for evaluating the minister is the extent of the measures and decisions he takes to combat corruption, in scrutinizing contracts and agreements for all governments, not a specific government, all corruption files in previous governments. The process of continuous waste and cover up the theft of public money.
[You must be registered and logged in to see this image.]Today, the citizen is not satisfied with merely imprisoning the thief, but rather wants to recover the stolen amount, and to reveal all those involved in the theft and those who protect them. There is a complex system of corruption with different interfaces and it needs unconventional measures to reduce it and be a deterrent to anyone who thinks of transgressing public money.
